Ms. Lanza recommended we apply for a building permit to determine what our process should be. The NYS Mesonet system is a series of weather stations throughout New York State which will collect and record weather data including temperature, air pressure, humidity and wind speed. This information will be provided to local, state and federal emergency planners as an accurate and up to data assessment of weather conditions on a localized level. Additionally, agricultural applications of the Mesonet data include improved insect and disease advisories, spraying recommendations, irrigation scheduling, frost protection, planting and harvesting recommendations and prescribed burn advisories. The development of the Mesonet System was implemented as public safety initiative in response to the impacts of Hurricanes Irene and Sandy, and Tropical Storm Lee and is sponsored as a collaborative effort between FEMA, Department of Homeland Security, and State of New York. The proposed weather station at property owned by Pindar Vineyards will feature a 33' steel tower with weather instruments located on the tower, soil sensors, a rain gauge, and will be powered fully by a solar charged battery cabinet. The site will be unmanned and technicians will visit the station three to five times annually. Preliminary construction drawings are attached to this email to show the installation and its specifications. The Mesonet installations are not regulated under the Telecommunication Act of 1996;the installation will not feature any personal communication service (PCS)transmitters, repeaters or antennas, nor will any equipment on the station requires an FCC license. Additionally,the weather station is not designed to solely measure wind speed and velocity for the purposes of a commercial wind farm. At no time could the station be retrofitted to accommodate any other uses than the Mesonet system. The data recorded at the site will be logged and sent to SUNY Albany by means of existing commercial wireless service (Verizon) as currently available through their existing network throughout the Southold Area. The site is expected to be in operation for+/-thirty years as per the agreement with Pindar Vineyards. We understand that this application may be perceived as a cellular tower as per the Town's regulations, however we wish to convey the difference of this installation. Ms. Lanza recommended we apply for a building permit to determine what our process should be. The NYS Mesonet system is a series of weather stations throughout New York State which will collect and record weather data including temperature, air pressure, humidity and wind speed. This information will be provided to local, state and federal emergency planners as an accurate and up to data assessment of weather conditions on a localized level. Additionally, agricultural applications of the Mesonet data include improved insect and disease advisories, spraying recommendations, irrigation scheduling, frost protection, planting and harvesting recommendations and prescribed burn advisories. The development of the Mesonet System was implemented as public safety initiative in response to the impacts of Hurricanes Irene and Sandy, and Tropical Storm Lee and is sponsored as a collaborative effort between FEMA, Department of Homeland Security, and State of New York. The proposed weather station at property owned by Pindar Vineyards will feature a 33' steel tower with weather instruments located on the tower, soil sensors, a rain gauge, and will be powered fully by a solar charged battery cabinet. The site will be unmanned and technicians will visit the station three to five times annually. Preliminary construction drawings are attached to this email to show the installation and its specifications. The Mesonet installations are not regulated under the Telecommunication Act of 1996;the installation will not feature any personal communication service (PCS) transmitters, repeaters or antennas, nor will any equipment on the station requires an FCC license. Additionally,the weather station is not designed to solely measure wind speed and velocity for the purposes of a commercial wind farm. At no time could the station be retrofitted to accommodate any other uses than the Mesonet system. The data recorded at the site will be logged and sent to SUNY Albany by means of existing commercial wireless service (Verizon) as currently available through their existing network throughout the Southold Area. The site is expected to be in operation for+/-thirty years as per the agreement with Pindar Vineyards. We understand that this application may be perceived as a cellular tower as per the Town's regulations, however we wish to convey the difference of this installation. A newly proposed mesoscale weather network station at Albany International Airport would increase the amount, frequency and accuracy of weather data, aiding researchers, emergency services, pilots and farmers by providing almost real-time conditions from a statewide network that follows instrument and reporting guidelines. - Using a $23.6 million grant from the Federal Emergency Management Agency, the University at Albany has built 50 of 125 planned mesonet stations, including state's first in Schuylerville last August. Karl Luntta, a spokesman for UAlbany, said there are also plans for a station in downtown Albany. The specific location has not been determined. The stations, by measuring statewide data every five minutes,would give researchers localized, trustworthy data. "We know the accuracy of the instruments, we know they're being calibrated and cleaned regularly," said Steve DiRienzo, a meteorologist for the Weather Service's Albany office. Having 125 stations throughout the state would provide "fine details that we wouldn't normally be able to see," he added. "The weather varies greatly over very short distances — people only really notice that when it snows." Unlike the current airport station, the new site would snap pictures every five minutes and record soil data up to 20 inches below the surface. "We use all that information and real-time monitoring of storms so it gives us a better understanding of how many people we need to keep on and respond to a storm," said Nathan Stone, a spokesman for National Grid. New York records six vertical profiles each day via weather balloons, Chris Thorncroft, co-director of the New York mesonet program, said in an email. The 17 enhanced sites would produce an unprecedented 4,896 profiles each day and would lead to "vastly improved early warning of extreme weather events," Thorncroft said. UAlbany's request for a no-cost land use permit from the airport for 19 years is under review by the airport authority board. The Rev. Kenneth Doyle, who chairs the board, said he and other board members declined to act on the proposal at the June meeting because they worried the station would damage a new membrane roof on Concourse C, which is designed to stop leaks. Doug Myers, the airport spokesman, elaborated on the board's concerns, saying the roof had recently been renovated "at quite an expense," although he declined to name a figure. Gary McManus, the state climatologist at Oklahoma Mesonet, said that state's system has been vital in the last two decades during wildfires and other disasters. In 2015, after five years of drought, Oklahoma had its wettest year on record, and the mesonet provided crucial flood and precipitation data. "The mesonet's special coverage helped the Weather Service determine where the worst of that flooding was occurring," McManus said.
