Project Understanding &Scope of Work 3. --Project Understanding & Scope of Work Project Understanding The Southold Town Planning Board is seeking a consultant to prepare the Final Environmental Impact Statement in connection with the site plan application before the Planning Board involving the proposed construction of two buildings for boat storage on a 32.6-acre property with the Marine II and R-80 Zoning Districts.The Draft Environmental Impact Statement has been accepted for public review,with public hearings taking place on May 15,2023 and June 5,2023 and written comments being accepted until July 10. The project involves the removal of 135,000 cubic yards of sand,construction near Mattituck Creek,which is a tidal wetland,storage of 8,000 gallons of liquid propane,construction within the floodplain,the removal of 500+trees,visibility from scenic resources,and excessive truck traffic from construction activities.Given the potential environmental impacts of the proposal,the Planning Board will need to take the SEQRA"hard look" to ensure that all impacts have been identified,analyzed,and mitigated to the fullest extent practicable.As noted in the RFP,over 160 people attended the first public hearing.The comments from the public hearing and written comment period will need to be inventoried,categorized,and responded to in the FEIS along with any further analyses that may be needed to be expanded on from the Draft Environmental Impact Statement. We have extensive expertise in the preparation of Environmental Impact Statements, review, coordinating with personnel during meetings, comprehensive plans, mitigation strategies, familiarity with marina operations and marine vessels, and knowledge of Southold Town Code. NPV's team brings practical and demonstrated success in preparing Environmental Impact Statements, including working with Town boards and planning staff,the community, local stakeholders and other involved agencies to ensure that a comprehensive review is completed in accordance with SEQRA. NPV routinely appears before community groups and decision-making boards as organizers, facilitators, and as expert witnesses to present data and information for complex decision making. �_ NPV Section I Page 5 i , Town of Southold FEIS Preparation for Strong's Storage Buildings II: Understanding, Technical Approach !Project Understanding Nelson, Pope Voorhis, LLC(NPV),along with our affiliated firm N&P Engineering,Architecture and Land Surveying, PLLC (N+P), are pleased to submit this response to the Town to provide planning, environmental and engineering review services in support of the preparation of a Final Environmental Impact Statement (FEIS) for the Strong's Storage Buildings Project. The site plan application before the Planning Board is for the proposed construction of two buildings for boat storage, 52,500 square feet(SF) and 49,000 SF, respectively, located on 32.6 acres (5780 West Mill Road, Mattituck) in the MII and R-80 Zoning Districts. NPV/NP has been involved in the review of the Draft EIS for the Strong's Storage Buildings with the Town Planning Staff and therefore are familiar with the DEIS and details of the proposed application. We work on behalf of many municipalities as their environmental planner and engineer in review of large and small development projects,comprehensive planning,zoning and SEQRA.Therefore,we are familiar with the process and appropriate levels of SEQRA analysis that should be required. SEQRA requires a decision-making body to assess the environmental consequences of -their decision to undertake, fund or approve an "action." Article 8 of the New York State Environmental Conservation Law and. the. regulations contained-in 6NYCRR Part 617, SEQRA, provide _appropriate guidance for agencies to conduct this review. Our team is expert in the SEQRA process and will assist the Town with the technical review of the application to ensure a thorough review is completed in accordance with SEQRA. Additionally, the N+P team of civil and traffic engineers, architects and landscape architects are available to review the preliminary plans and provide recommendations to the Town for consideration in planning and potential mitigation options. -Our-team is very familiar with-the subject property and the surrounding area. The following outlines the anticipated scope of services for environmental review services of the proposal. It is noted that tasks will be billed based upon the hours expended and the hourly rate schedule provided in Section III under Fee Schedule. The time necessary for preparation of the Final EIS may depend on a number of factors, including and not-limited to the extent and nature of the comments received .during the .public comment period,"extent of agency comments, and other factors. Technical Approach The following is summary of tasks to be completed: Task 1: Initial Kick-off Meeting with the Town The meeting will provide an opportunity for NPV and Town staff to inform the Planning Board of next steps of the SEQRA process and discuss any additional information or. clarifications that may be ��� NPV Section II 1 Page 6 Town