The Proposed Action involves the installation of a wireless communications facility 150f-foot above grade level
(agl)concealment pole with the antennas of multiple wireless service carriers concealed within, and two Southold
Fire District whip antennas mounted atop the concealment pole reaching a top height of 164-feet-I0±-inches agl,
at 61405 Main Road in the hamlet of Southold, Town of Southold, Suffolk County,New York.
Six Verizon Wireless panel antennas would be installed within the concealment pole in three sectors(two
panel antennas per sector)at centerline heights of 141-feet-2f inches agl and 146-feet-1±inch agl. Three
Dish Wireless panel antennas would be installed within the concealment pole in three sectors(one panel
antenna per sector) at a centerline height of 132±feet agl. There would be room for additional future
wireless service carrier antennas within the concealment pole below the Verizon Wireless and Dish
Wireless in the General Business Zoning District.
The Verizon Wireless equipment would be installed atop a proposed 10f-f6ot-by-20f-foot(200f-sf)
steel platform surrounded by a 42±-inch-high handrail, and would be covered by a steel canopy with a
top height of 11-feet-6f inches agl. Four Verizon Wireless GPS units would be mounted atop the
equipment canopy to a top height of 13-feet-6± inches agl.
The Dish Wireless equipment would be installed atop a proposed 8f-foot-by-l0±-foot(80f-sf)steel
platform surrounded by a 42f-inch-high handrail. One Dish Wireless GPS unit would be mounted atop
the equipment platform.
The Southold Fire District equipment would be installed atop a proposed 8f-foot-by-10±-foot(80f-sf)
equipment platform.
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program (LWRP)Policy Standards. Based
upon the information provided on the LWRP Consistency Assessment Form submitted to this department,
the proposed action is consistent with the below listed policies and therefore is recommended as
CONSISTENT with the LWRP.
Policy 1. Foster a pattern of development in the Town of Southold that enhances community character,
preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location,
and minimizes adverse effects of development.
Policy 3. Enhance visual quality and protect scenic resources throughout the Town of Southold.
3.1 Enhance visual quality and protect scenic resources throughout the Town of Southold.
D. Use appropriate siting, scales,forms, and materials to ensure that structures are
compatible with and add interest to existing scenic components.
The parcel is zoned M-II which is defined as §280-54 Purpose. The purpose of the Marine II
(MII)District is to provide a waterfront location for a wide range of water-dependent and water-
related uses, which are those uses that require or benefit from direct access to or location in
marine or tidal waters and which, in general, are located on major waterways, open bayfronts or
the Long Island Sound. Surrounding zoning includes:
1. North: R-80 zoning district,LIRR tracks, Town Open Space including wetlands
2. South: MII zoning district,County Open Space including wetlands, small vacant
parcel, active marina, R-40 zoning district to SE of parcel
3. East: MII zoning district,exterior boat storage
4. West: MII zoning district with Albertson Marine maintenance and sales office
building,exterior boat storage. Residential(R-80 zoning)begins just west of the
Albertson Marine parcel.
It should be noted that this location is not optimum for the siting of the wireless communication
facility and is the fifth of six preferred locations outlined in the Town Code. The co-location of
the Southold Fire District communication antennae is the main reason the wireless
communication facility has been considered for this location. Communication service gaps
outlined in the submitted reports, along with public hearing testimony regarding the emergency
response communication challenges Southold's Fire District face,this location is well suited to
improve telecommunications services in this area. Based on the Applicant's submitted materials,
the Towns consultant(CityScape) concurs with the Applicant's findings that the proposed
antennas for Dish,Verizon, and the Fire District will need to be placed on a new tower, on non-
Town-owned property, in this zoning district due to a lack of opportunity elsewhere(Planning
Board Staff Report November 20, 2023).
The monopole will be directly visible from State Route 25 (S.R. 25), a New York State Scenic
Byway, and is visible from publicly accessible vantage points seasonally and year-round by
routine travel of residents and visitors. The equipment compound is located behind an existing
boat storage warehouse structure on the subject property, is set back from the road,and is not
expected to be readily apparent to people traveling on NYS 25 due to the existing boatyard use.
A visual analysis titled Proposed Wireless Communications Facility Albertsons Marine(June
2023), prepared by VHB Consultants has been submitted and reviewed. The study analyzed a
one-mile radius from the 150' proposed concealment pole and associated equipment using a crane
test. The 12+foot Fire Department antenna proposed on the concealment pole was included.It is
recognized that the concealed antennae design contributes to mitigating adverse impacts on scenic
character. Furthermore, both carriers have submitted evidence supporting their proposed antenna
heights of 146 and 141 feet AGL for Verizon and 132 feet for Dish. The Fire District also
provided an engineering report from Integrated Wireless Technologies(IWT)which states that
"150 [feet of antenna height] is required to provide coverage at levels acceptable for Public
Safety communications systems and ensure the ability for the firefighter to communicate during
critical calls."
Based upon the analysis,the proposed action is not inconsistent with this policy. Specific
mitigation designs have been considered:
1. Concealment pole design. All antennae excluding the whip antennaes at the top of
the pole will be concealed.
2. Paint the pole with a neutral color to blend in with the sky. The applicant is
proposing a blue/gray color.
3. Screened by existing development, a six-foot tali chain link fence,and evergreen
vegetation. The applicant is proposing a staggered pattern of 6' tall evergreen trees
along the northern and western perimeter of the equipment compound.
The following notable designs of the wireless communications facility design to lessen impacts
on policies were also considered:
1. Design to minimize impacts from flooding. According to New York State,a 12-
inch scenario sea level rise will affect the parcel. The compound should be
designed accordingly.
2. Design to minimize impacts to the health and safety of the population from FCC
Maximum Permissible Exposure(MPE) limits. "Antenna Site FCC RF Compliance
Assessment and Report" by Pinnacle telecom Group,dated August 22,2022.
3. Structural integrity design to minimize impacts from a tower failure. Structural
Report Letter from Carpenter&Cross, Structural Engineers, dated September 22,
2023.
The site is cleared and improved;therefore,the proposed action will not result in the significant
removal or destruction of large quantities of vegetation.No significant adverse impacts to soils
will result.
Pursuant to Chapter 268, the Board shall consider this recommendation in preparing its written
determination regarding the consistency of the proposed action.

