Three modifications will be made to the site: a foundation will be installed under the building, a handicapped access ramp will be constructed and two stone blend parking spaces will be constructed in the front yard. A site plan will not be needed. TELEPHONE - (516) 765-1938 MAR 2.5 199;3 s~ MEMORANDUM £ .ez TO: New Suffolk Post Office Site Plan File RE: Record of Events Pertaining to the Relocation of the New Suffolk Post Office FROM: Valerie Scopaz, Senior Planner DATE: March 24, 1993 On Thursday, March 18, 1993, the building housing the New Suffolk Post Office and Fagan's General Store was severely damaged by fire. This building was located an the northern side of the easternmost end of Main Street (CR 26). The building was one of the last two remaining buildings of the New Suffolk Shipyard complex, which once occupied the 3.5 acre site (SCTM # 1000-117-8-18. The entire property has been the site of the Marina Bay Club development proposal since January of 1985. On Saturday, March 20th, the New Suffolk Civic Association held a meeting to discuss the fire. Approximately one hundred residents of the hamlet met and agreed that preservation of the postal district was of the utmost importance to them. New Suffolk's mail is temporarily being routed to the Cutchogue Post Office. Five sites were suggested for the temporary relocation of the post office. Each of these buildings is vacant and available for rent. While a comment was offered about the possible unsuitability of one of the buildings for lack of running water, no other objections were raised. on Monday, March 22nd, two representatives of the United States Postal Service: Gordon Seabury, a regional manager, and Frank A. Barbieri, Sr. Real Estate Specialist met with me. We reviewed each of the five sites for suitability as a post office. The following factors were considered: ease of conversion to a post office, location (of site or first floor elevation) relative to the flood zone, and location relative to zoning. After their field inspection of the sites, the two representatives returned to the Planning office to discuss one of the sites in more depth. Of all the available buildings within the Hamlet Business zoning district, one was considered to be in the best condition for the Postal Service's purposes. This building is a small wood-frame bungalow that is located on a 7,550 square foot lot on the northwest corner of Jackson and First streets. It shares the lot with a small single family residence and a shed. Messeurs Seabury and Barbieri indicated that certain changes to the building and the site would be needed before the post office could move in. They asked whether the post office's needs could be accomodated by the Town; specifically: 1. whether the "No Parking" signs immediately in front of the bungalow could be removed and replace with 1115 minute parking" signs instead; 2. whether there would be objections to the construction of a small two or three car parking lot for handicapped access, and employee parking; 3. whether there were any other problems that the Town might have with the use of the building for a post office. The representatives stressed that they preferred to work with the community and the Town, rather than in opposition. I presented these questions to the Town Board, the Planning Board and the Building Department. Their responses are listed below. The Planning Board reviewed this matter at its work session on March 22nd and saw no problems with any of the necessary modifications to the bungalow or the site. The Town Board reviewed this matter at its work session on March 23rd and saw no obstacle to changing the parking restrictions on First street provided the Superintendant of Highways concurred. Later that afternoon, I met with Ray Jacobs, Highway Superintendant. He had no problem with the use of this site for a post office and further, suggested that the signs be worded to say "Parking for Postal Patrons only". That afternoon, I also spoke with Victor Lessard, Principal Building Inspector, who inspected the site later that day with Curt Horton. The inspectors found deficiencies in the building which would have to be corrected. The deficiencies are: 1. the width of the front door and its height off the ground do not permit access by wheelchair bound customers; 2. the foundation which consists of concrete block piles, is unstable; 3. the building is not fastened to the foundation; 4. a "skirt" around the foundation is needed; 5. the underneath of the first floor is not insulated (the cottage was renovated for summer usq only);._ On Wednesday, March 24th, I spoke separately with Gordon Seabury and Frank Barbieri, and relayed to each the information noted above. They were aware of the most of the deficiencies and had discussed same with the property owner. At this point, it appears that the property owner will resolve these matters to the satisfaction of the Building Department and the U.S. Postal Service. Subsequently, I notified Curt Horton that he may be contacted by either the postal representatives or the owners about correcting the deficiencies. I have inquired about the name and address of the appropriate person within the U.S. Postal Service to whom the Town Board should direct its correspondence in support of keeping the New Suffolk Post Office. It will be sent to supervisor Harris' office as soon as I receive it. Status reports will be filed with all involved parties as the situation progresses. P.S. By way of interesting background information: Ray Jacobs noted that the East Marion community owns and maintains their post office building. They charge the Postal Service a rental fee that covers their utility and maintainance expenses. East Marion may be the only community in the United States with this type of arrangement with the Post Office. CC: Scott L.