of SOUthold FEIS Preparation for Strong's Storage Buildings needed to fully understand the Planning Board and Planning staff's concerns, approach and scope of pertinent/critical issues and concerns. Detailed minutes will be recorded at this meeting to document the input and insights received (and if acceptable to the Board, the meeting itself can be recorded). NPV will prepare a precise meeting record to ensure that the NPV team can prepare a FEIS that fully and accurately reflects Lead Agency sentiments. Deliverable: Meeting minutes from the first meeting with the Lead Agency. Deliverables: • Meeting minutes from the third meeting with the Lead Agency • Second draft of the Final Environmental Impact Statement (if needed) • Meeting minutes from the fourth meeting with the Lead Agency • Final draft of the Final Environmental Impact Statement with Cover Letter of Acceptance • NYSDEC Environmental Notice Bulletin filing • Meeting minutes from the fifth meeting with the Lead Agency (if needed) Task 2: Review of DEIS and Project Plans NPV is very familiar with the DEIS prepared for this project and understands the site and surrounding environmental conditions, Town Zoning and Code requirements, and project issues and site constraints based on its previous work on this project. Nevertheless, NPV will need to review the DEIS and Site Plans to ensure a deeper understanding of the project and the analyses contained within as they relate to public comments, including those topics that were not part of NPV's previous DEIS review scope. NPV will identify salient issues, review the DEIS's content and factual information such as existing conditions, review the impact assessments, project alternatives, and bases for conclusions, and consider the suitability and robustness of the DEIS's content for addressing DEIS comments. The purpose of this task is to fully understand the project,site,adjacent resources, and project impacts and mitigations, so that we may more fully and accurately respond to DEIS comments. Deliverables: Identification salient issues, review the DEIS's content and proposed plan review Task 3: Review Public and Agency Comments NPV will download or otherwise obtain all relevant written correspondence and Town procedural documentation from the Town's Laserfiche/Weblink system. Additionally,the team will review the two public hearing transcripts (if only videos are available, the cost of transcribing the two hearings will be considered an outside service, paid directly by the Town) and begin the process of identifying and delineating substantive project-related comments and questions. We will organize and consolidate these comments and questions under general environmental topics to facilitate more efficient and thorough responses. Substantive project-related comments and questions will be identified, delineated, coded and categorized for discussion and eventual written responses. It is understood that additional comments for review may be forthcoming, until end of the public comment period of July 1 oth. �_ NPV Section III Page 7 Town of Southold FEIS Preparation for Strong's Storage Buildings Based on the considerable volume of comments received and posted by the Town as of the date of this proposal, this task will be started immediately. Additional comment letters may be post-marked by the July 10th date but may not be received by the Town for several days following the close of the comment period. Therefore, the schedule for this task should allow for time to review the last minute comment letters that are often received at the very end of the comment period. Therefore,we suggest that the summary of the comments(deliverable) is delivered one week following the close of the public comment period. Deliverables: Compilation of relevant, substantive Public Comments on the accepted Drafted Environmental Statement Task 4: Attend second meeting with the Town. NPV will attend a second meeting with the Planning Board and Planning Staff to discuss the project and FEIS and will take detailed meeting minutes to document these discussions. NPV will develop a preliminary outline including a list of topics for review. NPV will verbally summarize issues, discuss the organization of the FEIS, and seek additional input and direction from the Planning Board and Planning Staff. We will also discuss the need for any follow up analysis or information from the applicant or other reviewing agencies. Deliverable: Meeting minutes from the second meeting with the Lead Agency Task 5: Prepare the first draft of the HIS The NPV team will prepare the FEIS in accordance with the SEQRA and its implementing regulations at 6 NYCRR Part 617. The FEIS will include will include a summary of the environmental review process demonstrating that the Planning Board has followed all applicable review, noticing, filing, and procedural requirements; a brief description of the project, incorporating the DEIS into the FEIS by reference, and include tables containing the names of each individual or agency who provided comments at a public hearing or submitted written comments into the record, the dates