Present were: John Chandler, Acting-Chairperson Carol Brown, Member Maggie Merrill, Member Shannon Wright, Member Inga Van Eysden, Member Brian Mealy, Town Board Liaison Liz Gillooly, Trustee Liaison Lauren Standish, Secretary Absent were: John Stein, Member Caroline Burghardt, Member Guests: Anne Murray, NFEC Jocelyn Kaelin, Student SHS CALL TO ORDER Acting-Chairperson John Chandler called the meeting to order at 4:37PM. REPORTS John Chandler attended the Board of Trustees meeting held on August 16th and reported the meeting was business as usual. Inga Van Eysden will attend the Board of Trustees meeting scheduled for Wed., September 13, 2023. r 2 CLIMATE SMART COMMUNITIES Carol Brown asked if anyone on the council received the CSC roadmap from Chairperson John Stein. The council members present did not receive the report. Carol, Maggie Merrill and Inga Van Eysden are working on Pledge Element 9, however they are unable to move forward without this report. Shannon Wright will continue to work on Pledge Element 5 and arrange a meeting with Jim Bunchuck, Solid Waste Coordinator. Moved by Maggie Merrill, seconded by Inga Van Eysden, it was RESOLVED to make a request to Chairperson John Stein to e-mail his report, which includes the status of the Climate Smart Community Pledges, to the council members within the next 10 days to 2 weeks prior to the,next CAC meeting scheduled for October 11 th Vote of Council: Ayes: All Motion Carried OTHER BUSINESS Carol Brown submitted an Educational Seminar Request form to Chairperson Stein on August 21st for his approval to attend a NYSACC Conference on the Environment from Sept. 20-22 in Ithaca, NY. John was unable to attend the meeting and asked John Chandler to chair the meeting in his absence. Moved by Carol Brown, seconded by Shannon Wright, it was RESOLVED to Support the request of Carol Brown to attend the NYSACC Conference from Sept. 20-22 in Ithaca, and authorize Acting-Chairperson John Chandler to sign the Educational Seminar Request form. Vote of Council: Ayes: All Motion Carried Acting-Chairperson signed the request form to be submitted to the Supervisor and the Town Board for their review. Carol Brown requested a future discussion with the Board of Trustees to evaluate CAC concerns with lot coverage and will request adding "percentage of coverage on developed land" to the wetland permit application. Trustee Liz Gillooly will discuss this with Board of Trustees and report back next month. APPROVAL OF MINUTES Moved by Carol Brown, seconded by Maggie Merrill, to Approve the Minutes of August 9, 2023. 3 RECOMMENDATIONS —WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Maggie Merrill, seconded by Inga Van Eysden, it was RESOLVED to SUPPORT the application of DAVID & MARY DESETTA to remove existing bulkhead. Install 106 If. of new bulkhead. Construct new vinyl bulkhead in same location and raised 12" to be level with the adjoining northerly bulkhead. Establish a 15' wide buffer landward of new bulkhead. Backfill with approx. 35 cy. of clean fill and cover with approx. 2" of sand or stone. Install 4'X 15' on grade wood walkway through non-turf buffer to existing walkway. Located: 1775 Gull Pond Lane, Greenport. SCTM#35-4-14 Inspected by: Maggie Merrill, Inga Van Eysden The CAC Supports the application with a 15' non-turf buffer planted with native vegetation. Vote of Council: Ayes: All' Motion Carried Moved by Maggie Merrill, seconded by Shannon Wright, it was RESOLVED to NOT SUPPORT the application of ESTATE OF RICHARD JENSEN, RICHARD C. JENSEN JR. EXECUTOR to demolish the existing dwelling, 1205 sf., which does not meet FEMA requirements, construct new two-story dwelling with a 991 sf. first floor, 1,040 sf. second floor, 414 sf. attic, decks 229 sf. and pool 108 sf. New IA sanitary system in front yard and proposed stone blend driveway. Located: 4155 Bay Shore Rd., Greenport. SCTM#53-6-21 Inspected by: Maggie Merrill, Inga Van Eysden The CAC does Not Support the application because the pool and dwelling are not in compliance with Ch. 275-Setbacks, and the lot coverage is maxed out. Vote of Council: Ayes: All Motion Carried Moved by John Chandler, seconded by Inga Van Eysden, it was RESOLVED to SUPPORT the application of GOLDSMITH'S BOAT SHOP, INC. to construct a concrete boat ramp 15'X 65', 8" thick, consisting of 15'X 20' poured in place and (45) pre-formed 3'X 5'X 8' concrete blocks, set on 12" of coarse stone base. Construct proposed 560 If. of hybrid bulkhead at MLW with every fourth sheet cut out from MHW line to 6" above MLW line. Backfill with approx. 300 cy. of dewatered dredge spoils and cover with approx. 