Kim Fuentes, Coordinator and Julie McGivney,Assistant Town Attorney WORK SESSION: 3:00 PM The Commission and the Assistant Town Attorney discussed the ability to streamline applications that do not rise to the level of requiring a public hearing. A Certificate of Appropriateness may be issued with conditions to comply with the application as it was submitted. Additionally, the Certificate may indicate the need for submission of photographs by the applicant and the authority of the Commission to conduct a site visit after improvements are completed. Upon approval of improvements by site visit, a Certificate of Completion will be issued. RESOLUTION ADOPTED: A motion was made by Commissioner Surchin, seconded by Commissioner Santana that pursuant to Chapter 170 of the Town Code, it is within the authority of the Commission to promulgate rules necessary to conduct business, including issuing Certificate of Appropriateness when applications do not rise to the level of requiring public hearing. AYES: Commissioners Ostroski, Surchin, Wexler, Santana, Cubie, de Conciliis, and Woodhouse. (7-0) Pre submission Conferences: (30 Minutes allotted to each presentation) 3:12 P.M. —ORIENT REALTY, LLC —for a Certificate of Appropriateness under Section 170- 7(b) of the Southold Town Code at a registered landmark property to legalize as built structures on premises having a single-family dwelling, located at 675 Skippers Lane, Orient, NY. SCTM #1000-24-2-1. • Peter Marron, Architect, appeared to represent the applicant. • As indicated during the prior conference, the Commission is satisfied with the hot tub consisting of a circle of cedar wood and is satisfied with the outdoor shower. • During the prior meeting on April 27, 2023, the Commission suggested details of a redesign which included reducing the number of visible shingle courses at the second floor balcony wall by adding a band of wood trim at the top and lowering the metal pipe railing above for code compliance; and staggering or adding a gap between the slats of the mahogany wall surrounding utilities. Page 2, Minutes of Meeting of the Historic Preservation Commission May 25, 2023 • Mr. Marren indicated that the Commission's suggestions relating to the balcony was the wrong thing to do, aesthetically, and countered with two options; with and without a top band of trim, both options with an added cable wire to address code compliance at the railing. • Mr. Marren also stated that the redesign of the fence would be a mistake. The Commission responded by stating that the structure is a wall, not a screen. • The Commission agreed to move this matter to a public hearing and requested that the applicant resubmit designs as suggested prior to a public hearing: added cable wire at balcony railing, and gap (or staggering) between fence boards. A Motion was made to set a public hearing for June 22, 2023 by Commissioner\Cubie and seconded by Commissioner Santana. AYES: Commissioners Ostroski, Surchin, Wexler, Santana, Cubie, Woodhouse and de Consiliis (7-0). 3:42 P.M. —SEAN NORRIS—for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to construct a deck addition with stairway attached to an existing single-family dwelling, located at 30325 Route 25, Cutchogue, NY. SCTM No. 1000-102-2-18. • Sean Norris, appeared before the Commission to explain the project and presented photographs. • According to the applicant, the existing deck is unsightly, the concreted patio will be lifted and the only visible area from the right of way will be the stairs on the west side. • An entrance door will match the door currently installed, and the material will be pressure treated wood. • The Commission agreed to move this matter to a public hearing. A Motion was made to set a public hearing for June 22, 2023 by Commissioner Cubie and seconded by Commissioner Santana. AYES: Commissioners Ostroski, Surchin, Wexler, Santana, Cubie, Woodhouse and de Consiliis (7-0). 4:00 P.M. -CUTCHOGUE NEW SUFFOLK FREE LIBRARY-for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to install gutters and leaders to a non-residential building, located at 27550 Main Road, Cutchogue, NY. SCTM No. 1000-109-6-2.2. • Rosemary Winters, the applicant representative, appeared to describe the project and presented photographs. • The improvements on the library/church building proposes the installation of gutters and leaders, either in copper or white paint. • The Commission agreed to the installation of white aluminum six (6) inch half round seamless gutter system with four (4) inch white aluminum leader head and leader pipe on a Church Building, as depicted in photographs and elevations provided by the applicant. • The Commission made a motion to waive a public hearing. A Motion was made, pursuant to Chapter 170 of the Town Code, under the powers of the Commission,we