Box 1179 54375 State Route 25 Southold, NY 11971 (cor.Main Rd. &Youngs Ave.) Southold, NY 11971 ® Telephone: 631 765-1938 COUN LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD MEMORANDUM To: Glenn Goldsmith, President Town of Southold Board of Trustees From: Mark Terry, AICP LWRP Coordinator Date: May 16, 2023 Re: LWRP Coastal Consistency Review for STELLA LAGUDIS SCTM# 1000-30-2-84.1 Michael Kimack on behalf of STELLA LAGUDIS requests a Wetland Permit and a Coastal Erosion Permit to remove top sandbag; install 122 linear feet of rock revetment seaward of the embedded sandbags with a ten (10)foot return on westerly property line; the boulders will weigh a maximum of 2.5 tons per linear foot for a total weight of 330 tons; install a stabilization fabric under and landward of boulders; place approximately 830 cubic yards of clean fill to reconstruct the slope and install one layer of jute matting, pinned with 6" fasteners and plant American beach grass (o/e) at one (1) foot on-center; area of disturbance approximately 5,600 square feet; construct a 1' high berm with approximate.base of 5' at top of bluff; cover with one (1) layer of jute matting (o/e); establish and perpetually maintain a 10' wide non-turf buffer landward of berm; plant with native vegetation for berm and 10'wide non-turf buffer with substitution of sand and/or stone for the 10'wide non-turf buffer. SCTM# 1000-30-2-84.1 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is INCONSISTENT with the Policy Standards and therefore is INCONSISTENT with the LWRP. 1. Relocate the revetement to the toe of the bluff to protect public access. 2. The LWRP policies strive to reduce shoreline hardening. 3. The beach's geology will change due to this revetment. The loss of the beach over time may occur due to the reduction of sand supply from the eroding bluff, sand scouring from high energy wave events and sea level rise. 4. Vegetative buffers are most effective in stabilizing soil structure. 5. If the action is approved, no boulders naturally occurring on the beach should be used in construction. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. Cc: The Honorable Lori M.
