And for that purpose you are required immediately after receiving this warrant, to cause notices of the reception thereof to be given as required by law. On all taxes paid within thirty days from the date of said notices, you are hereby authorized to receive as your fees therefor one per centum, in addition thereto, and on all taxes so collected by you after the expiration of said period of thirty days, five per centum in addition thereto. If any person shall neglect or refuse to pay any tax imposed on him, you are hereby commanded to levy the same by distress and sale upon any personal property in said county belonging to, or in possession of, such person and cause the same to be sold at public auction, for the payment of such tax, and the fees and expenses of collection, and no claim of property to be made by any other person thereto shall be available to prevent such sale.
