A meeting of the Southold Town Conservation Advisory Council was held Wed., July 12,
2023 in the Town Hall Conference Room and via Zoom.

CALL TO ORDER
John Stein called the meeting to order at 4:35PM.
REPORTS
John Stein attend the Board of Trustees meeting held on Wed., June 14, 2023 and
reported the meeting was business as usual.
CLIMATE SMART COMMUNITIES
John Stein met with Andrew Manitt, Deputy Director of the Sustainability Institute at Molloy
University on July 10th. A road map for Southold Town will be available next week. John

will send it to the CAC members and post it on the Town's website John has been
compiling information to send off to the State. Maggie Merrill and Carol Brown offered
their assistance.
TOWN BOARD LIAISON
Councilman Mealy re: CAC Progress Report to the Town Board
Councilman Mealy was not present, however he requested that Lauren Standish ask the
CAC is they would be willing to provide a progress report to the Town Board at a work
session. The members agreed to attend a work session and provide a progress report
tentatively for Tues., August 15tH
APPROVAL OF MINUTES
Moved by Caroline Burghardt, seconded by Maggie Merrill, to Approve the Minutes of
June 7, 2023.
RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT
APPLICATIONS
Moved by John Chandler, seconded by John Stein, it was
RESOLVED,to NOT SUPPORT the application of LITTLE POQUATUCK LLC for a
proposed pool drywell and pool equipment, inground pool 18'X 36' and coping seaward of
the CEHA. Proposed pool fencing approx. 278 If, proposed patio at grade 586 sf. and
proposed dormers at rear of existing home 275.8 sf. and 43.2 sf.

The CAC does Not Support the application because the proposed location of the
swimming pool is partially within the CEHA and the setbacks are not in compliance with
Ch. 275-Wetlands Code.

RESOLVED to SUPPORT the application of PAUL TANCK to remove existing 16'X 34'
in-ground swimming pool with adjoining 762 sf. of existing brick paver patio and pool
enclosure fence and replace it with a new 47'X 18' in-ground swimming pool with 1,326 sf.
of new masonry patio finished with stone pavers and new fence enclosure and gate out
outer edge of new patio.

RESOLVED to SUPPORT the application of SCOTT ERATH, ERATH AND SON LLC for
a first-floor addition to an existing one-story garage (256.1 sf.), second-story addition to
existing garage (852.1 sf.) and wood deck addition at rear of existing home (858.5 sf.).

RESOLVED to SUPPORT the application of GARY MANGUS & MIRIAM MEYERS to
install a 6'X 20.floating dock accessed by a 3'X 20' ramp with railing built directly off
existing bulkhead. Ramp and dock deck are to be thru-flow or equal to allow light
penetration. Application to include electrical power. Dredge 25-27 cy. of silt to provide 30"
min. to marine bottom for float and boat. Angle of repose from proposed marine bottom to
existing marine bottom 3:1 min. Spoils to be deposited and contained inside bulkhead for
dewatering.

RESOLVED to SUPPORT the application of ULGUR AYDIN & ABIGAIL NITKA for the
construction of a new 3,044 sf. single-story structure, new 5,120 sf. of permeable
driveway and paver/gravel paths, new 1,615 sf. paver/gravel patios, and 40 sf. outdoor
shower. Site work including four (4) 78 sf. drywells and grading for stormwater control and
landscaping, and clearing of approx. 15 trees conflicting with the house footprint and new
plant material.

RESOLVED to SUPPORT the application of JOE KADILLAK to construct a second-floor
addition (628 sf.) and interior alteration to existing single-family dwelling. Lift dwelling and
replace concrete block foundation.

