J U N E 26, 2023 - 10:30 AM
Co-Chairs Charlie Gueli & Randy Wade; Sarah Nappa, Town Board Liaison; Mary Bess Phillips, Greenport Village
Liaison; Win;Charles Peck; Margaret Newman; Chris Shashkin, Police Chief Martin Flatley; Heather
Lanza, Town Planning Director; Dan Goodwin, Highway Superintendent.
1. May Minutes accepted as written
2. Follow up on NYSDOT markings: Resolution passed to ask the Town Board to request that State DOT add a
new stop sign with markings for westbound #25 traffic approaching Love Lane and continuing on Old Sound; to
add Sharrows east in Southold to Town Harbor Lane and to East Marion also. Sarah also communicating about
support for Main Bayview markings. Town Board discussed an ad in the Suffolk Times explaining Sharrows.
3. Ideas for East End Taskforce Requesting:
• Improve train connections such as the South Fork's on demand shuttle.
• Encourage a collaboration between the LIRR and local chambers, BIDs and tourist offices to promote train
travel to the East End. This would be supported with a better schedule.
• Explore education tools and resources for cyclists and scooter safety. Explore more reflective striping for
shoulders.
• The value of bringing all entities together who deal with transportation was invaluable. Sarah will arrange for a
Town Board letter to the County to support the continuation of the Task Force.
4. Resolution passed to request the Town Board send a letter to the County requesting a walkway from San
Simeon to Moore's Lane encompassing the new 50 units at Vineyard View and ELI Kampgrounds.
5. Breakwater- Chris S. Described the issues of too much parking outside the gates and overnight people: Dan
suggested W side of Breakwater starting from 150'south of the gate to Naugles- park on one side only, and no
parking on the other side. Also put park by permit only on Naugles. Probably to the exit of the State area. Chief
and Highway Superintendent will finalize this and send it to Sarah. Motion to support this, voted on
unanimously. Also motion to ask Town Board to write to the DEC in Albany to request more enforcement
copying state legislators. Recreational fishing has gotten out of control. Federally listed shorebirds have been
endangered. Having only one enforcement agent for Fishers Island, Shelter Island, Southold and part of
Riverhead is not enough. Voted on and passed unanimously
6. Rational Speed Limits -Town Board agreed to the 30mph speed limit, and has asked the Transportation
Commission to identify the north-south Town streets that would be exempted and what their speed limits should
be. See attached chart for vote. Sarah will bring this to the Town Board (July 5 or July 18). Transportation
Commission can attend and speak.
7. Nassau Point request for 25MPH speed limit. Discussion: Why would we approve lower speed limits now that
the Town is agreeing to a town-wide 30mph speed limit. Education might be a better way to go and keep it at
the 30mph. Decision was to keep it at 30mph for now, and maybe Transportation Commission will in future
consider if there are areas of town that should be 25mph. Tabled.
8. Bicycle use: Teen survey. Sarah will share with the Board. Important to make everyone aware that there are
lots of kids biking. Increase education and safety. Town police do "bicycle rodeos" at the schools for safety and
rules of the road.
9. Trash Issue. No new ideas.
10.Soundview Motel Update: Owner's lawyer has not indicated when lighting plan will be submitted. County has
not finished their speed studies.
