Regular Meeting Minutes
TOWN HALL ANNEX CONFERENCE ROOM
(Via ZOOM Webinar)
THURSDAY, SEPTEMBER 28, 2023 at 3:00 PM
Attendees: Chairperson Ostroski, Vice Chairperson Surchin, Commissioner Santana,
Commissioner Wexler, Commissioner Woodhouse, and Commissioner de Conciliis.

Executive Session — 3:05 PM
3:07 P.M. Motion was offered by Chairperson Ostroski, seconded by Commissioner Wexler
to enter into Executive Session in order to receive Attorney Advice. Vote of the
Commission: Ayes: Commissioners Ostroski, Wexler, Santana, Woodhouse and de
Conciliis. (This Resolution was duly adopted (5-0).
3:38 P.M. Motion was offered by Chairperson Ostroski, seconded by Commissioner
Woodhouse to exit Executive Session. Vote of the Commission: Ayes: Commissioners
Ostroski, Surchin, Wexler, Santana, Woodhouse and de Conciliis. This Resolution was
duly adopted (6-0).
Work Session: 3:30 PM
Pre submission Conferences: (30 Minutes allotted to each presentation)
3:40 P.M. — Gary Karrass Trust for a Certificate of Appropriateness under Section
170-7(b) of the Southold Town Code at a registered landmark property for additions
and alterations to a single family dwelling, conversion of an accessory garage to a
pool cabana, and to install a fence surrounding an in-ground swimming pool: located
at 1495 Village Lane, Orient,- NY. SCTM.#1000-25-3-2.1.
• Jeffrey Butler, P.E., appeared on behalf of the applicants, to describe the site plans and
engineered plans depicting the addition to the single family dwelling.
• The Commission reviewed the elevations showing window shutters to be removed,
(Elevation Sheet AR 1.1) and indicated that the window head height will match existing
head height.
• The Commission agreed to move this matter to a public hearing.

A Motion was made to set a public hearing for October 26, 2023 by Commissioner
Ostroski and seconded by Commissioner de Conciliis. AYES: Commissioners
Ostroski, Surchin, Wexler, Santana, Woodhouse and de Conciliis (6-0).
3:59 P.M. — Steven Bauer—for a Certificate of Appropriateness under Section 170-
7(b) of the Southold Town Code at a registered landmark property for additions to a
single family dwelling, (screened in porch addition), located at 22045 Main Road,
Orient, NY. SCTM #1000-17-4-24.
• Fred Weber, Representative, appeared on behalf of the applicant and described the
addition, to consist of Azek Trim, and White Cedar clapboard siding, and presented a
sample board.
• The applicant informed the Commission that the house was originally built in 1858.
• The Commission agreed that the gingerbread trim should be replaced in kind in order to
maintain the historic landmark.
• The Commission requested the addition of corner boards.
• The windows will remain and window shutters will be repaired.
• Screen porch: vertical - match existing plate height.
• The western porch shall remain and dictate the height of proposed addition.
• The Commission found the porch details to be satisfactory.
• The Commission agreed to move this matter to a public hearing.
A Motion was made to set a public hearing for October 26, 2023 by Commissioner
deConciliis and seconded by Commissioner Ostroski. AYES: Commissioners
Ostroski, Surchin, Wexler, Santana, Woodhouse and de Conciliis (6-0).
4:19 P.M. - Kathleen McDowell —for a Certificate of Appropriateness under Section
170-7(b) of the Southold Town Code at a registered landmark property to install roof
mounted solar panels on an existing two family dwelling and an accessory garage;
located at 51540 NYS Route 25, Southold, SCTM No. 1000-70-2-1.
• Kevin Orlando, Representative, appeared on behalf of the applicant to describe the
black on black solar panels, 4 inches above the roof surface. He informed the
Commission that the panel configuration is First Responder Compliant.
• The Commission a revised set of plans showing the panels upon the dwelling
reconfigured by moving the satellite antennae, so the panels can be oriented in the
same direction.
• The Commission will make a site visit.
• The Commission agreed to move this matter to a public hearing.
A Motion was made to set a public hearing for October 26, 2023 by Commissioner
Wexler and seconded by Commissioner Surchin. AYES: Commissioners
Ostroski, Surchin, Wexler, Santana, Woodhouse and de Conciliis (6-0).