Nature and l�cten of tion:
The Proposed Action involves the installation of a wireless communications facility, including a
concealment pole and associated equipment, at 61405 Main Road in the hamlet of Southold, Town of
Southold, Suffolk County, New York(the "Subject Property," see attached Site Location map). Specifically,
the Proposed Action includes the installation of a 150±-foot above grade level (agl) concealment pole
with the antennas of multiple wireless service carriers concealed within and two Southold Fire District
whip antennas mounted atop the concealment pole reaching a top height of 164-feet-10±-inches agl. Six
Verizon Wireless panel antennas would be installed within the concealment pole in three sectors (two
panel antennas per sector) at centerline heights of 141-feet-2± inches agl and 146-feet-1± inch agl.Three
Dish Wireless panel antennas would be installed within the concealment pole in three sectors (one panel
antenna per sector) at a centerline height of 132± feet agl.There would be room for additional future
wireless service carrier antennas within the concealment pole below the Verizon Wireless and Dish
Wireless antennas.
The concealment pole would be installed within a 70±-foot-by-35±-foot (2,450±-square-foot [sf])
ground-based fenced equipment compound situated at the rear(north) side of the Subject Property
behind an existing boat storage warehouse.The equipment compound would include space for the
equipment of multiple wireless service carriers (i.e., Verizon Wireless, Dish Wireless and future carriers),
and the Southold Fire District.
The Verizon Wireless equipment would be installed atop a proposed 10±-foot-by-20±-foot(200±-sf)
steel platform surrounded by a 42±-inch-high handrail, and would be covered by a steel canopy with a

The Southold Fire District equipment would be installed atop a proposed 8±-foot-by-10±-foot (80±-sf)
equipment platform.
The equipment within the compound would be connected to the concealment pole via cable bridges (one
cable bridge per equipment platform).Additionally, utility connections (i.e., power and telco) would be
routed underground from an existing utility pole on Main Road to a proposed transformer and mesa
cabinet within the equipment compound. Power and telco conduits would be routed underground within
the equipment compound from the transformer and mesa cabinet to the equipment platforms.
All equipment within the compound would be elevated a minimum of 3± feet agl to provide a minimum
of two feet of clearance above the base flood elevation of six feet (North American Vertical Datum of
1988).