of the comments and each comment code. General statistics including a brief summary of the total number of speakers from the two hearings and total number of written correspondences received including those from the general public.and those from involved and interested agencies will be provided along with a tally of the total number of comments received. Comments that indicate only support or-- opposition ropposition to the project without further elaboration will be "acknowledged." A response may be provided but a formal response is not required. NPV/N+P will utilize its traffic and civil engineers, planning, ecological, environmental staff, landscape architects, and hydrogeologic experts as needed to ensure fact-based reasoned responses for the Planning -Board to consider and support the development of a Statement of Findings and final Determination of Significance and conclusion as per environmental impact.Additional mitigation will be identified if practical. Deliverables: First draft of the Final Environmental Impact Statement �� NPV Section II 1 Page 8 Town of Southold FEIS Preparation for Strong's Storage Burldmgs Task 6: Attend third meeting with the Town NPV will attend a third meeting with the Planning Board and Planning Staff to discuss the first draft of the FEIS and seek Lead Agency and Planning Staff input as to the suitability of responses and consistency with the opinions and conclusions of the Planning Board. NPV will respond to any technical, scientific, or procedural inquiries posed by the Town representatives. NPV will take meeting minutes to fully document the meeting and to use as a reference as needed to ensure that the revised version addresses identified issues and recommendations. Deliverable: Meeting minutes from the third meeting with the Lead Agency. Task 7: Revise the Final EIS per the Town Comments The FEIS is the Lead Agency's document. As stated in the regulations implementing SEQRA, the Lead Agency is responsible for the adequacy and accuracy of the FEIS, regardless of who prepares it. NPV will meet with the Planning Board and Town staff to discuss the adequacy of responses, receive and . document comments and recommendations to ensure that accurately reflects the Lead Agency's opinions and conclusions, or modify the FEIS as necessary in accordance with this input. The FEIS will be written to provide the information and conclusions necessary for a SEQRA Findings Statement to be prepared. Deliverable: Second draft of the Final Environmental Impact Statement(if needed) - Tasks 8 and 9: Additional Lead Agency Meetings NPV will attend up to two additional meetings and issue meeting minutes to document comments and discussions with the Town staff and/or other involved agencies. We will work with the Town to discuss the next steps in the process, including a discussion of the required FEIS consideration period (at least 10 days) and requirements for submission of a FEIS. A notice will be filed with the NYSDEC Environmental Notice Bulletin (ENB) as required by SEQRA indicating acceptance of the FEIS and where the FEIS will be filed for public and agency consideration (at Town Hall and on the Town's website). All of our clients work directly with a partner-level professional from project start to finish. The NPV team combines AICP-certified planners, environmental professionals, community engagement specialists and GIS experts. We believe that this mix of professionals will provide the optimal team for defining a work plan and conducting the work required for the preparation of the generic environmental impact statement and TDR Program for the Town of Shelter Island. Key staff bios for the team are highlighted below and resumes are provided in AppendixAl. Carrie L. O'Farrell Carrie O'Farrell is a Senior Partner and Division Manager of our Environmental Resource and Wetlands Assessment Division. She is a trained environmental scientist with over 20 years of applied planning experience and is expert in NEPA/SEQRA and land use regulations, drainage and stormwater issues, wetland and stormwater permitting and is diverse in ability to conduct environmental planning analysis. Ms. O'Farrell has overseen the preparation of numerous environmental impact statements, assessments, SEQRA/NEPA administration actions, watershed and harbor management plans, planning and zoning law review and preparation, stormwater permitting and erosion control compliance documents and wetlands and coastal permits. She regularly manages the preparation of - environmental impact statements, and SEQRA analysis and administration. Ms. O'Farrell has managed preparation of Environmental Impact Statements for major redevelopment projects in the Village of Hempstead downtown, downtown New Rochelle, Riverside hamlet proposed zoning amendments (Town of Southampton) and Huntington Station Gateway Development (Town of Huntington). Ms. O'Farrell provides site plan review and SEQRA administration for the City of Long Beach, Town of Southold ZBA,Villages of East Hills and Lake Success. Ms. O'Farrell recently assisted the Town Planning Board in the review of the Draft EIS for the