Present were: John Stein, Chairperson Carol Brown, Member Maggie Merrill, Member Shannon Wright, Member John Chandler, Member Inga Van Eysden, Member Brian Mealy, Town Board Liaison Liz Gillooly, Trustee Liaison Lauren Standish, Secretary Absent was: Caroline Burghardt, Member Guest: Anne Murray, NFEC CALL TO ORDER Chairman John Stein called the meeting to order at 4:35PM. REPORTS Chairman John Stein attended the Fishers Island Town Board meeting on Wed., August 2nd and reported it was a beautiful day on the island and the board meeting was well attended. Caroline Burghardt attended the Board of Trustees meeting held on Wed., July 19th. She was not present at the CAC meeting to provide a report. 2 CLIMATE SMART COMMUNITIES John Stein will have a written update prepared by August 29th, which will include a road map. The CAC members will form sub-committees and work on the pledge elements. Carol Brown, Maggie Merrill, Shannon Wright and Anne Murray will work on Pledge Elements 5 and 9. John has been meeting with various department heads and indicated that Lillian McCullough, Executive Assistant, Land Preservation Dept., will have updated open-space inventory update soon. OTHER BUSINESS The CAC members were reminded to submit their 2024 budget requests to the Supervisor's office no later than August 16tH Carol Brown expressed her interest in attending the NYSACC Conference on September 20-22 in Ithaca, NY. She will complete the seminar request form for approval by the Town Board. APPROVAL OF MINUTES Moved by Carol Brown, seconded by John Stein, to Approve the Minutes of July 7, 2023. RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by John Chandler, seconded by Inga Van Eysden, it was RESOLVED to SUPPORT the application of SILVER SANDS HOLDINGS I LLC C/O ALEXANDER PERROS to remove and dispose of 146' of existing bulkhead, 14' east return and 20' west return. Construct a new 146' bulkhead, 14' east return and 20' west return in-kind, in-place. Located: 1135 Shore Dr., Greenport. SCTM#47-2-15 Inspected by: John Stein, Inga Van Eysden, John Chandler, Shannon Wright Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Inga Van Eysden, it was RESOLVED to NOT SUPPORT the application of KATHLEEN WALAS & THOMAS SARAKATSANNIS to raise the existing dwelling to comply with FEMA, proposed 2nd story addition, proposed front covered porch, proposed screened porch, rear patio, and proposed swimming pool. Located: 750 Pipe's Neck Rd., Greenport. SCTM#53-1-16 Inspected by: John Stein, Inga Van Eysden, John Chandler, Shannon Wright 3 The CAC does Not Support the application because the setback of the proposed pool is not in compliance with Ch. 275 and there is a concern with the addition of 495,887 cy. of fill. Vote of Council: Ayes: All Motion Carried THEODORE & CARISSA STRATIGOS to demolish existing single-story dwelling with attached garage, covered porch, chimney, wood deck, steps and metal awning over deck. Remove hot tub and A/C unit. Construct a new two-story dwelling with covered porch with steps, platform with steps, 960 sf. deck with steps 250 sf. swimming pool, outdoor shower, window well and 240 sf. second-story deck over first floor deck. Located: 550 Blue Marlin Drive, Southold. SCTM#57-1-27 POSTPONED Moved by Inga Van Eysden, seconded by Carol Brown, it was RESOLVED to SUPPORT the application of KATIE & JONATHAN VIGDORCHIK to construct an 18'X 40' gunite pool on-grade, approx. 720 sf. for recreational use and install paver patio approximately 1,876 sf. Located: 17975 Soundview Ave., Southold. SCTM#51-1-7 Inspected by: John Stein, Inga Van Eysden, John Chandler, Shannon Wright The CAC Supports the application with the condition the setback of the swimming pool is in compliance with Ch. 275. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Inga Van Eysden, it was RESOLVED to SUPPORT the application of LORI &ALAN LITNER to construct a 426 sf. one-story addition to existing 921 sf. family residence. Addition of 60 sf. to doorway at proposed addition. Proposed addition will replace some existing deck. Current deck (1,450 sf.) will be reduced by 435 sf. to a new total of 1,015 sf. decking. Located: 1025 North Sea Drive, Southold. SCTM#54-4-12 Inspected by: John Stein, Inga Van Eysden, John Chandler, Shannon Wright Vote of Council: Ayes: All Motion Carried 4 Moved by Inga Van Eysden, seconded by Shannon Wright, it was RESOLVED to SUPPORT the application of CHRISTOPHER & MARISSA LAZOS to construct additions and renovate the existing dwelling and replace the existing traditional sanitary system with an I/A OWTS sanitary system. Located: 1200 Leeton Dr., Southold. SCTM#59-1-1 Inspected by: John Stein, Inga Van Eysden, John Chandler, Shannon Wright Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Inga Van Eysden, it was RESOLVED to SUPPORT the application of 1280 COREY CREEK LLC C/0 RICH CORAZZINI to redesign the proposed contours to ensure the gravel is not too steep, addition of a retaining wall at street level, addition of three roof drain drywells, addition of a driveway trench drain, and the rotation of the house so it does not encroach on the existing pier line. Location: 1280 Corey Creek Lane, Southold. SCTM#78-4-17 Inspected by: John Stein, Inga Van Eysden, John Chandler, Shannon Wright The CAC Supports the application however, there is a concern with the proximity to the water and the history of flooding in the area. The CAC recommends the use of best practices such as the installation of staked hay bales and a silt fence during construction. Vote of Council: Ayes: All Motion Carried Moved by John Chandler, seconded by Inga Van Eysden, it was RESOLVED to SUPPORT the application of NATASHA & PANKAJ KHOSLA to remove existing dock and replace with a 4'X 10' ramp to grade, 4'X 65' fixed "T" dock with thru- flow decking and a 4'X 20' platform at the terminus with a ladder. 