APPLICATION FOR CERTIFICATE OF OCCUPANCY
A. This application must be filled in by typewriter OR ink and submitted to the building
inspector with the following: for new building or new use:
1. Final survey of property with accurate location of all buildings, property lines,
streets, and unusual natural or topographic features.
2. Final Approval from Health Dept. of water supply and sewerage-disposal(S-9 form).
3. Approval of electrical installation from Board of Fire Underwriters.
4. Sworn statement from plumber certifying that the solder used in system contains
less than 2/10 of 12 lead.
5. Commercial building, industrial building, multiple residences and similar buildings
and installations, a certificate of Code Compliance from architect or engineer
responsible for the building.
6. Submit Planning Board Approval of completed site plan requirements.
B., For existing buildings (prior to April 9, 1957) non-conforming uses, or buildings and
"pre-existing" land uses:
1. Accurate survey of property showing all property lines, streets, building and
unusual natural or topographic features.
2. A properly completed application and a consent to inspect signed by the applicant.

'Section 100-256. Application elements.
A. Submission of a complete site plan application shall
consist of:
1. A completed site plan application form,
2. Site plan review fee, as specified in subsection
B. below,
3. A completed Environmental Assessment Form
4. Nine copies of the site plan,
5. Four copies of a property survey, certified by a
licensed land surveyor.
6. Proof of Health Department review.
B. Fees
1. The application fee for a new site plan shall be
one hundred and fifty dollars ($150) per acre or
ank, fraction of an acre thereof, plus two and five-

TO: All applicants to the Planning Board

RE: Correspondence to Planning Board Office
DATE: August 15, 1988
The Planning Board office processes a large volume of
correspondence every day.
You can help us process this mail (and ultimately your
application!) in a more efficient manner by doing the following:
1. Submiting cover letters with all materials.
The cover letter should state:
A) the name of the project and
b) the Suffolk County Tax Map number of the property.
c) the reason for the submission of the material.
d) a telephone number where you can be reached during
normal office hours.
2. Submitting only complete applications
Keeping track of items submitted under separate cover
takes up a disproportionate amount of staff time and
space. Keep in mind that complete applications are
given immediate attention. Incomplete applications are
likely to be returned.

MINIMUM PARKING LOT SPECIFICATIONS FOR SITE PLANS
The following specifications are minimum requirements for paved
parking areas:

C. Standards
1. Site plan design shall include the following items:
a. Technical Data
1. Lot, block and section number, of the
property taken from the latest tax
records.
2. Name and address of the land owner on
record;
a. Name and address of adjoining land
owners.
b. Name and address of applicant, if
not the same as the land owners.
3. Name and address of the person, firm
or organization preparing the map,
sealed with the applicable New York
State license seal and signature.
4. Date, graphic scale, North point,
whether true or magnetic. If magnetic,
show date of reading.
5. Survey prepared by a licensed Surveyor
or Civil Engineer. The site plan may
reference a land surveyor's map or base
reference map. All distances shall be
in feet and hundreths of a foot. All
angles shall be given to the nearest 10
seconds or closer. The error of closure
shall not exceed one in 10,000.
6. The locations, names and widths of all
rights of way, within 500 feet of
property lines. If none exist within
500 feet of subject property, indicate
distance to nearest intersection with a
public street.
7. A separate key map showing location and
owners of all adjoining lands, within
500 feet as shown on the latest tax
records, at a scale of one inch equals
100 feet.
8. Location, width and purpose of all
existing and proposed easements,
setbacks, reservations and areas
dedicated to public use within or
adjoining the property.
9. A complete outline of other existing
easements, deed restrictions or
covenants applying to the propoerty.
10. Existing zoning, including zone lines
and dimensions.
11. Site plans shall be drawn at the scale
of an (1") inch equals (20) twenty
feet. If all required information
cannnot be shown clearly on one plan,
the information should be separated' as
follows:

b. Natural Features
1. Existing contours with intervals ui iwo -

bays, salt water marshes, beaches and
all freshwater bodies, including

including but not limited to natural
drainage swales, watercourses,
wooded areas, wetlands, as defined by
the New York State Department of
Environmental Conservation and the Board
of Trustees of Southold Town, marshes,
ponds, dunes,- bluffs, beaches,
kettleholes, escarpments, wildlife
habitat, flood hazard areas, erosion
prone areas, trees of 6" in diameter at
a point 3 feet above the trunk base.
4. Location of any existing cultural and
historical features within 500 feet of
the property boundaries.
C. Existing building structures and utilities.
1. Locations, dimensions and outlines of
all buildings (as defined in Section
100-13 of this chapter), and all uses of
the site.
2. Paved areas including parking areas,
sidewalks, and vehicular access between
the site and public streets.
3. Locations, dimensions, grades, and flow
directions of any existing culverts,
water lines or sewage disposal systems,
as well as other underground and above
ground utility poles and utility lines
within and adjacent to the property.
4. The location and use of all buildings
and structures including curb cuts
within 200 feet of the boundary of the
subject property.
d. Proposed Construction
1. The location of proposed buildings or
structural improvements, indicating
setbacks from all property lines and
horizontal distances from existing
structures.

