Kim Fuentes, Coordinator and Ben Johnson,Assistant Town Attorney Executive Session —3:07 PM 3:07 P.M. Motion was offered by Chairperson Ostroski, seconded by Commissioner Surchin to enter into Executive Session in order to consult with Attorney on legal matter. Vote of the Commission: Ayes: Commissioners Ostroski, Surchin, Wexler, Santana, Cubie, Woodhouse and de Conciliis (7- 0). This Resolution was duly adopted (7-0). 3:30 P.M. Motion was offered by Chairperson Ostroski, seconded by Commissioner Woodhouse to exit Executive Session. Vote of the Commission: Ayes: Commissioners Ostroski, Surchin, Wexler, Santana, Cubie, Woodhouse and de Conciliis (7-0). This Resolution was duly adopted (7-0). Work Session: 3:30 PM Pre submission Conferences: (30 Minutes allotted to each presentation) 3:30 P.M. —Todd Vunderink and Susan Meigs for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to install a Fence on property of a single family dwelling: located at 50605 Main Road, Southold, NY. SCTM #1000-70-1-8. • Susan Meigs and Todd Vunderink, owners, appeared before the Commission to describe the location which was hand drawn on a copy of their survey, and the type of fencing to be installed to be made of solid cedar as illustrated in a brochure. • The manufacturer is'Eastern Wood Fence and the Model is#300. • The applicant will have an opportunity to amend the proposed location of the fencing. A copy of the survey with the amended location will be forwarded to the Coordinator, prior to the public hearing. • The Commission agreed to move this matter to a public hearing. A Motion was made to set a public hearing for September 28, 2023 by Commissioner Cubie and seconded by Commissioner Ostroski. Page 2, Minutes of Meeting of the Historic Preservation Commission August 24,2023 3:44 P.M. —Gary Karrass Trust—for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property for additions and alterations to a single family dwelling, conversion of an accessory garage to a pool cabana, and to install a fence surrounding an in-ground swimming pool, located at 1495 Village Lane, Orient, NY. SCTM #1000-25-3-2.1. • Dan Butler, Representative, appeared before the Commission to represent the applicant to describe the addition, of which a small portion will be visible from Orchard Street. • The project will consist of a one story addition. The swimming pool is 12 ft. by 36 ft., is less than the lot coverage maximum, and the cabana is within the size limit per Town Code. • Doors and windows will be made of wood (LePage), siding to be wood clapboard siding with Hardie board-smooth finish as an option, the roof will be replaced in kind, with a standing seam roof. The fence is described as picket as illustrated in the design professional's plans. • The Commission has asked the applicant to provide plans that illustrate all demolition. • Additional details: new windows double hung, 2 over 2, (sheet AR1.1) remove decorative shutters, Chimney brick veneer (spec sheet Abbey Brown) flashing lead coat copper roof • The Commission`asked that the applicant's representative return to the next meeting/pre- submission conference of September 28, 2023. • The Commission is awaiting the issuance of a Notice of Disapproval from the Town's Building Department. John Gibbons —for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property for additions and alterations to a single family dwelling (rear deck), and to install a fence surrounding an in-ground swimming pool; located at 1380 Orchard Street, Orient, NY. SCTM #1000-25-4-11.1. • Melissa Butler, Representative, appeared to describe the proposed decking made of mahogany, two feet in height with no railing, and fencing surrounding the rear yard of the property made of galvanized cedar wood. • The fence will be designed to surround the swimming pool, and the applicant has the option of increasing the length to meet the side yard property lines. • The Commission agreed to move this matter to a public hearing. A Motion was made to set a public hearing for September 28, 2023 by Commissioner Ostroski and seconded by Commissioner Wexler. AYES: Commissioners Ostroski, Surchin, Wexler, Santana, Cubie, Woodhouse and de