Minutes & Discussion Notes from Meeting held
Tuesday, July 25, 2023 at 7:00 p.m.
This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold Town
Hall Annex, 54375 Route 25 (Main Road), Southold, New York.
The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did not
have access to a computer or smartphone, there was an option to listen in via telephone.
Comments from the public may not be solicited nor received without an appointment. It is expected that the
Committee will enter into Executive Session* at some point after opening the Regular Meeting for the purpose of
discussing applications regarding proposed acquisitions of real property where publicity would substantially
affect the value thereof. The public is not allowed to attend, view, or listen to Executive Session.

Property subject to Town PDR
Revised design for December 6, 2022 request for improvements
The Committee reviewed and discussed the revised design for an 810 sq. ft. equipment storage barn to
be located within the area subject to the recorded Town Development Rights Easement, which the
Committee previously reviewed on December 6, 2022. The Committee reviewed the applicable terms of
the recorded Easement. The Town purchased the rights using both Community Preservation Funds, and
a USDA NRCS grant.
MOTION made by Sam McCullough, seconded by Eric Keil: The Land Preservation Committee has
reviewed and discussed Flowers & Flores Farm, LLC's revised design for an 810 sq. ft. equipment barn
on lands subject to a recorded Town Development Rights Easement. The Land Preservation Committee
finds that the proposed improvements are not in conflict with the purposes and other terms and
conditions of the recorded Easement..

Property subject to Town PDR:
Concerns raised regarding use of property
The Committee discussed complaints received about purported soil excavation on the land subject to a
Town Development Rights Easement and concluded that it could not find any violations of the recorded
Easement at this time. Sam explained that he observed the development rights sold ("DRS') portion of
the property and that it appears no soil has been excavated or otherwise moved for months. The
Committee determined that the complaints appear to concern activity on the development rights intact
("DRI") parcel, which is not subject to Committee review The Committee noted that it would be useful to
review topographic maps of the property to determine whether soil has been excavated from the DRS
parcel in violation of the recorded Easement.

The LPC members entered into EXECUTIVE SESSION at 7:19 p.m. Meeting locked.

applications, appraisals and current applications.
