En-Consultants on behalf of 2740 DEEP HOLE DRIVE, LLC, c/o STANLEY LOMANGINO, MEMBER requests a Wetland Permit to construct an approximately 4,345sq.ft. partially elevated masonry pool patio (use approximately 102 cubic yards of on-site excavation material to achieve proposed patio elevation), upon which will be installed a 4' high pool enclosure fence, a 10'wide pergola, an outdoor kitchen area, and a 3'x3' foot shower(to be connected to a trench drain installed around patio, which is to be connected to a proposed storm-water drainage system located more than 100' from wetlands), all located at least 1 00'from wetlands; and install a 3'x101' stone walkway consisting of 3'x2' pavers set in sand to existing dock; and proposed more than 1 00'from wetlands a 16'x34' swimming pool; a 14.5'x24' pool house with outdoor shower; and a 4'x4' fire pit. Located: 2740 Deep Hole Drive, Mattituck. SCTM# 1000-123-4-11 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the action are CONSISTENT with LWRP Policy 6.3 and, therefore, CONSISTENT with the LWRP. The following is recommended to further 6.3 Protect and restore tidal and freshwater wetlands. 1. Minimize irrigation and fertilization with the creation of wide vegetated buffers. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. INSTRUCTIONS 1, All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. 2. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. A proposed action will be evaluated as to its si nificant beneficial and adverse effects upon the coastal area (which includes all of Southold Town). If any question in Section C on this form is answered "yes" or "no", then the proposed action will affect the achievement of the LWRP policy standards and conditions contained in the consistency review law. Thus, each answer must be explained in detail, listing both supporting and non- supporting facts. A proposed foot shower located atop the patio will be connected to the same trench drain and thus the new drainage system. And a temporary project-limiting fence would be installed to contain site disturbance and limit potential surface runoff during construction. Therefore,consistent with Policy 5,the project has been designed to protect the quality of the adjacent tidal waters of Deep Hole Creek. Attach additional sheets if necessary Policy 6. Total lot coverage resulting from the construction of the patio(and the pool and pool house proposed outside Chapter 275 jurisdiction)will increase only to 9.29%. Nevertheless,to mitigate the risk of increased runoff,potential runoff associated with the patio surface will be captured by a trench drain installed around the perimeter of the patio and piped to a new stormwater drinage system proposed outside wetlands,jurisdiction. A proposed foot shower located atop the patio will be connected to the same trench drain,and a temporary project-limiting fence would be installed to contain site disturbance and limit potential surface runoff during construction.
