An application for the change of use of the existing building to a laundromat was received in this office on May 1, 1990. Since the existing well and sanitary disposal system do not meet current SCDH5 requirements and therefore could not be approved, the application included plans for proposed new water and sanitary disposal systems. However, the proposal does not meet SCDH5 standards, and the applicant's engineer has been notified of the need for variances. No approvals for the change in use for the existing building or the construction of the new well and sanitary system will be issued until the project receives all necessary variances. Our Bureau of Pollution Control has reviewed and approved plans for the design of the laundry waste disposal system only. This should not be considered to be Health Department approval to change the use of the building or to install a new well or sanitary system on the lot. Please do not issue building permits for the laundromat without the usual SCDHS black "Approval to Construct" stamp, and please do not issue a Certificate of Occupancy for the new use without the usual SCDHS green "Approval of Constructed Works" stamp. Y. 11935 Subject: Board of Review Hearing -October 23, 1990 C10-90-008, Love Lane Laundromat, Mattituck, Town of Southold (SCTM 1000-140-3-3.1) Dear Mr. Block: At the hearing on October 23,1990, you had an opportunity to pzesent your appeal of the department's ruling on the subject application. Based on the following information and in accordance with the provisions of Article 2, Section 760-220, of the Suffolk County Sanitary Code, the determination of the Board of Review is as follows: Statement of Problem Commercial construction standazds require that the distance between a sanitary system and shallow private well be at least 150 feet. The applicant is proposing to install the sanitary system less than 150 feet from private wells. Distance between leaching pools serving the laundry wastewater treatment system will be 5 feet rather than 8 feet. Distance between a well acrd septic tank will be less than 100 feet. The site lacks area for 50% expansion of sanitary system and the proposed sanitary system has irasuffrcient side-wall leaching area. Findines and Facts 1. The proposed project consists of an existing building approximately 1,332 square feet in uea on a 10,252 square foot pazcel to be converted into a Laundromat. A system is to be installed to treat the laundry wastewater. Treatment elements to include a lint filter, equalization tanks, chemical addition of alum and polymers, sand filtration, sedimentation, carbon filtration and sludge holding tanks. The facility has been designed to comply with New York State Pollutant Dischazge Elimination System pexmit requirements. 3. The sanitary discharge from the facility is in compliance with sewage density requirements of Article 6. 4. Site is in Groundwater Management Zone #]V. 5. Depth to groundwater is approximately 13.6 feet below grade. 6. The hearing was held open for the applicant's engineer to submit additional information. The letter proposal dated 11/16/90 contains clarifications and plan revisions. Under the finalized plan submitted, the on-site septic tank wiU be located 91 feet and the leaching pool 106 feet from the nearest off-site well. The existing sanitar,~ system will be abandoned. At present the existhng on-site sanitary system is 34 feet from the nearest off-site well. Point of use carbon treatment will be provided for the potable water source which will be from a new 5 inch supply well also used to supply water for the laundry washing activities. The applicant's engineer confhrned that the freon in the drinking water and laundry effluent wi71 be removed by the cazbon treatment. 7. Based upon water testing surveys conducted in the area by Department staff it was determined that water quality problems already exist, including excess levels of nitrates, iron, chlorodifluoromethane and dichiorodifluoromethane. Public water is not presently available. The whole community would benefit from public water main extension if it became feasible in the future. 8. A pump test was performed on the new 5 inch well. Pumping the well for 6 hours at a flow of 35 gpm, test results indicate the presence of 164 mg/1 chloride; 7.3 mg/1 nitrates; 43 mg/1 sulfates; 94.7 mg/1 sodium; 4 ppb chlorodifluoromethane and 7 ppb of dichlorodifluoromethane. 1' Ivlr. The roe south of the ro osed Laundromat used as a deli market has a well P P rtY P P approximately 34 feet from the existing sanitary system. Upon abandonment of the existing sanitary system the distance between the deli market well and the nearest sanitary system will be increased to 91 feet. Water areatment has been installed, including reverse osmosis and cazbon filtration. 10. Testimony was provided that there is a need for a Laundromat in the area to service the senior citizen population. 11. To m;n;mize impacts of sewage discharge and the need fox future expansion the applicant indicated that the toilet facility will not be open to the public. Determination The Board granted the request for a variance provided the following conditions are met: a. Restrict the use of the on-site sanitary system by not allowing use by the general gublic; b. Pinaiize the New York State Pollutant Discharge Elimination System Permit requiremen±s with the Department's Bureau of Pollution Control; and c. Provide treatment for the potable water supply acceptable to the Department. The granting of this waiver does not imply drat your application will be automatically approved.