Strong's Marina project,and has assisted the Town ZBA with SEQRA reviews for several larger scale project. Ms. O'Farrell will provide overall project oversight, technical expertise and advisement, product reviews for content and quality_ control, staff oversight and assistance at public hearings/work sessions. Mike Brusseau, AICP CEP, LEED AP ND & BD+C . Mr. Brusseau has 25 years of experience in the community planning and environmental protection fields. He has worked as a planner with the City of Warwick, RI and the Towns of East Hampton and Southampton, NY. He has also been employed by the Rhode Island Department of Health's Office of Drinking Water and the Rhode Island Department of Environmental Management's Groundwater Division. Mr. Brusseau has worked in the private consulting field over the past 18 years, and joined NPV in 2013, providing planning and natural resource protection consulting services to state, county, and municipal agencies as well as to private developers. His skill sets include expertise in site plan and subdivision review, zoning code review and amendments, long-range municipal planning, environmental impact statement preparation and review, multi-hazard mitigation planning, and �_ NPV Section IV I Page 15 . Mr. Brusseau's diverse experience includes preparation of a redevelopment and revitalization plan and implementing legislation for the Oyster Bay Glenwood Landing Waterfront area and a local waterfront revitalization program plan for the Mastic-Shirley area. He was involved in the preparation of draft generic environmental impact statement for the Riverside BOA Step 2 program, including an evaluation of the proposed adoption of a form-based code to regulate redevelopment activities and the Hampton Bays Downtown Overlay District GEIS. Mr. Brusseau will be responsible for analyzing potential impacts and preparing FEIS responses for the proposed action. Eric C. Arnesen, LPG Eric C. Arnesen, LPG is a Project Manager/Hydrogeologist of the Phase 1/II Assessments& Remediation Division of NPV. He has an M.S. in Hydrogeology from SUNY, Stony Brook, and a B.S. in Geology from SUNY Cortland, and has taken OSHA 40 Hour HAZWOPER and 8-hour refresher courses as well as training courses in GPR operation. He has over 20 years of experience in the environmental impact assessment.and characterization of hydrogeologic systems on Long Island and is also a Licensed Professional Geologist. in NYS. Eric routinely conducts Phase 1/II Environmental Site Assessments, prepares remedial action plans, provides oversight of remedial activities and actively oversees field staff and personnel. Mr. Arnesen is responsible for providing technical and professional expertise for groundwater, surface water, soil and solid waste issues and all aspects of Phase 1, 11, III ESA report preparation. Mr. Arnesen will be responsible for assisting with Final EIS responses and mitigation evaluation (particularly related.to groundwater and potential erosion issues) for this project. Taylor Garner, AICP Taylor Garner,AICP is an environmental planner with 6 years of experience. Ms. Garner has undergone the.formai training course in the IMPLAN Economic Modeling System software. She oversees the preparation of fiscal (projecting taxes and the impact to local jurisdictions) and economic (projecting job creation and associated revenues circulating throughout the economy) impact analyses for residential, commercial, office, industrial, recreational, hospitality, tourism and mixed-use developments. She has experience in analyzing demographic data and preparing grant applications. She has been involved with comprehensive plans, local waterfront revitalization plans, brownfield development, zoning plans, and public participation and community visioning processes. Ms. Garner is also experienced in the preparation and review of geographic. information system mapping, environmental assessment documents, including SEQRA and CEQR documents, and site plan review for the Villages of Southampton and Sag Harbor and the Town of Oyster Bay. Additionally, Taylor has assisted in the preparation of build-out analyses for the Villages of Maybrook and Woodsburgh and the Town of Southampton. -Ms. Garner's most recent work includes acting as Assistant Project Manager for the development of a Suffolk County Blueway Trail Plan,and preparation of two blight studies in the Town of Brookhaven. Ms. Garner will-serve as the projects GIS specialist and contribute to housing research for the development of the plan. Ms. Garner will support the environmental and planning staff by providing planning analysis, GIS mapping and planning/economic comment responses preparation. He recently received his LEED AP O+M certification. He provides technical and field support for projects involving environmental analysis, ecological and wetlands, planning, stormwater management, sustainable landscapes, and natural resource protection. His responsibilities include preparation of scientific and planning studies and impact analysis documents including watershed management plans, municipal separate storm sewer system annual reporting, ecological