Manner in which material will be removed or deposited: Approximately 240 cubic yards spoil material will be dredged via barge-mounted clamshell bucket crane and placed in three on-site spoil deposition areas either directly or via small machinery(e.g.,skid steer)that can transport material temporarily stored in filled jetties for detwatering to more southerly spoil site adjacent to existing cleared path. Statement of the effect, if any, on the wetlands and tidal waters of the town that may result by reason of such proposed operations (use attachments if appropriate): The project consists of maintenance dredging within the 20-ft wide navigation channel tconnectin the community boat basin to Southold Bay for the purpose of maintaining navigable water depths that have been historically and legally maintained pursuant to USACE,NYSDEC,and Town of Southold permits dating back to 2000. As the life of the Southold Trustees most recently issued 10-year maintenance dredging authorization(Wetlands Permit No. 8320, issued 10-16-2013)is scheduled to expire, the applicant seeks issuance of a new 10-year maintenance dredge permit for the same two areas within the channel that have a history of shoaling. It is expected that dredging will be prohibited annually between January 15 and September 30 for the purpose of protecting finfish, shellfish, and nesting shorebirds. The effects of turbidity associated with the dredging will be ephemeral and localized in nature, but to minimize any potentially related impacts,a silt curtain will be deployed around the dredge site to prevent temporarily suspended sediment from extending into Southold Bay and adjacent tidal wetland areas. And the spoil will be placed well landward of tidal wetland vegetation and contained by siltation fencing and staked haybales to prevent runoff and return flow to the waterway during dewatering. The project will therefore continue to maintain the navigability of channel, thereby encouraging access to and recreational use of coastal waters and public lands without adversely impacting the surrounding wetland ecosystem or Town waters. 617.20 Appendix B Short Environmental Assessment Form Instructions for Completing Part I-Project Information. The applicant or project sponsor is responsible for the completion of Part 1.Responses become part of the application for approval or funding, are subject to public review, and may be subject to further verification.
