This project will take place within the boundary of the Town of Southold's LWRP. This project has been reviewed against the LWRP policies and will not have any negative impacts to the policies outlined in the LWRP. Policy 3. Enhance visual quality and protect scenic resources throughout the Town of Southold. See LWRP Section III—Policies Pages 6 through 7 for evaluation criteria. The objectives of this project are to conduct natural habitat restoration at a former industrial site. Restoring the coastal waterfront and dunes, removing invasive species from the upland areas, replanting with native species,and providing accessible paths, benches, and interpretive signs to the site will help preserve and enhance the visual qualities of the natural waterfront area. The project scope is consistent with the following policy standards of enhancing visual quality and protecting scenic resources: 3.1.13: Restoring deteriorated visual components. Restoring the waterfront and dunes, removing invasive plant species,and replanting native plant species will restore the current deteriorated visual components of the site,and meet this policy standard. 3.1.E.1 and 4: Preserving existing vegetation and establishing new indigenous vegetation to enhance scenic quality. Restoring or adding indigenous vegetative cover that presents a natural appearance. Removing invasive plant species and replanting native plant species will establish new indigenous vegetation to enhance scenic quality and will give the site a natural appearance. This action meets the policy standard. 3.1.1:Anticipate and prevent impairment of dynamic landscape elements that contribute to ephemeral visual qualities. Installing new boulders and repositioning existing boulders, in addition to replanting the site with native plant species will help prevent future erosion. This will prevent the future impairment of the site and meets the policy standard. 3.112: Limit alteration of shoreline elements which contribute to scenic quality. This project will alter the current shoreline; however,the project aims to restore the coastal waterfront and dunes. Restoring the coastline and dunes and restoring native plant species will have an overall positive impact on scenic quality which meets this policy standard. NATURAL COAST POLICIES Policy 4. Minimize loss of life,structures,and natural resources from flooding and erosion. See LWRP Section III—Policies Pages 8 through 16 for evaluation criteria. The objectives of this project are to conduct natural habitat restoration at a former industrial site. Restoring the coastal waterfront and dunes, resetting existing boulders and adding new boulders to prevent erosion, replanting with native species, and providing accessible paths, benches,and interpretive signs to the site will minimize the loss of natural resources from flooding and erosion. The project scope is consistent with the following policy standards of protecting and restoring natural protective features: 4.2.6.2, 3,4,5, 6: Enhancing existing natural protective features; resorting the condition of impaired natural protective features; using practical vegetative approaches to stabilize natural shoreline features; managing activities to limit damage to,or reverse damage which has diminished the protective capacities of the natural shoreline; providing relevant signage or other educational or interpretive material to increase public awareness of the importance of natural protective features. Each part of this project meets this policy standard. The project seeks to restore the existing degraded shoreline and diminished dunes and includes establishing native vegetation as part of the project scope to achieve this. Installing educational signage and interpretive materials is also a part of the scope of this project. Therefore,the project meets these policy standards. 4.3.6:Avoid losses or likely losses of public trust lands or use of these lands, including public access along the shore,which can be reasonably attributed to or anticipated to result from erosion protection structures. Restoring the waterfront and dunes, and providing erosion control measures,will avoid the loss of public trust land and meets this policy standard. Policy 6.Protect and restore the quality and function of the Town of Southold ecosystems including Significant Coastal Fish and Wildlife Habitats and wetlands. See LWRP Section III—Policies;Pages 22 through 32 for evaluation criteria. The objectives of this project are to conduct natural habitat restoration at a former industrial site. Restoring the coastal waterfront and dunes, resetting existing boulders and adding new boulders to prevent erosion, replanting with native species,and providing accessible paths,benches,and interpretive signs to the site will restore and protect the quality and function of the coastal ecosystem. The project scope is consistent with the following policy standards of protecting and restoring ecosystems: 6.1A.1,2,and 3:Avoid adverse changes to the Long Island Sound and the Peconic Bay ecosystems that would result from impairment of ecological quality as indicated by: physical loss of ecological component, degradation of ecological components,function loss of ecological components. This project seeks to reestablish coastal waterfront and dune habitat and protect the resources from future erosion. Reestablishing habitat prevents the physical and functional loss of this ecological component and prevents the further degradation of the ecological component as it exists currently. Therefore,the project meets these policy standards. 6.1.8.1,and 2b: Protect and restore ecological quality by adhering to the following measures. Maintain values associated with natural ecological communities; Include use of suitable indigenous plants in the landscaping plans for new development. The project seeks incorporate establishing native vegetation on the waterfront and dunes as part of the project scope. Therefore,the project meets these policy standards PUBLIC COAST POLICIES Policy 9. Provide for public access to,and recreational use of,coastal waters,public lands,and public resources of the Town of Southold. The project scope is consistent with the following policy standards of providing public access to,and recreational use of public lands: 9.1.A.5 and 6: Provide a level of public access and type of recreational use which takes into account the following factors:accessibility to the public access site or facility,the needs of special groups such as the elderly and persons with disabilities. Part of this project is to install an ADA-accessible path, benches, and interpretive signs which will improve public access and education opportunities to all members of the public. Therefore,the project meets these policy standards.
