Commissioner David Bergen opened the meeting at 6:00 P.M.
Comm. Bergen moved the minutes of the June 15, 2023 meeting be approved.
Motion seconded by Comm. Picchione. Voting showed Comm. Bergen Yes, Comm.
Picchione Yes, and Comm. Vail Yes. Motion approved.
Comm. Bergen moved the minutes of the May 25, 2023 meeting be approved.
Motion was seconded by Comm. Picchione. Voting showed Comm. Bergen Yes,
Comm. Picchione Yes and Comm. Vail Yes. Motion approved.
Public Comments on agenda (Resolution) items.
Comm. Vail stated he did not think the Board should be approving resolutions. Allison
Park should be returned to its original intent. Motions by Comm. Picchione and
Comm. Bergen. Parking spaces are further away, return to original plan.
Resolutions:
Resolution 23-0030 —Award Bid for construction of Parking in Allison Park to RJP
Industries, Riverhead, N.Y as per their bid dated July 12, 2023 for a total of
$43,200.00. Comm. Bergen moved that Resolution #23-0030 be approved.
Comm. Picchione seconded the motion. Voting showed Comm. Bergen yes,
Comm. Picchione Yes, Comm. Vail No. Motion approved 2 Yesses, 1 No.
Resolution #23-0031 —Accept and agree to change order for Parking Area in Dave
Allison Park dated July 21, 2023. Change order will add 2X6 wood barrier around
driveway and parking area to retain pea gravel, in the amount of $6,480.00.
Comm. Bergen moved that Resolution #23-0031 be approved. Comm. Picchione
seconded the motion. Voting showed Comm. Bergen Yes, Comm. Picchione Yes
and Comm. Vail No. Motion approved 2 Yesses, 1 No.
Comm. Bergen will notify RJP Industries of bid acceptance and request they work
with Attorney Hulse on contract.
General comments from the audience:
Question was asked why minutes were not at the library desk.
Comm. Bergen replied that minutes are sent to Southold Town. Minutes and
financial statements will be on Park District website soon. Park District has been
building website for last few months.
Another question regarding minutes not yet approved.
Comm. Bergen stated he had asked for 2 corrections and a copy of the recorded
minutes. He had not received them.
Mr. Stauffer inquired when minutes will be posted to website, and if 2022 and
2023 minutes will be included. Also will minutes be put at the library?
Mr. Stauffer inquired about budget process for 2024 budget.
Comm. Bergen replied that purposed 2024 budget has to be submitted to
Southold Town Clerk by September 15, 2023 and the final budget must be
submitted to Southold Town Clerk by October 30, 2023. Commissioners will set a
work session budget meeting. Comm. Picchione will take the lead as Treasurer.
Mr. Stauffer commented that motions were passed by commissioners elected by
a total of only a few votes while remaining commissioner was elected by 243
votes.
Comm. Picchione replied that only a few voters voted in those elections. Comm.
Bergen stated that notices of meeting and work sessions are published in the
newspaper, on website, posted in parks and forward to Southold Town. The same
procedure will be followed for the election.
Attorney Hulse said that the due date for nominations will also be included.
Mr. Stauffer suggested that the commissioner's term in office be increased from 3
years to 5 years. He also inquired by what process that could be accomplished.
Comm. Bergen replied he did not know the process and the board will look into
the process.
Comm. Bergen suggested that to set dates for the budget work session and
meeting, the commissioners will look at a calendar.
Comm. Vail requested that the budget work session and meeting be on the same
day. After a discussion among the Commissioners, the following motion was
proposed, second and passed unanimously. The first budget work session be held
on September 7, 2023 at 5:30 P.M. and the meeting be held on the same date at
6:00 P.M. Both the work session and meeting will be held at the Cutchogue New
Suffolk Free Library.
Pat Kelly inquired about the status of bike racks. Mr. Stauffer stated they are on back
order.
