I,d: like ? thank Tom Wickham for giving us two years of governmen{ on a higher plane, a time when competency, and courteousness were the norm, and when issues were more important than egos. He has: brought us the respect of every official with whom he has worked. especiall' works · involve goalr to loosing improved our position with all government agencies, he has changed the way Town government the way we spend money, and the way we ost importantly, Tom has relentlessly pursued his ~old a Town that can accommodate change without it's beauty, as so many other towns have done. To DECEMBER 27, 1995 this he has enlisted 'the help of many people, and put together the legislative puzzle that is necessary, His energy and commitment has been outstanding. We have just begun to reap the benefits of the work he has done. I would like to encourage the new administration not to leave the fruits of his labor~ in the trees, but to join us in finishing the job. Personally it has been a privilege to serve with a man of his intelligence and integrity. SUPERVISOR WICKHAM: -I-think everybody knows Joe, and he is just a wonderful person to have as a colle.ague on the Board, together with Ruth, and everyone else who ! have had the pleasure of serving with me on the Board. Thank you, John. I'll take these home, and I'll be pleased to have them. It is the usual practice of the Board to summarize very briefly the Work Session that we had. We began at 9:~00 o'clock this morning, and we ended about 3:30 this afternoon. Most of the matters that we took up in Work Session are on for resolution today along with a whole slug Of budget modifications, that are due at the end of the year. There.were two issues, that I thought the audience might be particularly interested in. One of them has to do with a computer .upgrade study that we've commissiOned for the town. A proposal that has been. made that would enable the town to upgrade the computer system here~ to better support the word processing options, the data processing options> and what is called the geogr, aphic information system. The geographic system being a system 'that ~vill actually map any part of the .tOwn, You just press a few buttons on'the computer, it will print different parcels, and ros Systems, waterways, wetland graphic information, ,stem. This upgrade Will bel:~p to the new Board to act .upor year, but I'.~th~nk will i set:the base for a more Hal.{, and more Pr0d~Uctive em here. The secon at~ we took up todaY, thatl{ {on ~ nda today, we didn't p~ the agenda in the WOrk lead 'to vote, .s ,a proposed contract bY could offer a pieCe of propE {n Laurel in exchange for a ~se services by the YMCA to better support the recreational ~this town. Ther~e was a tW?' o~ three page, very osal: in the nature of a=contract. A~in, not placed t0day~. for which is about to go!'ibUt ~of~office, bul~ fa{her tO' pulll:~ and culminate the efforts Of the ilast six, or eight =montiis~ to put on the table in a succinct document form, a legal and appropriate means 'of proceeding w{th the YMCA in the event that the {BOard wi~hes to pursue that 'action next year. {!;There were a number of other ~ssues we took up. They are all in the various resolutions that are before us this aftel~noon~ I. REPORTS. 1. Lawrence Healthcare Claim Analysis for Southold Town for November, 1995. 2. RESOLUTIONS. SUPERVISOR WICKHAM: I think you have copies of the agenda, that were outside the door>'., and at this time I'd like to call on members of the audience, if they would like to address the Board on any one or more of these resolutions, that are before us today. They are, most of them, rather straight forward budget modifications which call for squaring the budget by. the .end of'the yea.r., so that we take from lines of the budget that are ~n surplus to fill hnes that are in temporary deficit as we reach the very. end of the year. If I don't hear of any further comments, I'd like to call upon the Board to ~tart reading our resolutions, and then we're going to recess at about five o'clock for a public hearing. (No response.) This resolutions was duly ADOPTED. SUPERVISOR WICKHAM: That concludes the resolutions that are on our agenda today with the exception of one. We may take up a resolution at the end of the public hearing to act on the matter, that is brought to us through the public hearing. The public hearing is scheduled to start at five o'clock. I'd like to defer a discussion on the public hearing until five o'clock, in case there are people who still plan to come to that, and I'd like to open