Conciliis (7-0). Regular Meeting Called to Order: 4:32 pm Pledge of Allegiance: Approval of Minutes: Motion to approve July 27, 2023 meeting minutes by Commissioner Woodhouse, seconded by Commissioner Cubie. AYES: Commissioner Ostroski, Surchin, Santana, Wexler, Cubie, Woodhouse and de Conciliis. (7-0). Chairperson Ostroski made a Motion to Open the Meeting to Public Hearings, seconded by Commissioner Wexler. AYES: Commissioner Ostroski, Surchin, Santana, Wexler, Cubie, Woodhouse and de Conciliis. (7-0). Motion approved. PUBLIC HEARINGS: (2) 4:33 P.M. — Kathleen Becker, Trustees -for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property for a partial demolition and to construct additions and alterations to a single family dwelling; located at 154 King Street, Orient, NY. SUM #1000-26-2-3. • Barbara Cohen, Representative, presented the last revision, dated June 6, 2023, of the architectural plans which included the demolition plan. • Members of the public were present to support the proposed project which included, Jennifer Theobald, Greer Nolan, Carolyn Gryer and Ellen McNeilly. • A motion was made to Close the Public Hearing by Commissioner Woodhouse, seconded by Commissioner Wexler. AYES: Commissioners Ostroski, Surchin, Wexler, Santana Cubie, de Conciliis, and Woodhouse. (7-0). Motion approved. A motion was made to approve a Certificate of Appropriateness for a partial demolition and to construct additions and alterations to a singlefamily dwelling; by,Commissioner Cubie, seconded by Commissioner Wexler. AYES: Commissioners Ostroski, Surchin, Santana, Wexler, Cubie, de Conciliis, and Woodhouse. (7-0). Motion approved. 4:44 P.M. — IX.N.N., LLC — 585 Orchard Street, c/o David Snowdon for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark for additions and alterations to a single family dwelling, replace foundation and restore an existing garage, and erect a fence; located at 585 Orchard Street, Orient, NY. SCTM #1000-25- 2-14. A motion was made to rescind the prior Certificate of Appropriateness#7-27-23.2, dated July 27, 2023 by Commissioner Ostroski, seconded by Commissioner Cubie. AYES: Commissioners Ostroski, Surchin, Santana, Wexler, Cubie, de Conciliis, and Woodhouse. (7-0). Motion approved. • David Snowdon, Representative, presented the last revision, which included a revised second floor, and described the work to be done to the garage in the rear of the yard. • The fence surrounding the swimming pool will be 6 feet in height and made of Cedar Wood. The swimming pool will be 12 feet by 20 feet. • Mr. Snowdon agreed that he will have the full set of plans he presented this date signed and sealed by a design professional, as well as submit specs. for the proposed fence. A motion was made to Close the Public Hearing by Commissioner Ostroski, seconded by Commissioner deConciliis. AYES: Commissioners Ostroski, Surchin, Wexler, Santana Cubie, de Conciliis, and Woodhouse. (7-0). Motion approved. 3 Edited Final 9/11/2023 AS Page 4, Minutes of Meeting of the Historic Preservation Commission August 24, 2023 A motion was made to approve a Certificate of Appropriateness for additions and alterations of a single family dwelling, replace foundation and restore an existing garage and to erect a fence, subject to the condition that the full set of plans presented received a seal and a signature from a licensed design professional; by Commissioner Ostroski, seconded by Commissioner Santana. AYES: Commissioners Ostroski, Surchin, Santana, Wexler, Cubie, de Conciliis, and Woodhouse. (7-0). Motion approved. Old Business: 1. Landmark Incentive— No activity. 2. Potential Awards or Request Historical Status, include individuals, non-profit organizations, etc. No Activity 3. HPC Handbook. Revision is currently in process. 4. Shiloh Baptist Church —The Commission discussed opportunities for grants for Planning and Capital Improvements, and further discussed their support. 5. Wendy Prellwitz— High House— Historic Landmark—Town Board public hearing scheduled forAugust 29, 2023. New Business: None 1. The Commission discussed opportunities to present plaques to owners of newly landmarked properties. Meeting Adjourned: 5:15 P.M.