RESOLVED to SUPPORT the application of ALEXANDER PERROS to demolish and
remove existing bluff stairway and deck adjacent to top of bluff; construct along eroding
toe of bluff approx. 93 sf. of stone revetment, consisting of approx. 3 to 5 ton stone placed
over 50 to 100 Ib. core stone and filter cloth; restore bluff face by constructing terrace
retaining walls and placing approx. 324 cy. of sand renourishment (including approx. 266
cy. of on-site material excavated from toe of bluff for revetment installation and approx. 58
cy. of clean sand to be trucked in from an approved upland source) to be vegetated with
native plantings; construct new 4'X 67' long elevated timber bluff stairway consisting of a
10'X 10' platform located landward of top of bluff, leading to stone steps to beach
incorporated into proposed revetment, remove existing concrete debris from beach;
establish and perpetually maintain a 10' wide non-turf buffer along top of bluff; and for the
existing 6' high fencing and fire pit/circular gravel patio.

deep drywell.

family dwelling (2,420 sf.); install a new I/A OWTS system; pool (592 sf.); pool fence
(150'); garage (455.2 sf.); retaining walls (289'); drive and motor court. All new structures
and terraces shall be a min. of 75' landward of the tidal wetlands boundary.

existing 769 sf. of accessory garage and construct in its place a 1,889 sf. two-story
dwelling with 38 sf. entry porch; install 190 sf. grade-level masonry landings and steps;
install 245 sf. of 215'sf. and 52 sf. stone walkways, stepping stones and 24" high X 30.5'
long free standing stone wall; install pervious gravel driveway, parking area and utility
area; relocate existing 8'X 14', 10'X 14' and 8'X 12' accessory sheds; install 238 sf. grade-
level gravel patio with free-standing wood posts, and install 3,.5' high garden fence;
remove existing 332 roofed-over brick patio, and construct 16'X 38' swimming pool and
858 sf. gravel level masonry pool patio; install 4' high pool fence enclosure fence;
demolish existing 403 sf. dwelling with 308 sf. covered porch and steps; including 67 sf.

sanitary system more than 150' from wetlands; install stormwater drainage system and
pool drywell; install utilities, including underground LP tank; generator, HVAC and pool
equipment; use approx. 108 cy. of excavated on-site material to achieve proposed grades;
install 2'X 26' long tread on edge with stone steps; maintain existing,6.5'X 46' and 5'X 18'
timber steps with 12' long retaining wall; selectively remove 35 trees from within area of
proposed clearing, and preserve 81 trees, including all trees located within proposed
25,800 sf. non-turf buffer; and establish native planting beds and mulched pathways within
proposed non-turf buffer.

RESOLVED to SUPPORT the application of VERONICA H. NASARY to legalize as-built
18'X 36' inground pool, stone patio surround, 4' pool fence with two (2) gates and 8'X 4'
landing. 4'X 12' staircase, 3X33.33' walkway, 4'X 69.7' raised walkway, 3'X 4' staircase,
4'X 33' of existing walkway. Remove 3' X 33.3' of existing walkway under proposed raised
walkway and cut existing pilings flush to grade. Existing electric lights (7) at pool and
along walkway to floating dock to be converted to permitted dark sky light fixtures.

RECOMMENDATIONS —AMENDMENTS TO WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by John Stein, seconded by Caroline Burghardt, it was
RESOLVED to SUPPORT the application of CAROLINE TUSCANO to Amend Wetland
Permit#10281 to establish a 10'X 4' pathway through Trustee non-turf area to DEC non-
disturbance area. Construct a 40'X 4' long X 4' wide raised walkway with staircase (24 sf.)
through DEC non-disturbance area to wetland boundary which includes 15' of the
remaining Trustee non-turf buffer and 25' Trustee non-disturbance buffer. Construct a
40'X 4' wide raised walkway (160 sf.) through DEC and Trustee non-disturbance area to
MHW line. Total length of raised walkway through DEC and Trustee non-disturbance
zones to HWM is 80 If. Construct 46'X 4' walkway to floating dock, install an 18.7'X 6'
floating dock with at 2'X 4' bump out for ramp with two (2) sets of dauphin pilings on ends
for stability. Walkway to have thru flow decking throughout with pressure treated pilings at
8' OC. Total length of walkway is 126 If.

Caroline Burghardt will attend the next Board of Trustees meeting scheduled for Wed.,
July 19, 2023.
The next meeting of the Conservation Advisory Council will be held on Wed., August 9,
2023 at 4:30PM in the Conference Room.

at 6:15 PM.
