The above-mentioned has been reviewed for site development and the following comments are for the Board's consideration. Setbacks for proposed buildings- The proposed warehouse building is noted as being 70 feet from Corporate Road and 74 feet from commerce Drive, and is lag linear feet in width. As per section,280-64A,C which states that "Structures shall be set back at least 100 feet from the right -of—way," and " A project shall be divided into separate structures so that no single structure shall have more than 60 linear feet of frontage on the street. The setbacks of multiple structures on a parcel may vary, provided that the average setback of the structures meets the setbacks required above and all buildings are at least 75 feet from the right-of-way." After careful review, the Planning Board recommendation is to grant the above requested variances. The proposed use is in keeping with the nature and character of the area. Due to the permitted warehouse use, it would be common to have a single standing building of the size requested. The Light Industrial District allows for business and industrial uses on smaller lots. Therefore the proposed use would also be in keeping with the intent of the ordinance. The proposed substandard front yard setbacks on each street frontage would allow for an increased rear yard for adequate truck access to the rear of the site. In addition the building and the proposed fence will provide good screening for the proposed truck and loading area from view from both street frontages. Summary: The most significant issues appear to be those that can be mitigated through good site design to promote traffic safety, and adequate site circulation. A concern of this type of development would be that the site is developed for a warehouse use having a low parking requirement. All though, the applicant is showing additional parking on site, there are other uses allowed in the Zoning District that have a higher parking calculation. Therefore, should the use change to a more intensive use, parking should be evaluated for the new use. It should be noted that parking, landscaping and lighting will be reviewed carefully by the Planning Board to ensure the developed parking area will meet the needs of the use and be properly screened from view with a substantial buffer. The lighting plan will be reviewed so that all outdoor lighting is arranged so as to minimize the projection of direct light and glare onto adjoining properties and streets and will be imposed through conditions as part of an approved site plan.
