The Town Board met to review and finalize the resolutions to be voted on at the 4:30 P.M. Organizational Meeting. 2:45 P.M. - Work Session adjourned. ORGANIZATIONAL MEETING L~:30 P.M. The-Organizational Meetin~l of the Southold Town Board was held on Tuesday, January 2, 1996, at the Southold Town Halt, Main Road, Southold, New York. Supervisor Cochran opened the meeting at ~:30 P.M., with the Pledge of Allegiance to.the Flag. Present: Supervisor Jean W. Cochran Councilwoman Alice J. Hussle Councilman Joseph L. Townsend, Jr. Councilwoman Ruth D. Oliva Justice Louisa P. Evans Councilman William D. Moore Town Clerk Judith T. Terry Town Attorney Laury L. Dowd SUPERVISOR COCHRAN: We'll start with Resolution #1. I .- SUPERVISOR'S APPOINTMENT Supervisor Jean W. Cochran hereby appoints William D. Moore as Deputy Supervisor of the Town of Southold for the term of January 1, 1996 through December 31, 1996. SUPERVISOR COCHRAN: We will be holding Number 2, appointing a Confidential Secretary to the Supervisor, and we will certainly take care of it as quickly as possible in all fairness to everyone. Three, appointing a Southold Town Attorney, and Four, designating the Southold Town Attorney as a Special Assistant District At, torney, are also being held. 5.-Moved by Councilwoman Hussie, seconded by Councilman Townsend, WHEREAS, Section 64 of the Town Law requires the Town Board to designate, by resoluti0n~ ~banks in the State in which the Supervisor or other officers of the Town shall deposit all moneys coming into their hands by virtue of their office; and . Cochran, except those third party checks, drafts or other instruments in amounts in excess of $5,000.00, drawn upon the following banks: Brldgehampton National Bank Fleet' Bank North Fork Bank Shawmut Bank Suffolk County National Bank 7.-Vote of the Town Board: Ayes: Councilman Moore, Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie, Supervisor Cochran. This resolution was duly ADOPTED. JANUARY 2, 1996 8.-Moved by Councilman Townsend, seconded by Councilwoman Hussie, it was RESOLVED that the- Town Board of the Town of Southold hereby grants permission to Supervisor Jean W. Cochran to travel with' New York State on Town business, as required throughout the year, and the necessary expenses for travel, meals and odging shall be a legal charge to the 1996 Budget. 8.-Vote of the Town Board: Ayes: Councilman Moore, Justice Evans, Councilwoman Oliva, Co'ff6cilman Townsend, Councilwoman Hussie, Supervisor Cochran. This resolution was duly ADOPTED. 9;-Moved by Councilwoman Hussie, seconded by Councilman Moore, it was RESOLVED that The Traveler-Watchman, a newspaper regularly published in the Town of Southold, which has been entered 'as a second class mail matter, be and the same is designated, effective February 1, 1996, as the official:..newspaper of the Town of SOuthold, for the publication of all nOtiCes, resolutions, ordinances and other matter required to be published. 9.-Vote of the Town Board: Ayes: Councilman Moore, Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie, Supervisor Cochran. This resolution was duly ADOPTED. 10.-Moved by Councilman Moore, seconded by Justice Evans, it was RESOLVED that pursuant to Section 6it(l-a) of the Town Law, a petty cash fund is hereby established in the following amounts for the following individuals: Supervisor Jean W. Cochran be and she hereby is designed to represent the Town of Southold at the annual meeting of the Association of Towns of the State of New York, to be held in New York City on February 18,. 19, 20, 21, 1996, and to cast tl~e vote of the Town of Southold pursuant to Section 6 of Article III of the Constitution and By-Laws of the Association of Towns; and be it FURTHER RESOLVED THAT Councilwoman Alice J. Hussie be and hereby is designated to act as the alternate delegate, to cast the vote of the Town of Southo[d at the annual meeting of the Association of Towns in the absence of Supervisor Cochran. 11 .- Vote of the Town Board: Ayes: Councilman Moore, Justice Evans, Councilv~oman Oliva, Councilman Townsend, Councilwoman Hussie, Supervisor Cochran. This resolution was duly ADOPTED. JANUARY 2, 1996 ~L~ 12.- Moved by Councilman Townsend, seconded by Councilwoman Ollva, it was RESOLVED that those officers and employees of the Town of Southold attending the annual meeting of the Association of Towns of the State of New York be and hereby are allowed a maximum of $600.00 per officer and employee for the actual and necessary expenses for registration, travel, meals, and lodging incurred while attending said meeting. 12.- Vote of the Town Board: Ayes: Councilman Moore, Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie, Supervisor Cochran, This resolution was duly ADOPTED. 13.-Moved bY Councilwoman. HUssie, seconded by Justice Evans, it was RESOLVED 'that any Town official, elected or appointed, who is required to use his own automobile in the performance of his duty, shall be compensated for travel expenses necessarily and actually incurred in carrying out the duties of his office, at a rate not to exceed thirty cents ($.30) per mile. 13.- Vote of the TOWn Board: Ayes: Councilman Moore, Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie~ Supervisor Cochran. This resolution was duly ADOPTED. 14.-Moved by Justice :Evans~ seconded ,by Councilwoman Hussie, WHEREAS, it is required .by Section 27, Subdivision 1 of the Town Law, that the Town BOard fix, from time to time, the salaries of all officers and emplyees of the Town, whether elcted or appointed, and determine when the same shall be payable, and that the salaries of the members of the Town Board, the elected Town Clerk and elected Superintendent of Highways shall not be fixed in an amount in excess of the amounts respectively specified in the notice of hearing on the preliminary budget published pursuant to Section 108 of the Town Law; now, therefore, be it RESOLVED that the annual salaries of the following elected Town officials shall be as follows, to wit: Supervisor Jean W. This t 'ED. 16.-Moved by Councilwoman Oliva, seconded by Justice Evans, it was RESOLVED by the Town Board of the Town of Southold that the Commissioner of Public Works be and he hereby is authorized to purchase necessary supplies and equipment, without prior approval of the Town Board, in an amount not to exceed $10,000.00 for any one item during the period from January 1, 1996 through December 31, 1996. 16.-Vote of the Town Board: Ayes: Councilman Moore, Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie, Supervisor Cochran. Moved by Justice Evans, seconded by Councilwoman Hussie, it was RESOLVED that the Town Board of the Town of Southold hereby sets the compensation of the members of the Southold Town Board of Assessment Review, effective January 1, 1996 through December 31, 1996, at $60.00 per person per meeting, total compensation per person not to exceed $5,000.00 for 1996. Councilman Moore, Justice Evans, Townsend, Councilwoman Hussie, 25.-Moved by Councilwoman Hussle, seconded by Justice Evans, it was RESOLVED that the Town Board of the Town of Southold hereby appoints Dr. Edward Broderick, Superintendent of the New Suffolk Common School, and Phyllis Hensley, Superintendent of the Laurel Common School, as Attendance Officers for the year 1996, subject to the written approval of the District Superintendent of Schools; and be it FURTHER RESOLVED that the compensation of each Attendance Office be fixed at $5.00 per hour when working in this capacity, they to pay their own expenses; and be it JANUARY 2, 1996 FURTHER RESOLVED that the Town Clerk be and she hereby is instructed to notify Dr. Broderick and Ms. Hensley, and the District Superintendent of Schools of these appointments. 25.- Vote Of the ' Town Board: Ayes: Councilman Moore, Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussle, Supervisor Cochran.
