Box 635 Sayville, New York 11782 RE: The Shoppes at Mattituck SCTM # 1000-121-2-1 Dear Mr. Malandruccolo: An inspection was made of the above named premises on January 3, 1991. The following items must be completed before the Planning Board can recommend that a Certificate of Occupancy be issued by the Principal Building Inspector: 1. The fire well must be installed. 2. The dumpster should be moved to its designated location as shown on the site plan. The screened fencing around the dumpster needs to be installed. 3. The landscaping near the well and the septic system needs to be planted. 4. Roof drains have to be connected to the drywells in the rear parking lot. 5. The lights on poles shall be focused downward. They also shall be shielded and the wattage reduced so that there is no spillage of light off the I property. 6. The on-site directional signs shall be installed. 7. The hole in the sidewalk adjacent to the westernmost end of the building, next to the vent for the septic system, should be covered with a plate. 8. The screen landscaping along the rear property line shall be planted. When planted, the Canadian Hemlocks should be staggered relative to the existing cedars on the adjacent lot. 9. The site needs to be cleared of rubbish. In addition to the above, the internally lighted facade around the front and sides of the building is not allowed. Very truly yours, Southold Town Bldg Dept lmr Staff notes on Field Inspection: January 3, 1990 The Shoppes at Mattituck Northeast corner of CR 48 and Cox's Neck Road Inspection conducted by: R. Kassner and V. Scopaz The site is substantially complete with the exception of the following outstanding items: 1. Fire well has not been installed. 2. The dumpster is not within its designated location. The screened fencing around the dumster has not been installed. 3. Some landscaping is missing, near the well and near the septic system. 4. Roof drains have not been connected to the drywells in the rear parking lot. 5. The electrical wiring is in place, but the light poles have not been installed. 6. The on-site directional signs are not in place. 7. There is a hole in the sidewalk adjacent to the westernmost end of the building, next to the vent for the septic system, which should be covered with a plate. 8. The lighting on the facade indicates that the signs will be interior lit signs. The approval did not include this type of sign. 9. The screen landscaping along the rear property line has not been installed. The Canadian hemlocks should be staggered with the existing cedars on the adjacent property. Other Observations: . .~~o?vas ~ ~~n , ~ z The identity of two circular structures located within the easternmost planting area adjacent to the building is not known. Also, the angle of the curb relative to the road on County Route 48 appears to pose a traffic safety hazard. Since the County Public Works Department specified how the curb was to be installed, we should ask them to inspect to see if the work was done in accordance with their specifications. Also, the use of the parking spaces to the rear has been compromised by the placing of a dumpster outside of the designated dumpster location. Mr. DeNicola is the owner`s attorney. Mr. DeNicola mentioned that he will speaking with the owner about the interior or backlit signs. He asked if his client could apply to the Planning Board for a waiver. I indicated that the Planning Board was not likely to grant the request because they have held to this requirement for everything that has been before them since the code was changed in 1989. He also mentioned that he wants to resolve the curb cut problem. Evidently a misunderstanding has arisen about the curb cut. He was under the impression that the Planning Board was requiring the widening of the curb cut. I told him that the Planning Board is supporting Vic Lessard's observation that the curb cut, which has been installed to the County's specifications, poses a traffic hazard. I recommended that he arrange a field meeting with Paul Campagnola, the permitting engineer at the County's Department of Public Works, and Victor Lessard, Principal Building Inspector. The purpose of the meeting would be to agree on a revision of the angle of the easternmost edge of the curb cut entrance so as to eliminate the traffic hazard. The Town has no jurisdiction over County requirements, but is concerned about the hazard that now exists. He agreed to pursue this course of action. cc: Planning Board Victor Lessard, Principal Building Inspector Gary Fish, Building Inspector \~O s ~p gyp, = ~ ~ ; ; , PLANNING BOARD MEMBERS ~ 1'~7l 2 6 h7~~ ' '.;SCOTT L.