2. The location and design of all uses not
requiring structures, such as off-street
parking and loading areas and pedestrian
circulation.
3. The location, direction, power level and
time of use for any proposed outdoor
lighting or public address systems.
4. The locating and plans for any outdoor
signs must be in accordance with
applicable sign regulations.
5. Location and details of aprons, curbs,
sidewalks, fencing (type and location),
grading, including existing and proposed
topography with two foot contours, (on
site and 200 feet beyond the property
line). Spot elevations for buildings
and all structures, drainage
calculations, details of drainage
structures, watershed areas, where
applicable.
6. Grading and drainage plans shall be
based upon site stormwater retention, in
conformance with Chapter A108 Highway
Specification.
7. Location and listing of landscaping,
buffering and street tree plans
including type, material, size, quantity
and location.
8. Location of water and sewer mains,
electrical service, cablevision and
telephone installations, ground - -
transformers, fire well and fire
hydrants and/or any alternate means of
water supply and sewage disposal and
treatment.
9. Building elevations for all facades;
floor plans showing proposed use of
floor area.

MEMORANDUM:
This procedure for determining whether an amended site plan
will be required, or not, is as follows:
1. Write a letter to the Planning Board stating the
proposed new use or uses of the site. Indicate
what changes are proposed to be made, if any, to
either the buildings or the site itself.
2. Include a drawing similar to a floor plan showing
the proposed use of the existing floor area. The
drawing must be at a scale of 1" = 201.
3. List on the drawing the following information:
A. Square footage of each proposed use by type:
for instance; retail, wholesale, office, storage,
manufacturing, etc.
B. Required number of parking spaces. This number is
based on the square footage of floor area that is
devoted per type of use. The attached parking
requirement table should be used as a guide.
Upon receipt of this information, the Planning Board will
review your request. You will be notified in writing of the
Board's decision. A copy of the request and the Board's
decision will be filed with the site plan records and with the
Building Department for future reference.
If a waiver is granted, you will be required to bring the
site into compliance with the latest approved site plan if the
site is not in compliance for future reference.

ARTICLE XIX
Parking and Loading Areas

§ 100-190. Purpose.
Regulations for off-street parking and truck loading areas are
imposed in order to minimize traffic congestion, air pollution and the
risk of motor vehicle and pedestrian accidents and to address aesthetic
considerations.
§ 100-191. Off-street parking areas.
A. Off-street parking spaces, open or enclosed, are permitted
accessory to any use specified below. Any land which is
developed as a unit under single ownership and control shall
be considered a single lot for the purpose of these parking
regulations. Reasonable and appropriate off-street parking
requirements for structures and uses which do not fall within
the categories listed below shall be determined by the /
Planning Board upon consideration of all factors entering into
the parking needs of each use. For those uses not specified in
the schedule, there shall be a periodic monitoring of off-street
parking conditions to ensure that the purpose of this Article is
satisfied. In addition, the Planning Board may waive all or a
portion of these requirements within the Hamlet Business
District where it shall find that municipal parking facilities
within three hundred (300) feet of the proposed use will
adequately serve the proposed use.

B. Areas computed as parking spaces. Areas which may be
computed as open or enclosed off-street parking spaces include
any private garage, carport or other area available for
parking, other than a street or a driveway. However, a
driveway within a required front yard for a one-family or two-
family residence may count as one (1) parking space.
C. Size of spaces. Three hundred fifty (350) square feet shall be
considered one (1) space (to provide room for standing area
and aisles for maneuvering). Aisles between rows of parking
spaces shall be not less than twenty-two (22) feet wide, unless
reduced for sixty-degree-angle parking, in which case the aisle
space should be not less than sixteen (16) feet wide. Entrance
and exit lanes shall not be computed as parking space except
for driveways for one-family and two-family residences. The
minimum parking stall width shall be nine (9) feet, and the
minimum length shall be nineteen (19) feet.
D. Access. Unobstructed access to and from a street shall be
provided. Such access shall consist of at least one (1) fifteen-
foot lane for parking areas with more than four (4) spaces but
less than twenty (20) spaces, and at least two (2) ten-foot lanes
for parking areas with twenty (20) spaces or more. No
entrance or exit for any off-street parking area shall be
located within fifty (50) feet of any street intersection nor
exceed it grade of six percent (6%) within twenty-five (25) feet

INSTRUCTIONS
a. This application must be completely filled in by typewriter or in ink and submitted to the Building Inspector, with 3
sets of plans, accurate plot plan to scale. Fee according to schedule.
b. Plot plan showing location of lot and of buildings on premises, relationship to adjoining premises or public streets
or areas, and giving a detailed description of layout of property must be drawn on the diagram which is part of this appli-
cation.
c. The work covered by this application may not be commenced before issuance of Building Permit.
d. Upon approval of this application, the Building Inspector will issued a Building Permit to the applicant. Such permit
shall be kept on the premises available for inspection throughout the work.
e. No building shall be occupied or used in whole or in part for any purpose whatever until a Certificate of Occupancy
shall have been granted by the Building Inspector.