7,300 sf. of jute erosion control blanket from toe of eroded bank to 5' landward from top of bank. Construct proposed 804 If. of hybrid bulkhead with every sixth sheet cut out 6" above MHW line. Backfill with approx. 475 cy. of dewatered dredge 11 4 spoils, cover with approx. 12,000 sf. of jute erosion control blanket from toe of eroded bank to 5' landward of top of bank. Plantings for both MLW and MHW bulkheads landward areas: plant from toe to top of bank with Iva Frutescens and upper Baccharis Halimifloria. Plant from top of bank to 5' landward with American Beach grass one (1) ft. OC. Dredge approx. 81,500 sf. of area to an average depth of 4' below MLW: Remove approx. 5,450 cy. of dredge spoils, stockpile in designated area with continuous silt fence and hay bale surround. Dredging and stockpiling to dewater dredged spoils is;planned to occur in three (3) stages over a three (3) year period. Dewatered dredge spoils to be used to backfill area landward of new hybrid bulkhead, with the remainder spread over the property with the condition of the use of a silt boom during construction to control sediment. Located: 4565 Nassau Point Rd., Cutchogue. SCTM#111-9-8 Inspected by: Carol Brown, John Chandler, Maggie Merrill The CAC does Not Support the application because the proposed patio is located 27' from the top of the bluff and out of compliance with Ch. 275-Setbacks. TEICHER to construct a one- car garage 18'X 24' with stairs 4'X 18'. Stairs located 79.6' from top of bank and garage foundation located 83.6' from top of bank. Located: 6825 Nassau Point Rd., Cutchogue. SCTM#111-15-8.2 Inspected by: Shannon Wright, Carol Brown, John Chandler The CAC Supports the application, however, questions the proposed 10' side yard setback and recommends a 15' setback. Vote of Council: Ayes: All Motion Carried Moved by John Chandler, seconded by Shannon Wright, it was ' RESOLVED to SUPPORT the application of NORA & LAWRENCE TUTHILL for the existing catwalk and ramp leading to existing floating docks. Catwalk to be replaced with thru-flow grating. Floating docks include: northern docks 3'X 80''including three finger docks 5'X 20' each with anchor pilings, leading to 5'X 20' westward float leading to southern floating dock 5'X 142' with 9 anchor piles for a total of 12 anchor piles. Located: 1400 Old Harbor Rd., New Suffolk. Low sill bulkhead to be vinyl with 10" pilings 10' OC, two 6X6 waters, thru-flow cap; backing system consisting of helix screws 10' OC. Low sill bulkhead located just landward of mean low water line with an elevation of 2'; reclamation dredging along entire length of bulkhead with 2' depth at bulkhead dropping to a max. depth of 4' limited to 10' seaward into canal. Approx. 30 cy. of dredge spoil to be placed behind new low sill bulkhead. New wetland area behind low sill bulkhead to be planted with spartina 12" OC. Located: Old Harbor Rd., New Suffolk. SCTM#117-5-49.1 Inspected by: Shannon Wright, Carol Brown, John Chandler The CAC did not make a recommendation because there was not enough information to make a determination. Moved by Carol Brown, seconded by Maggie Merrill," it was RESOLVED to SUPPORT the application of MARY MCKAY to remove existing vinyl pool, fence and composite deck on grade. Raise grade for new pool, decks, patio and surround approx. 20". Construct in-ground gunite pool 15'X 50' with 130'X 3' bluestone surround, i 6 two (2) PE decks on either end, patio connection from dwelling (12'X 18'). Regrade around pool with surround and decks to blend with adjacent existing grades. Install pool fence as required. Construct 23'X 18.8' pool solar hot water heater. Existing shed to be relocated south westerly to be greater than 100' from top of bluff. Proposed pool equipment to be located behind shed. Located: 450 Castle Hill Road, Cutchogue. SCTM#71-1-1.8 Inspected by: Shannon Wright, Carol Brown, John Chandler The CAC Supports the application and recommends the pool is re-located an additional 1.4' landward to meet the 100' setback requirement. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Maggie Merrill, it was RESOLVED to SUPPORT the application of CONSTANCE LEVY to renovate interior of existing floor (1,673 sf.) with basement area to remain as is (1,053 sf.). Replace existing roof skylight. Install new roof, exterior fascia, soffits, windows, doors and sheathing. Construct addition to dwelling consisting of two (2) car garage, sitting room, foyer, mud room, laundry area and lounge area on first floor (1,355 sf.) with second floor over garage for office (567 sf.). Located: 405 Soundview Ave., Mattituck. SCTM#94-1-2 Inspected by: Carol Brown The CAC Supports the application with an I/A sanitary system and to retain as many trees and shrubs on the landward side of the house as practicable.