The equipment compound would be surrounded by a 6±-foot agl black chain link fence with an access
gate on the east side of the compound. Evergreen trees with a minimum height of 6± feet agl would be
planted in a stager pattern along the north and west sides of the compound to provide additional
screening.
Sect C— Evolgation of LWRP Policies
This section provides additional discussion of the relevant items listed in Section C of the LWRP
Consistency Assessment Form.
Policy 1 —Foster a pattern of development in the Town of Southold that enhances community
character, preserves open space, makes efficient use of infrastructure, makes beneficial use of a
coastal location, and minimizes adverse effects of development.
The proposed concealment pole and associated equipment compound would be situated upon an
unvegetated portion of the overall Subject Property, which currently serves as a boat storage and
maintenance facility.The Project Area would occupy only 0.06± acre (5.9± percent of the Subject
Property).The proposed concealment pole would conceal the antennas of multiple wireless service
carriers within the pole,thereby promoting co-location and obviating the need for multiple tall structures
throughout the community, and would be a neutral color to blend with the sky and surroundings.The
installation of Southold Fire District communications antennas would improve emergency response
services in the area. Further, the concealment pole would be situated along a corridor containing a variety
of uses, including marinas and the Long Island Rail Road (LIRR), rather than along the shoreline or on
agricultural or open space land. Finally, the presence of a communications facility along (or visible from)
the Main Road (NYS Route 25) corridor would not be precedent setting, as there are other similar facilities
with communications antennas along that roadway, including at the Southold Fire Department, 1.16±
miles west of the Proposed Facility, and at the Southold Police Department, 3.64± miles southwest of the
Proposed Facility. Overall, the design and location of the Proposed Facility minimizes adverse effects of
development and is consistent with this Policy.
Policy 2—Protect and preserve historic and archaeological resources of the Town of Southold.
Section 106 review was completed for the Proposed Facility.The New York State Historic Preservation
Office (NYSHPO) issued a determination as part of the Section 106 review, dated November 16, 2017,
indicating "No Historic Properties in Area of Potential Effects (APE)" for Direct Effects, and "No Adverse
Effect on Historic Properties in APE"for Visual Effects (see Appendix A for SHPO determination).
Therefore,the Proposed Facility is consistent with this Policy.
Policy 3— Enhance visual quality and protect scenic resources throughout the Town of Southold.
Although the proposed concealment pole would be visible from the surrounding area, including along
Main Road (a designated Scenic Byway), it is anticipated, as indicated by the visual analysis submitted
under separate cover(see Planning,Zoning and Visual Impact Analysis, VHB May 2023)that views would
be limited, as the proposed concealment would be obscured from view from many locations by
intervening structures and vegetation.The proposed ground-based equipment compound would be
situated at the rear of the overall Subject Property, behind an existing building, such that it would not be
visually prominent in views from the surrounding area. Finally,wireless service carrier antennas for
multiple carriers would be concealed within the concealment pole structure, screening the antennas from

view and obviating the need for multiple communications facilities in the area.Additionally, the
concealment pole's neutral coloration would allow it to blend with the surrounding area. Further,views of
the proposed concealment pole would not be unprecedented, as there are other similar facilities with
communications antennas along that roadway, including at the Southold Fire Department, 1.16± miles
west of the Proposed Facility, and at the Southold Police Department, 3.64± miles southwest of the
Proposed Facility. Overall,the Proposed Facility has been designed in a manner that is protective of visual
quality and scenic resources, consistent with this Policy.
Policy 4—Minimize loss of life,structures,and natural resources from flooding and erosion.
The Subject Property is not located within a Coastal Erosion Hazard Area.
According to the Federal Emergency Management Agency(FEMA) Flood Insurance Rate Map (FIRM) Panel
36103C0l59H, the Proposed Facility location is within a designated Special Flood Hazard Area (i.e.,Zone
AE, base flood elevation 6 feet).This indicates that there is a one percent annual chance of flood waters
reaching or exceeding the base flood elevations at the Subject Property.As indicated by the project
engineer, Azimuth Engineering, installation of the Proposed Facility would result in the minimal
disturbance of only 0.08± acre of existing unvegetated, previously developed areas on the Subject
Property and a 0.04±-acre reduction of impervious surfaces at the Subject Property, replacing existing
impervious surfaces with new landscaping (i.e., screening vegetation surrounding the ground-based
equipment compound). Furthermore, the Proposed Facility is designed to meet the Town's Floodplain
Development Permit requirements for nonresidential structures, as set forth at § 148-19(A) of the Town
Code.These design features include elevating the proposed equipment on platforms at least two feet
above the base flood elevation, and ensuring that the portions of the facility below the base flood
elevation (i.e., the base of the concealment pole and equipment platform support piers) will be
constructed to be watertight and substantially impermeable to the passage of water and are capable of
resisting hydrostatic and hydrodynamic loads and the effects of buoyancy. Based on the design of the
Proposed Facility, it is consistent with this Policy.
Policy 6— Protect and restore the quality and function of the Town of Southold ecosystems
including Significant Coastal Fish and Wildlife Habitats and wetlands.
The Project Area is not within or adjacent to a Significant Coastal Fish and Wildlife Habitat.The Project
Area is within the 100-foot jurisdictional adjacent area of NYSDEC and Town of Southold regulated
freshwater wetlands. Consultation is underway to secure wetlands permits from the NYSDEC and the
Town. As provided by the project engineer, Azimuth Engineering, during construction, silt fence, straw
bales, and other erosion and silt controls will be installed and maintained, as necessary, to prevent
adverse impacts on wetlands. It is also noted that the Proposed Facility would be on a previously
disturbed, unvegetated area, and would not result in any significant adverse impacts to ecosystems.
Policy 10—Protect Southold's water-dependent uses and promote siting of new water-dependent
uses in suitable locations.
As the Proposed Facility is a wireless communications facility, it would not directly protect or promote the
siting of water-dependent resources. However, existing and future water-dependent uses would
potentially benefit in emergency situations, as Verizon Wireless service, Dish Wireless service, and the
services of potential future wireless service providers that would co-locate within the facility, would be

enhanced. In addition,the Southold Fire Department would install communications antennas at the top of
the concealment pole,thereby improving its emergency communications capabilities.
Policy 13-Promote appropriate use and development of energy and mineral resources.
The Proposed Facility would use a minimal amount of electricity and would be unmanned.Therefore,the
effect on energy and mineral resources would be minimal.
