Regular Meeting Minutes
TOWN HALL ANNEX CONFERENCE ROOM
(Via ZOOM Webinar)
THURSDAY, July 27, 2023 at 3:00 PM
Attendees: Chairperson Ostroski, Vice Chairperson Surchin, Commissioner Wexler, Commissioner
Santana, Commissioner Woodhouse, and Commissioner de Conciliis.

WORK SESSION: 3:00 PM
Pre submission Conferences: (30 Minutes allotted to each presentation)
3:04 P.M. — Laura Flavin —for a Certificate of Appropriateness under Section 170-7(b) of the
Southold Town Code at a registered landmark property to install a fence/pool fence on the
property of a single family dwelling, located at 50705 Main Road, Southold, NY. SCTM No.
1000-70-1-7.1.
• Laura Flavin, owner, appeared before the commission to present a survey of her property dated
June 20, 2023.
• The prior Certificate of Appropriateness dated May 25, 2023 #5.25.23.2 for a fence described as
C1300,Dog Eared Straight Space Picket, 5 feet in height, surrounding an in-ground swimming
pool, upon premises having an existing single family dwelling has been rescinded because of
the relocation of the swimming pool.
RESOLUTION ADOPTED: A Motion was made, pursuant to Chapter 170 of the Town
Code, under the powers of the Commission,we have the authority to issue a Certificate
of Appropriateness for matters that do not rise to the level of requiring a public hearing
when deemed appropriate and impose conditions of )approval as written in the
Certificate of Appropriateness, by Commissioner Ostroski and seconded by
Commissioner Woodhouse. AYES: Commissioners Ostroski, Surchin, Wexler, Cubie,
Woodhouse and de Conciliis (6-0). (Commission Cubie absent)
RESOLUTION ADOPTED: A motion was made to approve a Certificate of
Appropriateness to permit the installation of a fence surrounding an in-ground
swimming pool (amended location), described as C1300 Dog Eared Straight Space
Picket, at 5 feet in height, upon premises having an existing single family dwelling, by
Commissioner Cubie and seconded by Commissioner Ostroski (Chair). AYES:
Commissioners Ostroski,Surchin,Wexler, Santana, Cubie,Woodhouse and de Conciliis
(7-0).
3:16 P.M. —Todd Vunderink and Susan Meigs -for a Certificate of Appropriateness under
Section 170-7(b) of the Southold Town Code at a registered landmark property to install a

fence on the premises of a single family dwelling, located at 50605 Main Road, Southold, NY.
SCTM No. 1000-70-1-8.
• Neither the applicant nor a representative appeared before the Board. The matter is postponed
until the next meeting.

Approval of Minutes: Motion to approve June 22, 2023 Meeting Minutes by Commissioner
Surchin, seconded by Commissioner de Conciliis. AYES: Commissioners Ostroski,
Surchin, Wexler, Santana, Cubie, Woodhouse and de Conciliis (7-0). Motion approved.
PUBLIC HEARINGS (1):
4:01 P.M. — I.V.N.N., LLC c/o Snowdon Jones—for a Certificate of Appropriateness under
Section 170-7(b) of the Southold Town Code at a registered landmark property to construct
additions and alterations to a single family dwelling, located at 585 Orchard Street, Orient,
NY. SCTM No. 1000-25-2-14.1.
• David Snowdon-Jones, Architect, appeared before the Board to describe the proposed dwelling
alterations.
• A set of Architectural Plans and a color Elevations of the single family dwelling were presented
with a materials list on a separate page.
• It was agreed that egress windows will be provided, using both Green Mountain and Anderson
Series A windows, and siding to be Hardie Board Smooth Finish Ship Lap as depicted in
unsigned and unsealed Architectural Plans dated July 7, 2023.
• The Commission requested that the applicant submit complete signed and sealed Architectural
plans.
• The Commission agreed to Close the Public Hearing.
RESOLUTION ADOPTED: A motion was made to Close the Public Hearing, by
Commissioner Ostroski, seconded by Commissioner Wexler. AYES: Commissioners
Ostroski, Surchin, Wexler, Santana, Cubie, Woodhouse, and de Conciliis. (7-0)
RESOLUTION ADOPTED: A motion was made to approve a Certificate of
Appropriateness to approve the addition and a stairway attached an existing single
family, by Commissioner Cubie seconded by Commissioner Fabiola. AYES:
Commissioners Ostroski, Surchin, Wexler, Santana, Cubie, Woodhouse, and de
Conciliis. (7-0)
(The C of A will be later rescinded and another public hearing will be scheduled to include a garage
and fence)