the meeting ~ust now to comments from the audience. If there are any people, who would like to address the Board on any matter of your concern, but please, keep your comments to a limit of five minutes, and we will entertain those comments until five o'clock. Then we'll go into a recess for the public hearing. Is there anyone who would like to address the Board on any matter of your interest at this time? Yes, sir, Mr. Gammon? ECEMBER 27, 995 I 19 BOB GAMMON: Bob Gammon, Laurel, New York. Just one thing occurred to me with all .of these resolutions, that were just passed on. As Ruth pointed out'a lot of them were just trivial things, for just $1.50, or whatever it happen to be. But, could you tell me how much the budget is overdrawn in total this year? SUPERVISOR WICKHAM: It was not overdrawn. On the contrary.. BOB GAMMON: Then why do we have to have these resolutions? SUPERVISOR WICKHAM: Let me try to explain. We have more of these, as Ruth implied we have more of these now than we did before. We had a very broad general budgetary framework previously, and those budget lines basically apply to a whole department. Within the last year and a half we've adopted another level of detail that provides budgets within each department for sub-categories. By State Law the Town can not exceed it's spending of any category or subcategory, so if any one of those subcategories is over, even though it's surplus in another category we've go to pull in officially by a vote from where it's in surplus to fill out the ones that are in deficit. BOB GAMMON: Did we have a surplus this year? SUPERVISOR WICKHAM: Yes. BOB GAMMON: We did? How much was that? SUPERVISOR W.ICKHAM: Oh, it was substantial. It was on the order of six or eight hundred thousand dollars. The primary reason for that... BOB GAMMON: Are'we going to get a tax break? SUPERVISOR WICKHAM: You have gotten a reduction in your taxes in this year on the State level. It's five o'clock. Do I hear a motion to recess for a public hearing? Moved by Councilwoman Oliva, seconded by Councilwoman Hussie, it was RESOLVED that a recess be called at this time, 5:00 P.M., for the purpose of holding a public hearing. Vote of the Town Board: Ayes: Justice Evans, Councilwoman Oliva, Councilwoman Hussie, Supervisor Wickham. This resolutions was duly ADOPTED. Meeting reconvened at 5:09 P.M. SUPERVISOR WICKHAM: We will resume the regular part of our meeting. Would someone on the Board llke to move Resolution ~k~l? 41 .-Moved bY Councilwoman Oliva, seconded by Councilwoman Hussie, WHEREAS, there was presented to the Town Board of the Town of Southold on the 28th day of November, 1995, a Local Law entitled, "A Local Law in R. elation to Notice of Public Hearings"; and WHEREAS, th~s Local Law was referred to the Southold Town Planning Board and the Suffolk County Department of Planning for recommendations and reports; and WHEREAS, a public healing was held on this Local Law on the 27th day of December, 1995, at which time all interested persons were given an oppci~tunity to be heard; now, therefore, be it RESOLVED that the Town Board hereby enacts Local Law No. 25 1995, which reads as follows: LOCAL LAW NO. 25 - 1995 A Local Law in Relation to Notice of Public Hearings BE IT ENACTED, by the Town Board of the Town of Southold as follows: DECEMBER 27, 1995 INTENT: The intent of this law is to ensure that citizens are qiven notiCe of public hearinqs on actions which will affect a specific parcel of property. This is an opportunity for those people, who are here, to address the Board on any matters of your interest, hopefully, keeping it to a five minute limit. Would anyone like to address the Board? JOE RISTUCCIA: Joe Ristuccia, Southold. I'd first like to, before I make my comments, lid like to just express Ed Siegmann's sentiments. He couldn't be here this evening, because of personal commitments, but he asked me to say something on his behalf, which is pretty much the nd it relates to some of-the things that were sentiment that said Coun¢ certainly want recc agr,ee w~ good luck, though, Ionge we the Ho your that are go|nc. GENE OLIVA: Gene Oiiva from Orient, and I think I was about to say just what o~ RIstuccla said. You must have had my script, Joe. The thing is, tho"Ugh, i.. would also like to say that in your tenure what was observed, at least by me, and I'm sure by many others, was the fact that you did come through with the openness in government, which you talked about earlier. Number two, you've really given us a awful lot of professionalism on this Board, and also, in