Work would occur largely within the existing building's footprint. The proposed Project also includes a request for an as-built certificate of occupancy(CO) for the existing clubhouse, and an as-built Board of Southold Town Trustees ("Trustees") Wetlands permit for the clubhouse and spar shed, and Zoning Board of Appeals Approval for area variances. Pre 1957, the clubhouse was moved to Old Harbor Road in New Suffolk. Old Cove has operated in its present location in the New Suffolk community for over 75 years with a focus on youth sailing. Since its inception, Old Cove has been dedicated to the promotion of recreational sailing, racing, cruising, sailing instruction, boating safety and youth sailing instruction. During the summer of 2022, approximately 120 students participated in Old Cove Junior Sailing Program providing access to the water and boating. In addition to the Junior Sailing Program, Old Cove also offers adult programs, including learning to sail and race. The site is zoned R-40 and the current use (recreational membership club) is consistent with zoned uses. The property supports an approximately 490 square foot (sf) one-story clubhouse building with an adjoining 424 sf deck (plus another 50 sf of back deck and steps) and 390 sf patio as shown in Photographs 1-3. The property also supports an approximately 144 sf"spar" shed used to house sails, masts, and other sailing equipment (Photograph 4), and a bulkhead and dock structure. Permit Supplement 2 February 2023 1.2 Proposed Project The clubhouse's roof and deck supports have deteriorated to the point of failure as shown in Photographs 5 and.6.As,part of the proposed Project, the roof and deck supports would be removed, along with the existing patio Following removal, a new patio, deck (including built in benches), deck supports, and roof would be rebuilt within the current footprint. The proposed Project would reduce the total area of deck from 410 to 60 sf and increase the area of pavers on grade from 370 to 715 sf.There would be no expansion of use as a result of property repairs.Table 1 presents the current and proposed areas. The clubhouse was built and moved to the Old Harbor site prior to 1957 and is used as a seasonal clubhouse to support sailing lessons.The spar shed is used to store sailing equipment.There would be no expansion of use as all structures support existing uses. 1.3 Permitting A Trustees Wetland Permit was applied for in February 2022 and approved in April 2022. A building permit application was submitted on April 12, 2022 and disapproved on December 21, 2022 because the proposed construction was non-conforming based on setbacks.The current and proposed setbacks are presented in Table 2. As the buildings are pre-existing and the use as a recreational sailing club requiring area for boat rigging, we respectfully request a waiver from the required setbacks. The proposed construction will not reduce the setbacks from existing conditions. There would be no impact to coastal resources or habitats as all work would occur in the uplands land-side of the bulkhead.There would be no grading or changes to slope. The existing slope of the property results in stormwater flowing away from the Peconic Bay and into an area of permeable grass and vegetation. Excavation would be limited to setting new deck and roof supports in the general area of existing supports. Construction debris would be collected daily and deposited in an onsite dumpster to prevent any material from entering the waterways or adjoining properties.
