Rubber Humps Presentation from Mark Gregory of Traffic Logix at the invitation of Dan Goodwin.
DOT highways not in favor of the rubber humps. Lots of towns in NYS have used them and Mr.
Gregory will provide references. Rubber flex curbs to slow people and stop "rolling stops".Also bike
lane curbs. Mountable and inexpensive. Tapco.com they sell the delineators (the standup ones).All
the signs include data collection (the ones that Traffic Logix has). Their website has all these items
reviewed trafficlogix.com/safeplace-vms30/. Stealth version data collection box on speeds ($2100
battery-operated option 21-day battery life). Easy to move around. "universal bracket". Keyed lock.
Could be mounted to just about anything. Great data collection option. Decent % accuracy (high
80's to 90's). Can count cars (in both directions?). The signs have a lot of flexibility in terms of how
they function and can actually be used with the sign off but still collect the data. There is a cloud
option to send data and have remote access for the data. Could also make the sign data available
to public through a log-in. Maps showing the location of the sign are available. They have an Argos
unit for$15,000 that counts pedestrians, turning counts, trip generation. Great tool for planning
purposes coming out this spring. Speed cameras. Can use them for warnings. They offer free
trainings even if you don't own it yet.
3. Rational speed limits: Dan has found inaccuracies in the current list of street speed limits and is
working to reconcile and correct it.
4. Old Jule Lane: No decision on that as Dan checks the actual accuracy of what is currently in place.
5. Soundview Motel: Nothing yet from SCDPW
6. Captain Kidd Drive street name sign. Dan will replace the upside down P's with D's
7. Charging Stations. Town Board wants Sarah to check with Governor's office/NYSERDA on
whether or not they have any guidance on that.
8. Trash issue—What can we do about trash on the side of the road in places where there are no
homes. Ideas: Public service announcements, public cleanups. The State has Adopt-a-Highway
program.A reward is provided to people who pick up, twice a month, the trash on the streets. That
might be too involved for the Town. What method do we find out what is going on in Southold
Town? Will Suffolk Times publish public service announcements like trash awareness.
9. Transportation Funding Needs. Review funding draft ideas. What would it take to implement the
Southold Town Comprehensive Plan? This is advice to the Town Board.
3.1 Traffic Calming Measures.
Chief has copies of the accident report for Ackerly & Rt. 25 Ackerly Pond and SR25 —
accident data from Chief shows that changing the traffic pattern there is not likely to
improve the safety because of the types of accidents. They aren't happening because of
the intersection. Motion to not change that intersection. None made. Sarah will share the
crash info with Town Board and let them know the Transportation Commission isn't
going to recommend doing anything unless the Town Board wants to.

3.3 Sidewalk Gaps.
Discussion on filling in sidewalk gaps.
Randy is talking about sidewalks radiating out from transit and elementary schools.
Ensure a radius of one mile around each bus and train stop has a safe walkway—
future discussion.
Connect Vineyard view on CR 48 to Moore's Lane. Yes, but evaluate the logistics before
trying to figure out the budget. Is the r.o.w. Wide enough? Is there any will to do this on
the part of the SCDPW
4. Promote non-motorized travel as traffic congestion reduction.
Education in schools - Schools are required by law to provide this is already happening.
The police are already doing this and already devote quite a bit of time with this. They
could probably use the money and $100,000 would be more than enough. It's the venue,
promoted at the schools for bicycle rodeos, but parents have to bring their kids to it.
Would money help with public relations on this? They already do an ad in the paper. They
do it in summer camp for Greenport, very good attendance. Small numbers of attendance
in Mattituck and Orient.

regulation; school safety patrols. 1. The regents of The University of
the State of New York shall prescribe courses of instruction in highway
safety and traffic regulation which shall include bicycle safety, to be
maintained and followed in all the schools of the state. The boards of
education and trustees of the several cities and school districts of the
state shall require instruction to be given in such courses, by the
teachers employed in the schools therein.All pupils attending such
schools shall attend upon such instruction.