Approval of Minutes: Motion to approve August 24, 2023 meeting minutes by
Commissioner Surchin, seconded by Commissioner Wexler. AYES: Commissioner
Ostroski, Surchin, Santana, Wexler, Woodhouse and de Conciliis. (6-0). Motion
approved.
4:32 P.M. Chairperson Ostroski made a Motion to Open the Meeting to Public
Hearings, seconded by Commissioner Wexler. AYES: Commissioner Ostroski,
Surchin, Santana, Wexler, Cubie, Woodhouse and de Conciliis. (7-0). Motion
approved.
PUBLIC HEARINGS: (2)
4:34 P.M. — Todd Vunderink and Susan Meigs - for a Certificate of Appropriateness
under Section 170-7(b) of the Southold Town Code at a registered landmark property
to install a fence on property of a single family dwelling; located at 50605 Main Road,
Southold, NY. SCTM #1000-70-1-8.
• The applicant, Todd Vunderink, appeared before the Commission to describe the
installation of a fence on his property.
• The proposed fence is described as follows:
Six (6) foot high tongue and grove unpainted cedar wood fence as; 1) 32 foot section
facing Main Road with diamond pattern decorative topper; 2) simple gate replace
current gate; 3) side fencing will be 6 feet high framed unpainted cedar wood,
running 43 feet, with hand drawn descriptions received September 25, 2023 as
Exhibit B, initialed by the applicant Todd Vunderink, indicating 6 feet high fence r
depicted in an Eastern Wood Fence brochure; 1) #300, T & G base with lattice
topper for 32 feet section facing the street; 2) #300 framed T & G for 43 feet fence
alongside neighbors' property; and
A motion was made to Close the Public Hearing by Commissioner Wexler,
seconded by Commissioner de Conciiiis. AYES: Commissioners Ostroski,
Surchin, Wexler, Santana, de Conciliis, and Woodhouse. (6-0). Motion approved.
A motion was made to approve a Certificate of Appropriateness to install a fence on
property of a single family dwelling; by Commissioner Wexler, seconded by
Commissioner Santana. AYES: Commissioners Ostroski, Surchin, Santana, Wexler,
de Conciliis, and Woodhouse. (6-0). Motion approved.

4:42 P.M. —John Gibbons -for a Certificate of Appropriateness under Section 170-
7(b) of the Southold Town Code at a registered landmark to construct additions and
alterations to a single family dwelling, (rear deck) and to install a fence surrounding
an in-ground swimming pool;_located at 1380 Orchard Street, Orient, NY. SCTM
#1000-25-4-11.1.
• John Gibbons, applicant, presented his most recent plans as follows:
Engineered Site Plans indicating proposed improvements, including the wooden
deck and 4 feet in height pool fence, prepared by Jeffrey T. Butler, LPE, last revised
September 11, 2023; were received by the Commission on September 19, 2023;
and proposed improvements as depicted in photographs of a single family dwelling
addition (deck) made of natural mahogany (Exhibit B & C) received August 22, 2023;
and a four foot fence surrounding the swimming pool, consisting of 4 ft. by 4 ft. by 48
inch high post, material of natural cedar, mesh made of galvanized steel wire with 2
in. by 2 in. openings (Exhibit A signed by applicant John Gibbons as approved).
• Mr. Gibbons indicated that the galvanized steel wire meets the building code for a pool
fence.
A motion was made to Close the Public Hearing by Commissioner Ostroski,
seconded by Commissioner Santana. AYES: Commissioners Ostroski, Surchin,
Wexler, Santana, de Conciliis, and Woodhouse. (6-0). Motion approved.
A motion was made to approve a Certificate of Appropriateness to construct
additions and alterations to a single family dwelling, (rear deck) and to install a
fence surrounding an in-ground swimming pool; by Commissioner Ostroski,
seconded by Commissioner Woodhouse. AYES: Commissioners Ostroski,
Surchin, Santana,Wexler, de Conciliis, and Woodhouse. (6-0). Motion approved.
Old Business:
1. Landmark Incentive— No activity.
2. Potential Awards or Request Historical Status, include individuals, non-profit organizations,
etc. No Activity
3. HPC Handbook. Revision is currently in process.
4. Shiloh Baptist Church —The Commission discussed opportunities for grants for Planning
and Capital Improvements, and further discussed their support. Lucy'Barnes wishes to
assist in funding.
5. Wendy Prellwitz— High House — Historic Landmark—A plaque will be presented at the end
of October.
New Business: None
1. Mariella Ostroski indicated that she will maintain a digital library for the Arts Community.

Motion to exit the public meeting was made by Commissioner Woodhouse, seconded by
Commissioner deConciliis. AYES: Ostroski, Surchin, Wexler, Santana, Woodhouse and de
Conciliis. Motion approved. (6-0)
Next HPC work session and regular meeting, with Zoom access, scheduled for October
26, 2023 hearing scheduled in the Annex Building, Second Floor Conference Room.
Remaining Meetings scheduled for 2023: November 9, 2023-and December 14, 2023.
