I agree with Heather Lanza that adding this to the many current projects that that planning department is working one may be putting too much on their plate.To ask her and her staff to pilot this project would be unreasonable.To be thorough and effective,the plan needs to be undertaken by a town multi-department coordinating committee.The project should also include partners on the committee such as members of the public,various governmental entities, natural resource, environmental organizations and infrastructure specialists. It is important to point out that there are a number of organizations who are in the process of creating a resiliency plan or expect to undertake one shortly, such as the Peconic Estuary Program.We shouldn't reinvent the wheel or go it alone.To create a plan that is comprehensive, effective and requires an integrated effort to be successful, it is essential that we make partnering with these organizations a top priority. The funds I am including anticipate the cost of producing a study that will evaluate current shoreline vulnerabilities, identify the actions that need to be taken to mitigate those vulnerabilities,then to undertake projects identified by that plan. We should have no Illusions.The money allocated will fall very short of covering all of costs incurred, however, we should anticipate that any success will be a multi-year effort. Further,the funds can be used to leverage grants from any state or federal funds available as well as pay for shared costs of any inter-agency agreements. I will be submitting my budget today and hope to discuss this in more detail in the immediate future. 1