assessments and SEQRA documents. He also handles processing for wetland permitting and restoration, site plan and building permit applications, SEQRA reviews for land use applications. Justin is also involved in the preparation of materials related to fiscal and economic feasibility studies, and community outreach materials such as surveys and public presentation slides and has specialized capabilities in GIS and graphic software to aid in resource inventory and analysis. Mr. Ames will provide support for the preparation of SEQRA comment responses, framing out the overall Final EIS report and document organization. Russell Z. Scott, PE Russell Z. Scott, PE, has over 20 years' experience in civil engineering and traffic for projects with various clients including New York State Department of Transportation, Nassau County Department of Public Works, Suffolk County Department of Public Works, private development clients, local Towns and Villages. Mr.-Scott has a vast amount of knowledge involving the preparation of preliminary and final design and contract documents for roadway and drainage improvement projects. Projects typically under the direction of Mr. Scott.have included .conceptual layout, alignment computations, roadway improvements, drainage design, traffic signal design, roundabout design, green infrastructure, grading design and quantity take-off and estimating. Mr. Scott will provide support as necessary to assist with traffic engineering review for roadway and pedestrian environments. Russell Murphy, PE - Mr. Murphy currently has 8 years' experience with N+P and 30 years with the New York State Department of Transportation. He acquired extensive experience in highway design and worked on numerous projects from reconstruction projects; restoration and preservation projects; resurfacing projects; mill and fill projects; guide rail and median barrier projects; ADA/pedestrian projects; bicycle path projects,and miscellaneous maintenance projects. Currently, he is a Senior Project Manager with N+P and with NYSDOT, he started working as an engineer in a squad; became a Design Squad Leader supervising engineers and technicians; and became a Design 'Supervisor responsible for Design Squads and Consultant Managers. Mr. Murphy will provide expertise with review of roadway impacts and any public reconstruction services relating to this project. Joseph DeLuca, PE Joseph DeLuca, PE is a senior project engineer involved in all stages of design, preparation of construction documents, construction inspection and related office support for municipal and private roadway,traffic, site development, and environmental-projects. He has 15 years of experience and has worked on numerous projects for both Suffolk and Nassau Counties, as well as various Towns and Villages. Matthew Broncato, EIT Matthew Broncato, EIT is an engineer for N+P's transportation department providing engineering assistance to project managers and senior staff for projects that include highway repairs and roadway improvements, traffic impact and assessment studies, parking assessment studies, traffic signal warrant analyses, accident analyses, traffic signal plans, pavement marking plans, maintenance and protection of traffic plans, and concept designs. His responsibilities include collecting data,compiling of documents, preparation of conceptual, preliminary and final design drawings, and assisting in the development of alternatives.. In addition, they have experience with AutoCAD, Microstation, STAAD, Microsoft Office, SYNCHRO analysis and ALS. Mr. Broncato will provide engineering support services to the team as necessary. Osman Barrie, PE, PTP, PTOE Osman Barrie, PE, PTOE, PTP, has 17 years of experience in traffic engineering,transportation planning, transit planning and civil engineering for both private and public/municipal projects. Specific experience involves managing and performing traffic and transportation planning studies including traffic impact and assessment studies, corridor/area traffic studies, accident analyses, traffic signal warrant analyses, parking assessment studies, concept designs and roadway design/analyses. Mr. Barrie and the engineering staff assisting him have vast experience in use of computer programs such as HCS, SYNCHRO 7, VISSIM, RODEL and AutoCAD. Hitesh Mahay Hitesh Mahay has five years of experience in developing traffic and transportation planning, engineering solutions for multitude of transportation and civil engineering projects for both public and private projects. His skill involves designing traffic control signals, roundabouts and pavement marking, studies including accident analyses and intersection capacity analysis. As a Landscape Ecologist, she regularly assists with environmental monitoring visits focusing on habitat composition, delineation, and field assessments for a variety of terrestrial and marine habitats across Long Island. Enclaves Hotel and Restaurant Site Plan/Special Permit SEQRA Review NPV assisted the Town of Southold Zoning Board of Appeals with a SEQRA review of the Site Plan/Special Exception Use Permit Application for The