a way that you helped to educate people as to what the topic was. You bent over backwards to give it to us from every side, and as Joe just said, the other part is civility that was brought out here within the last couple of years. The civility of people working together, which is not apparent, apparently on the National ~level, the State level, even the County level. This town seems to have now lead the. way, and for that we have to be grateful to you, and you're Whole Board, and we know that it will continue under Jean Cochrani~ too. DECEMBER 27, 1995 SUPERVISOR WICKHAM: Thank you very much. The people may not know Joe, who has really held two positions in the last few years, one of them official, and one of them unofficial. He's the Chair of our Land Preservation Committee, who brought to the Town Board this morning the proposal, and who really brought to the table the latest from (tape change.) JUSTICE EVANS: I haven't had the opportunity to publicly tell you how much I appreciated working with you, Tom. I think it was a excellent opportunity for me. It was very much a pleasure to work with a man of your caliber, and I think that you set examples for the town, that I trust the new administration will work to live up to, and try to follow your example. ! thank you for all those examples. SUPERVISOR WICKHAM: Thank you, Louisa. COUNCILWOMAN OLIVA: I just have one. There was an editorial in the paper last week about Lauren Grant's compensatory time. It just said that two Board members fought valiantly, they voted, just no, during this past Tuesday night's Town Board meeting, to prevent the United SoU~hold Board members for approving what is considered to be a bogus request for overtime pay by Wickham's Executive Assistant Lauren Grant. I'd just like to read you a resolution, that we adopted on May 31, 199~,~. Resolved that the Town Board of the Town of Southold hereby grants the below list .of employees the following contract benefits, leave time, compensatory time, health insurance, retirement, and longevity, excepted salary increases, as the employees, and the CSEA collective bargaining unit, and included the Town Attorney, the Confidential Secretary to the Supervisor, the Exempt Secretary, at the time, to the Town Attorney, Senior Accountant, and Deputy Superintendent of Highways. I would just like that paper to get the facts straight, if they're going to Print them. Thank you. COUNCILWOMAN HUSSIE: I'm sorry your brought that up, Ruth. We almost ended the year without any problem. The problem was not that resolution. The problem was the fact, that the usual time sheets that everybody else hands in, had not been handed in, and when they were handed in, they were late, and from my observation inaccurate. That was where the problem lies. DECEMBER 27, 1995 SUPERVISOR WICKHAM: COUNCILWOMAN HUSSIE: whole thing arose. SUPERVISOR WICKHAM: They were handed in, or where not? They were not handed in until late, until this But, they were handed in. COUNCILWOMAN HUSSlE: ~ Yes, but I wonder who can remember from Aprl, i99L~? Who Can remember in December of 1995, what they were doing in April of '9~t, as an example? SUPERVISO I have one brief proclamation, that I would like rustee, who is outgoing, and I wonder if I could hand it over to John'HOIzapfel, who is here. This is on behalf of Bill Albertson. Ayes: Justice Evans, Councilwoman Oliva, '|sot Wickham. ADOPTED. HCKHAM: I'd like to make just a couple of very brief se to the generous comments, that have been made 3't have a prepared statement. I just have a few would like to make, reflecting on what has been six in the Town of Southold, the last three years : first three years as a Town Board member, which is ye, essentially a part-time position. First of all, )f of you know me as an engineer, as a farmer, and rson, who has tried to solve problems in a sort of it means you identify what the problem is. You try ,to solve it, and address it, the way an engineer, or .fy to do in a rather, practical manner. That's sort tried to bring to Town government. It's worked in worked so well in other cases, but that's more or :that I came to when I to. ok this position, and when There was several prior~ties, that have driven me, nt to me from the very beginning, and some of you Iht, and I would just like to kind of review them been important to me, and I think they will be as it takes office next month, i'11 just because to me those three sort of encapsulate the Town needs to continue to give attention. The s no order of priorlties exactly, but the first one the