APPLICATION FOR CERTIFICATE OF OCCUPANCY
This application must be filled in by typewriter OR ink and submitted to the building
inspector with the following: for new building or new use:
1. Final survey of property with accurate location of all buildings, property lines,
streets, and unusual natural or topographic features.
2.Final Approval from Health Dept. of water supply and sewerage-disposal(S-9 form).
3.Approval of electrical installation from Board of Fire Underwriters.
4, Sworn statement from plumber certifying that the solder used in system contains
less than 2/10 of 1% lead.
5. Commercial building, industrial building, multiple residences and similar buildings
and installations, a certificate of Code Compliance from architect or engineer
responsible for the building.
6.Submit Planning Board Approval of completed site plan requirements.'
~. For existing buildings (prior to April 9, 1957) non-conforming uses, or buildings and
"pre-existing" land uses:
1. Accurate survey of property showing all property lines, streets, building and
unusual natural or topographic features.
2. A properly completed application and a consent to inspect signed by the applicant.
If a Certificate of Occupancy is denied, the Building Inspector shall state the
reasons therefor in writing to the applicant·

Supervisor's Office regarding the structure in your front yard.
I checked with the Zoning Board of Appeals to find out if
you have filed for a variance and they have no record of an
application from you.
In order to avoid legal action you must file immediately.

First let me congratulate you on your installation as
Supervisor of our town. I sincerely hope you will provide S~uthold'
as the capable administrator we have been lacking for so many years.
I am sorry to have to register a complaint so soon after
your installation but it concerns a department which will be your
biggest headache namely the Building Department.
Recently a neighbor of mine one Tom Taggart, who resides
on Hiawathas Path in the Laughing Water section of Southold, erected
a 15 foot high structure made of 2 ~s and clear plastic sheets in
which to garage a boat. Needless to say it is an eyesore and could~
not possibly conform to Town building codes.
A'fter I paid my taxes, at Town Hall on Jan. 8th, I went to
the Building Dept. to inquire about this monsrosity.
A ~oman at the window of the Building Dept. requested one
"Vi~nie" to answer my questions. I explained to "Vlnnie" about the
aforementioned structure and inquired if a Building Permit had been
issued. He informed me that none had been issued. I asked what was
being done about it. He shrugged and said he thought that Mr Taggart
had applied for one after the structure had been built.

Again he shrugged. He then said it wasn't their policy to do anything
about situations such as this unless there was a complaint. ~
I told him ~hat this was "a hell of a way to conduct a
department,, and asked him ~hat he thought the building codes were for ?
He shrugged.
I told him that in view of the above I felt compelled to
bring this matter to your attention. Again he shrugged.

~.~ Acc rdingly I am doing so in the hope that you will have'
th~m order Mr. Taggart to remove this illegal structure promptly
ore,be subject to the penalties designated by the Building Code.
In closing I would like to add that from personal observation,
over the past 13 years, that the Building Dept. is fraught with cronyism.
We both know this leads to a double standard in application of the
rules of the Building and ~ning Codes.