have the authority to issue a Certificate of Appropriateness for matters that do not rise to the level of requiring a public hearing when deemed appropriate and impose conditions of approval as written in the Certificate of Appropriateness, by Commissioner Cubie and seconded by Commissioner Fabiola. (Commission Ostroski Recused) A motion was made to approve a Certificate of Appropriateness to permit the installation of gutters and leaders to a non-residential building, by Commissioner Wexler, seconded by Commissioner Woodhouse. (6-0) (Commissioner Ostroski Recused) Regular Meeting Called to Order: 4:02 Pm Pledge of Allegiance: Approval of Minutes: Motion to approve April 27, 2023 Meeting Minutes by Commissioner Wexler, seconded by Commissioner Surchin. AYES: Commissioners Ostroski, Surchin, Wexler, Santana, Cubie, Woodhouse and de Consiliis (7-0). Motion approved. PUBLIC HEARINGS (3): 4:04 P.M. -2440 Village Lane, LLC, Molly McNairy for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to install an Air Conditioner Condenser attached to single family dwelling, located at 2440 Village Lane, Orient, NY. SCTM # 1000-26-1-17.1. • Peter Marron, Architect, appeared to represent the applicant. • The proposed shielding of the condenser measures 4 ft. 10 in. wide by 7 ft. 2 in. high, and is made of natural red cedar as depicted on architect's elevation detail prepared by Peter Marren, Architect, date received March 21, 2023. A motion was made to Close the Public Hearing, by Commissioner Surchin, seconded by Commissioner Wexler. AYES: Commissioners Ostroski, Surchin, Wexler, Santana, Cubie, de Conciliis, and Woodhouse. (7-0) A motion was made to approve a Certificate of Appropriateness to approve the shielding as proposed to an Air Conditioner Condenser, by Commissioner Wexler, seconded by Commissioner Woodhouse. AYES: Commissioners Ostroski, Surchin,Wexler, Santana, Cubie, de Conciliis, and Woodhouse. (7-0) 3:40 P.M. — Laura Flavin for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to install a Fence/Pool Fence on the property of a single-family dwelling, located at 50705 Main Road, Southold, NY. SCTM # 1000-70-1-7.1. 1. Laura Flavin appeared before the Commission to describe the placement of her swimming pool and the surrounding fence. 2. The current proposal is an amended (Res. #12.17.19.1) relocation and size of the swimming pool to 14 ft. by 28 ft., as indicated on Survey prepared by F.C. Watson, Surveyor, dated June 14, 2019 received from the Southold Town Building Department on May 15, 2023 and Labeled C. A fence surrounding an in-ground swimming pool, described as C1300 Dog Eared Straight, Space Picket, as depicted on survey prepared by F.C. Watson, Surveyor, dated June 14, 2019, received March 27, 2023, and Labeled B; and A motion was made to Close the Public Hearing, by Commissioner Cubie, seconded by Commissioner Santana. AYES: Commissioners Ostroski, Surchin, Wexler, Santana, Cubie, de Conciliis, and Woodhouse. (7-0) A motion was made to approve a Certificate of Appropriateness for the relocation of the swimming pool and location of the fence, by Commissioner Cubie, seconded by Commissioner Santana. AYES: Commissioners Ostroski, Surchin, Wexler, Santana, Cubie, de Conciliis, and Woodhouse. (7-0) 3:45 P.M. — Henry Tomashevski, Jr. for a Certificate of Appropriateness under Section 170- 7(b) of Southold Town Code at a registered landmark property to Amend an approval for an Accessory Building, located at 370 Tuckers Lane, Southold, NY. SCTM No. 63-5-5. 1. Hank Tomashevski appeared before the Commission to describe the amended design of the accessory structure. The barn door design has changed and the windows as proposed on both sides of the barn door have been eliminated. A motion was made to Close the Public Hearing by Commissioner Wexler, seconded by Commissioner Surchin. AYES: Commissioners Ostroski, Surchin, Wexler, Santana, Cubie, de Conciliis, and Woodhouse. (7-0) A motion was made to approve a Certificate of Appropriateness of an amended design of an accessory structure (Barn Doors) by Commissioner Wexler, seconded by Commissioner Surchin. AYES: Commissioners Ostroski, Surchin, Wexler, Santana, Cubie, de Conciliis, and Woodhouse. (7-0) Old Business: 1. Landmark Incentive— No activity. 2. Potential Awards or Request Historical Status, include individuals, non-profit organizations, etc. No Activity 3. HPC Handbook. Revision is currently in process. 4. Shiloh Baptist Church —Commissioner Cubie described the progress. New Business: 1. John & Margaret Smyth -Application for Listing on the Southold Town Register of Designated Landmarks. —A site visit will be scheduled for June 2, 2023. Meeting Adjourned: 4:39 P.M. Motion to exit the public meeting and enter into Executive Session was made by Chairperson Surchin seconded by Commissioner Santana.
