Minutes of September -Accepted with word change to 7.C. 2. Bike North Fork's requests were discussed out of order after discussing wording of Minutes: A. Bike Racks - Town Board is reluctant to match outside group donations. M.B. suggested a different way to present as not strictly recreation and that the Consortium would be another source of funds that Dennis might know about. Sarah will present as essential transportation infrastructure for Budget discussions. Climate needs to go full electric by 2040 discussed. Charging stations were brought up for cars and perhaps also bikes. Town does not have a grant writer. What is NYPA, PG&E, NYS doing. FHWA energy audit for State. NYSDOT Planning. [The group wants written confirmation that the Town will receive and install any donated racks.] B. Education - Asking Bike North Fork to spearhead this. C. Bike Lanes: We need State DOT to explains their ideas about recommended signage. Sarah? D. Share the road Signs at entries to Southold: They wanted size, cost and placement ideas...Town Board wants more specifics on that. Dan? 3. High Priority Intersections— PD details for Main Bayview Ackerly Pond. Love Lane. J.G. looked at crashes and did not find serious injuries. He suggested that prohibiting the SB left-turn from Ackerly Pond would significantly reduce problems. 4. North Fork Traffic Taskforce Town Board approved pilots—Heather, James and Dan - Sarah said that the demos did not receive any real assistance from NYSDOT, they declined to meet on zoom and sent a form to be filled out and staff had concerns about how to implement demos safely. They would need a third party to put in temp measures, not just cones. Sarah will follow up. 5. Ole Jule Lane - Request to reduce 35mph to 25mph - from New Suffolk Ave to S curve Jim said there is a straight segment. Deferred until 6. resolved. 6. Rational speed limits - Sarah sent a letter to her State DOT contacts and she has still not heard back. Dan not there so not sure where we are on speed limit inventory. 7. Town Budget- Our needs would be $50K for an engineering study of Love Lane/#25, bike racks, speed signage, sidewalks has $250K a year prioritizing ADA—is that enough? M.B. suggested an education program in the schools with PD. Currently PD, Recreation Program and PD Comm Relations does two events a year for bike and road safety in Greenport & Mattituck Bancorp Bldg. Ask for$20K to PD &Transp Comm. for education. 8. Soundview #48 update Lighting of crosswalks at Soundview was done as a test one weekend with LED lights, then removed. Perhaps awaiting further approvals. 9. Breakwater parking - Town Board approved in theory moving the entry gate further south where road is still 57' wide. Plans will need to be submitted and approved. 10. Policy on street naming - This would be an additional name to honor someone. Margaret developed a detailed application proposal and will send around in writing. Nick suggested there is the do nothing option as well. 11. Locating Affordable Housing RE: Transportation/Parking Policies: Zoning Consultant to address. 12. Sidewalks 13. New Business - Radar signs and assembly/6-8 built and installed, 30 MPH signs coming 14. Next meetings at 11 AM: November 14th, December 12th