open quality to Southold Town. It would be Town to be essentially overrun, become a ust like the communities to the west. The key to is to retain farmlands in the Town of farmland. Farmland that produces cra ps, DECEMBER 27, 1995 produces jobs, that produces an environment, that produces a vista, and attractive landscape, that I think all of us recognize as part of the town. While saying that we can not stop development, and those of us, and I'm foremost among them, who want to preserve farmland, and preserve this rural quality, have to understand that development is going to continue out betel We couldn't stop it, if we wanted to, and frankly, you shouldn't. What we- should try to dd is to contro our development, ;co manage it, to be on it~ and lek it not steamroller over us. We -ha~e tools:to.dO tha p to the Board'te have the will to use those tools. There are many tools. Which ones we use isn't important today. It's to have ;co Use them. I' think personally, that one way to pment in and around the hamlet on the in and do it is to promote centers, there are r challenges today.~ The taxes. reduction in mention', today,; t done by magic'. taxes. One of the second priori' ~at can be done, this I of Southold. There are three are the ways in which we can do stePs to be taken to try find ways for' organizations to assist the town, to hell it ~doesn't~ all subscriptions moire for the rn the, pul th~ of One -( SyS respor ax rolls. So, those are : t~ird on Openness in ~ned i~,n tf I just menti in black )Joyees? It coming from, and to more of my time! me some free the US: lid on a tax It's not on · so am )u~ ~1 , rio active, to continue to take an active role in Town affairs. In conclusion, no one is indispensable. A lot of political people like to think that they're indispensable, i've had a history. Some of you who know me, I've worked for some years overseas as a professional engineer, and manager. I've worked for some years farming. I've been here for six years. I like to change. I like to do different things. I'm looking forward to that change. I think I'd be uncomfortable if ! wore here for too long a stretch.. Fir j~ like to express my appreciation and thanks to those pi a great pleasure to work with. ! don't have to say th the people, .Joe Townsendr Louisa Evans, and Ruth Oliva, who came to office with me, as Supervisor, two years ago, have been an enormous pleasure in all respects. The whole Town Board has been a pleasure for me. I've enjoyed it. i've enjoyed trying to bring a consensus of a~ll the different views, and the coml~lexity, and sometimes opposition of views, I think that's healthy, and I've actually enjoyed it. But, I particularly enjoy the four people who I worked with. We've spent almost no time caucusing, planning, figuring out how to present our stuff to the Board, and in a sense we didn't have to, because basically the four of us look at things differently. We voted, but we virtually came to it with the same ,point of view of what will work best for the town. We can count on Louisa to take a rather conservatlve point of view. We Can count on Ruth to worry: more about the environment, and the concerns, on that side. But, I think all of us.. and Joe we can count on as ~ creati e person, and not knowing quite where he's going I have to say from the Board probably more satisfa~ction as' Supervisor in working with Town ees. As I said, there's some two hundred employees in this town. Ohe of them is sitting at-the end of the table here. She's been a great~ pleasure to work with, as Town Attorney. The Town Clerk, of tour;se, is: an elected official, and many in this building. I've gotten my kicks out Of working, closely with them, in particular the department heads, who, in turn, work with their people. This is what has given me 'ye enjoyed very much. I think the level of professionalism important. I think it's gained somewhat, and I step years, with some satisfaction looking back., and with a tabs on what's happening here, Jean and others, and sense of knowledge of wl~at!s going on, to be available, if ti and an iopportuntty for me. Now, I'm afraid I've stepped up to at least those five' mlnutesr and don't want to over speak my time. So, it's a pleasure to be with you, and see you here tonight. COUNCILWOMAN OLIVA: A Happy New Year to everybody, and especially to Jean. I wish you luck in the new year, and looking forward to working with you. Moved by Councilwoman Oliva, seconded by Councilwoman Hussie, it was RESOLVED that the Town Board meeting be and hereby is adjourned at 5:30 P.M.