Enclaves Hotel and Restaurant. The project was proposed on a partially developed 6.75-acre lot zoned "Hamlet Business" containing a single-family residence within a mixed commercial/single-family residential neighborhood. NPV's responsibilities included reviewing and providing technical comments on submitted SEQRA documents and providing guidance to the ZBA on the SEQRA process, and the standards and requirements of an EIS scoping document, Draft EIS, and Final EIS. NPV also worked with the Board to prepare for public meetings, coordinated meetings and mitigation options with the applicant and prepared the SEQRA Findings Statement for the project. The Enclaves involved'a proposal to convert the existing detached single-family residence, which was formerly a bed and breakfast,to a 74-seat restaurant and construction of a new two-story,40-unit hotel and four detached cottages behind the restaurant. The hotel use included an event space, outdoor and indoor swimming pools, pbolside cabanas,- a small decorative pond, outdoor rooftop lounge, and basement spa.Additional improvements included parking areas,an onsite sewage treatment plant and drainage infrastructure. Critical Wildlands, Transfer of Development Rights, Town of Southampton NPV prepared Chapter 15 of the DGEIS ♦ a• s,ti and FGEIS for the Town of _ y Southampton. Critical Wildlands e 'c project. The project entailed an analysis of a proposed TDR program to preserve critical areas of the south fork through transfer of development rights (TDR) from .sending sites to receiving sites. A Density Transfer Assessment Model was created for SEQRA analysis of the potential cumulative -environmental impacts associated with TDR to examine impacts to groundwater, population, tax revenue, solid waste, vehicle trip generation, open space and other parameters. With the goal of improving the economic and housing opportunities in the area,the Town of Southampton entered into an agreement with a Master Developer to prepare the Riverside Revitalization Action Plan (RRAP) to revitalize —� the Hamlet of Riverside. The RRAP called for the - adoption of a new Zoning Overlay District to incentivize economic development through the creation of mixed- use districts. The Overlay Zone is a form-based code . and is designed to encourage a mix of retail stores, -' - service-related businesses, restaurants, diverse housing options, along with improved transportation infrastructure with pedestrian pathways, public green spaces and access to the Peconic River. NPV prepared the BOA Step II Nomination Study and also worked with the Town and the selected Master Developer, Renaissance Downtowns, to prepare the GEIS, which evaluated the impacts of the proposed code amendments and a theoretical development scenario of approximately 3.2 million square feet of mixed use residential, commercial and institutional uses. The Hamlet of Riverside is a heavily regulated area, located within the Central Pine Barrens, adjacent to the Peconic River with established total maximum daily load (TMDL) limitations, tidal and freshwater wetlands, NYSDEC Wild Scenic and Recreational River areas, nearby endangered tiger'salamander breeding ponds and within a Town Aquifer Protection Overlay District. Therefore, redevelopment activities needed to consider a wide range of environmental sensitivities and regulatory restrictions. The Overlay Code was successfully adopted by the Town Board in December 2015. NPV. worked with N+P, the Town.and the selected Master Developer, Renaissance Downtowns, to prepare the GEIS and Traffic Impact Study, which evaluated the proposed code amendments and a theoretical development scenario of approximately 3.2 million square feet of mixed use residential, commercial and institutional uses. Nelson + Pope was also retained by the Village of Southampton to perform a parking study utilization study of the primary lots and on-street parking areas in the downtown area of the Village of Southampton. The study identified the peak parking periods and associated peak occupancy by . location, calculated the average parking duration and turnover by location and provided recommendations to improve parking efficiency within the Village. NPV prepared a map for visitors that is available at Village Hall which identifies short and long-term parking options within the Village Business District. NPV has also worked on several special long-range planning studies for the Village, including a study to ensure that the Village maintains its character and is consistent with FEMA floodplain requirements described below. Sag Harbor Environmental Planner and Long Range Planning Initiatives, SEQRA NPV has served as the Village of Sag Harbor's planner and environmental consultant since 2016. Downtown Overlay Zones - DGEIS - City of;New Rochelle, Westchester County NPV worked with Renaissance Downtowns,the Master Developer, and the City of New Rochelle in preparing a Generic Environmental Impact Statement (GEIS) for i iy the proposed adoption of a Downtown Overlay Zone (DOZ) for a 279-acre area of the downtown, centered around the New Rochelle train station. The DOZ is . optional, whereby landowners can choose too t into development under the proposed DOZ requirements. _ The intent of the Downtown Overlay District is to encourage downtown redevelopment through the creation of an active, mixed-use district with convenient, safe and pleasant access to the train station. The proposed DOZ would standardize uses to encourage the development of economically diverse high-quality housing, modern retail, commercial, office, hotel space and civic uses integrated with well-designed pedestrian friendly streetscapes, and appropriately placed open and green spaces. The GEIS evaluated the specific code amendments to establish downtown overlay districts, as well as site-specific impact analysis of the development scenario pursuant to the zoning amendments. The development scenario evaluated such key issues as historic resources, traffic, system-wide sewer and water infrastructure improvements,community character,shadows,construction phasing, parking, air and noise. NPV also prepared an economic impact analysis, which identified and quantified economic impacts on output, employment and labor income, as well as tax revenues. Town of Southold Economic Development Chapter Comprehensive Plan In an effort to achieve the Town's vision, five goals and numerous objectives were formed to provide direction for future decision-making pertaining to the Town's economy. Much of the Town's economic vitality is based on the Town's unique rural, historic and maritime-based character as well as its natural resources. NPV ;,;; ,_ prepared the economic chapter of the Comprehensive Plan Update for the Town of Southold to allow for the formation of appropriate recommendations and implementation strategies focused on long-term economic sustainability throughout the Town. The Town of Southold prepared a build-out analysis of several zoning districts, and NPV funneled these findings into a model to assess the regional impact of full build-out and modified development scenarios. Ensuring quality of life, protection of environmental resources, housing needs and maintenance of the tax base were key elements of the model. This project involved the creation of a model to synthesize multiple evaluation factors to analyze the impact of full build out of the Town of Southold under its current zoning. Town of Riverhead BOA NPV prepared the Town of Riverhead Brownfield Opportunity Area Step II Nomination Study which provided a roadmap for strategic sites and areas along the Peconic River from the Long Island Expressway to the downtown and a transitional area to the east. The project was funded by the NYS DOS and which was completed in the spring of 2016 and has led to a number - y of initiatives in the area. The Step II Nomination provided= the basis for the State of New York to designate then corridor as a Brownfield Opportunity Area in July of 2016. Since that time, the nomination has provided the foundation for the Town to receive grants from NYS. A subsequent grant awarded to the Town based upon a recommendation of the Study allowed the Town to analyze potential for Transit Oriented Development. The Town retained NPV to prepare this analysis as well as to prepare recommendations for a new zoning overlay district to promote high quality redevelopment near the train station. NPV prepared the TOD Plan which was adopted by the Town of Riverhead as an update to their Comprehensive Plari: The Plan included draft language for the overlay district code for adoption in late 2020. Another grant was awarded for the purchase of land for a public plaza along the Peconic River downtown. A copy of the Plan is available on the Town website: The main goal of the Brownfield Opportunity Area Program is to provide communities with the tools they need to overcome obstacles to redevelopment and to return underutilized or abandoned properties to productive use. The Town identified critical needs 'as rebranding and a Website to highlight the attractions and businesses within the area,and preservation of historic structures. A major transportation planning effort performed by N+P was included to ensure that planned growth can be accommodated by the existing roadway network and because it did now, provided options for if not, how roadway improvements, route planning and expanded public transportation and pedestrian/bicycle improvements would alleviate need for significant roadway improvements and decrease the level of vehicular traffic generally associated with development. Orowoc Creek Stormwater Improvements(Garretson Avenue) Project Engineer for this Town of Islip Projects in which Nelson & Pope, with Nelson, Pope & Voorhis, prepared roadway and drainage improvement designs at Garrets on Avenue Cul-De-Sac. Improvements included reconstruction of the cul-de-sac, removal of the existing outfall pipe into Orowoc Creek and installation of a bubbler basin that would drain onto a pervious concrete paver driveway and overflow into .a bio-swale, all to reduce flooding within the cul-de-sac while providing stormwater filtration to reduce pollutant loads prior to any overflow-discharge into Orowoc Creek.
