1. Called to Order 11:05?
2. Minutes of July Meeting accepted as submitted.
3. National Grid—Special Guests presenting Southold project: National Grid, Raphael Sanchez,
Project Engineer; Ryan Kienle, Lead Engineer; Brian Sapp, Suffolk County Government Relations
Manager. They described the replacement of gas lines now underway in Jamesport. It will be
4,700'from Horton to Locust Lane on the south shoulder of Main Rd/#25 starting November and
finished before holidays with main work. Individual connections to be completed April. Sarah
arranged for the information fliers to be posted on the town website. Information will be sent to all
affected properties.
3. High Priority Intersections— Town Board has not decided yet to hire someone to draw up Love
Lane but Sarah indicated brining it up at budget time. The P.D. crash chart for recent five years of
crashes shows Main Bayview and Ackerly Pond Rd still a serious problem. Captain Jamie Ginas
will provide additional details with # of injuries. Still need to determine highest priority
intersections based on crash and injury data. Love lane not high on list but after years of work
cannot be ignored. Agreed that we need more details on Rte 25 and Main BayviewRd/Ackerly
Pond Lane
4. Fishers Island recap - Request for All-way at Central and Crescent Avenues was rejected
because of the wide radius of the corner, drainage ditch hazard will be addressed by Dan,
Recommendation for warning sign for driveway at Whistler and Equestrian intersection and
perhaps speed limit sign on Whistler Ave.
5. Bike North Fork's three requests were tabled...
A. Bike Lanes: Not pavement markings in letter from DOT they won't do it because of the
requirement that parking not be allowed in the bike lane, but signage only would be
allowed.
B. Share the road Signs at entries to Southold: They wanted size, cost and placement
ideas...Town Board wants more specifics on that. Dan?
C. Bike Racks - Town Board is resisting matching the funds Bike North Fork has raised.
D. Education - Mary Bess asked about whether the Town could get educational campaigns
(public relations) going about bikes and pedestrians. Reporters will write stories, website
could have more information. Asking Bike North Fork to spearhead this.
6. Rational speed limits - Sarah sent a letter to her State DOT contacts and has still not heard
back. Sarah explained the benefits of starting with a town-wide local speed limit of 30 MPH given
the discrepancies between posted signs and the legal paper trail. This would not affect #25 or
#48. Randy made her usual arguments about safety of lower speeds, especially for walkers and
cyclists; about consistency of messaging to reenforce the law; and that requests are mostly to
lower from 35 to 30 so unfair to offer safer roads only to those who complain. There were
concerns and Dan will check on what streets are signed for what speeds. Suggestions that a
public service strategy is needed.. Sarah suggested everyone think about it and come to
September's meeting to vote.
7. Main Bayview and Cedar Stop Sign complaint and FOIL. Susan and Jean Guarielo, property
owners, presented. Main concern is noise from motorcycles and trucks. Also confusion of 3
way intersection. The history and rational were explained, especially the blind approach from
Cedar to Main Bayview that required the safety improvement.
8. Factory Ave name change - Lynch Establish criteria for name change so precedent is
established or defer to Town Board as not a transportation consideration but cultural values.
8. Soundview #48 update - from Heather: "Soundview attorney has told me they are working on
proposing lights that they will install for the crosswalks."
9. Breakwater parking—Chris had info from DEC but was unable to attend.
10. East End Transportation Council - will meet in September
11. Locating Affordable Housing RE: Transportation/Parking Policies RE: Zoning - Keep
transportation in mind. Suggestion to get information from committee to understand what they
need and how we can contribute further information around transportation to the comprehensive
plan. Transit locations need to be sited for Transit Oriented Development—even if transit not
adequate now. From Heather: "The zoning update consultant will begin work in mid to late
September."