4:14 P.M. - Kathleen Becker. Trustee—to Amend a Certificate of Appropriateness under
Section 170-7(b) of the Southold Town Code at a registered landmark property to construct
alterations and additions to a single family dwelling located at 154 King Street, Orient, NY.
SCTM No. 1000-26-2-3.
• Barbara Cohen, representative and Juan Geraldo, Contractor, appeared before,the commission
on behalf of their client to describe the subject property.
• The Commission reviewed the Demolition Plans. Revision date of the Plan is February 13,
2023.
• Ms. Cohen indicated that the footprint, elevations and materials being used for the proposed
structure will be the same as was previously approved. The garage is being removed to install
fittings underneath. The chimney will be removed and replaced with a direct vent, the roof pitch
(shed roof) will change and the garage door will be moved.
• It was agreed that since the proposed work includes demolition, a public hearing should be
scheduled.
A Motion was made to set a public hearing for August 24, 2023 by Commissioner
Surchin and seconded by Commissioner Cubie. AYES: Commissioners Ostroski,
Surchin, Wexler, Santana, Cubie, Woodhouse and de Conciliis (7-0).
Old Business:
1. Landmark Incentive— No activity.
2. Potential Awards or Request Historical Status, include individuals, non-profit organizations, etc.
No Activity
3. HPC Handbook. Revision is currently in process.
4. Shiloh Baptist Church— Landmark will be included in the National Register and the
Commission will research funding for the Church. Member Cubie informed the Commission that
the Church would qualify for (time contingent) Grants and asked that we.collect letters of
support from the community and asked to receive support from the Town Board.
5. John & Margaret Smyth - Application for Listing on the Southold Town Register of Designated
Landmarks. — 29330 Main Road, Cutchogue, SCTM No. 1000-102-6-23.1. A public hearing by
the Town Board is scheduled for August 15, 2023. -
New Business:
1. 3:37 P.M.-Wendy Prellwitz—Application for Listing on the Southold Town Register of Designated
Landmarks — 7134 Indian Neck Lane, Peconic, SCTM No. 1000=86-7-7.1. A resolution will be
drafted for the Town Board to accept the structures/property as a Town Registered Historic
Landmark after a public hearing has been conducted.
RESOLUTION ADOPTED: A motion was made to accept property situated on 7134 Indian
Neck Lane, Peconic, SCTM No. 1000-86-7-7.1 as a Designated landmark by Commissioner
DeConciliis, seconded by Commissioner Woodhouse. AYES: Commissioners Ostroski,
Surchin, Wexler, Santana, Cubie, de Conciliis, and Woodhouse. (7-0),

2. Irene Treiber, Certificate of Appropriateness #11.23.21 -405 Rackett's Court, Orient, SCTM#
1000-17.-6-8. A letter will be sent to the applicant and rep res entative,.Anthony Portillo,
addressing discrepancies in construction from the approved HPC C of A.
Meeting Adjourned: 4:47 P.M.
RESOLUTION ADOPTED: Motion to exit the public meeting and enter into Executive Session
was made by Chairperson Ostroski seconded by Commissioner Surchin. AYES: Ostroski,
Surchin, Wexler, Santana, Woodhouse Cubie and de Conciliis. Motion approved. (7-0)
RESOLUTION ADOPTED: Motion to exit Executive Session and to Close the Meeting was
made by Chairperson Surchin seconded by Commissioner Ostroski. AYES: Ostroski,
Surchin, Wexler, Santana, Woodhouse, Cubie and de Conciliis. Motion approved. (7-0)
Next HPC work session and regular meeting, with Zoom access, scheduled for August
24, 2023 hearing scheduled in the Annex Building, Second Floor Conference Room.