10' wide non-turf buffer to be established landward of the wetland line. Spartina alterniflora to be planted as needed after removal of the existing dock. Phragmites to be trimmed to a height of 12" two times a year. Existing native vegetation to remain. Vote of Council: Ayes: All Motion Carried Moved by Maggie Merrill, seconded by John Chandler, it was RESOLVED to NOT SUPPORT the application of NICHOLAS ALIANO to construct a single-family dwelling and compliance with conditions set forth in the Zoning Board of Appeals approval. Located: 3705 Duck Pond Rd. and Glen Court, Cutchogue. SCTM#83-1-12 Inspected by: Carol Brown, Maggie Merrill Despite the decision of the Zoning Board of Appeals, the CAC does Not Support the application due to the instability of the area, and the proposed project is not in compliance with Ch. 275 and the LWRP. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by John Chandler, it was RESOLVED to SUPPORT the application of WILLIAM MacGREGOR to remove existing fixed wood walkway, floating dock and pilings. Construct 4'X 70' fixed walkway with thru- flow decking secured with 8" dia. pilings. Install a 4'X 5' pressure treated wood staircase. Install a 6'X 20' floating dock with marine grade O/E decking and install a 3'X 14' aluminum ramp. Abandon approx. 30' of existing pathway and create approx. 4'X 30' of new pathway to connect existing pathway to new fixed walkway location. Located: 1120 Broadwaters Rd., Cutchogue. SCTM#104-9-2 Inspected by: Carol Brown, Maggie Merrill The CAC Supports the application and recommends the dock is constructed in a "T" configuration and doesn't extend-any further seaward than the existing structure, and the existing pathway is revegetated. Vote of Council: Ayes: All Motion Carried 6 Moved by Carol Brown, seconded by John Stein, it was RESOLVED to SUPPORT the application of MADELINE DOSTAL to remove 209 If. of existing wood bulkhead with 6' return and wood staircase. Construct a 209 If. vinyl bulkhead (in same location and top elevation) with a 10' return on the westerly property line. Backfill new bulkhead with approx. 40 cy. of clean fill. Establish a 10' non-turf buffer landward of new bulkhead with one layer of jute, 2090 sf, fastened with 6" spikes and planted American Beach Grass 1' OC and install a new 3'X 4' staircase (12 sf.) in same location. Located: 540 Lester's Road, Mattituck. SCTM#114-7-9 Inspected by: Carol Brown, Maggie Merrill The CAC Supports the application with retractable steps at the base of the staircase, the work is,conducted at low-tide, and the buffer behind the bulkhead is retained. Vote of Council: Ayes: All Motion Carried Moved,by Carol Brown, seconded by Maggie Merrill, it was RESOLVED to SUPPORT the application of LASCELLE FAMILY TRUST, ROBERT & LISA LASCELLE, TRUSTEES for a catwalk, total length of 4'X 24', "L" shape 6'X 20' float with 4'X 4' extension for ramp connection, 3'X 12' aluminum ramp and two 8" piles; raise catwalk 18" and connect to existing piles. Located: 4210 Ole Jule Lane, Mattituck. Necessary clearing with marked additional trees. New I/A sanitary system, natural landscaping and gravel driveway. Located: 1805 Laurel Way, Laurel. SCTM#121-4-24 Inspected by: Carol Brown The CAC Supports the application with the condition the proposed dwelling is located in the area of the swale and to retain as many trees as possible, including the White Pines near the road. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Carol Brown, it was RESOLVED to SUPPORT the application of JENNIFER RUSSELL to construct a one- story addition to the existing dwelling and a covered porch. Located: 1562 North Hill Rd., Fishers Island. SCTM#6-1-19 Inspected by: John Stein Vote of Council: Ayes: All Motion Carried SEAN DAVID RIVERS to retain and rebuild 15 If. of 15' wide and 24 If. of 7' wide pile supported pier including two tie-off piles, a seasonal ships ladder to the water, a paddle board rack, light, water and electric service. Replace 8'X 15' float including associated restraint piles, and access ramp and 2 new tie-off piles all waterward of the AHW line. Located: 219 Gloaming Ext., Fishers Island. SCTM#10-9-15.4 The CAC did not make an inspection, therefore no recommendation was made. Moved by John Stein seconded by John Chandler, it was RESOLVED to SUPPORT the application of LEE & LILI SIEGELSON for a proposed two- story addition within existing footprint (362 sf.) second-story addition (181 sf.) covered porch addition (297 sf.) and screened porch conversion (79 sf.) Install new concrete masonry unit block foundation around perimeter of proposed house footprint. Located: 2046 Peninsula Rd., Fishers Island. SCTM#10-3-10 Inspected by: John Stein Vote of Council: Ayes: All Motion Caried Moved by John Stein, seconded by John Chandler, it was RESOLVED to SUPPORT the application of HARBOR VIEW COTTAGES, LLC to demolish an existing two-story single-family dwelling and porch, total footprint (1,010 sf.) and remove existing sanitary system; construct a new two-story single-family dwelling (1,590 sf.) second floor and porches 1,860 sf., proposed garage (1,400 sf.); 69' retaining wall (5'-6') at highest; install leader and gutters leading to drywells; gravel drive and new 1/0 OWTS system. Located: 520 Sterling Street, Fishers Island. SCTM#10-9-6 Inspected by: John Stein Vote of Council: Ayes: All Motion Carried 8 John Chandler will attend the next Board of Trustees meeting scheduled for Wed., August 16, 2023. The next meeting of the Conservation Advisory Council will be held on Wed., September 6, 2023 at 4:30PM in the Conference Room.
