Examination by myself and an insulating contractor found that R-30 material can be installed at the roof framing by blowing in the material. A similar approach can be followed for the framed exterior side walls, using an Owens Corning product with an R of 14. Crawl space and cellar accessible floor framing can be insulated with R-19 batts with vapor barrier, held in place with wire supports. The analysis presented in our letter of June 19. 1994 would then be modified as shown below: THERMAL RATING ANALYSIS Area U Value Rating Table RooFCeiling 1766 .028 + 36 6-3 Net Walls 3174 .053 + 316 6-1 Floors 1766 .044 + 9 6-3 With the effect of continued use of the presently installed fenestration factored in (as presented in our earlier correspondence), the net total thermal rating would become + 329. Compliance occurs when the thermal rating is no less than zero. Ultimately, the buyer may also wish to consider thermal improvements to both doors and windows. This analysis is presented to demonstrate code compliance with insulating requirements as they have been interpreted for this and similar structures by the New York State Energy Office. Field work for the study was conducted on June 18, 1994. Other than entry into the building's cellar and crawl space areas, no other access was possible. Therefore our study is based, in part, on information supplied by Victorian Realty concerning interior conditions. Information was also developed from observation into the building through windows and doors. While our study uses NYSECCC as the criteria for examination, it is important to note that the code does not apply to the general structure for several reasons. We suggest you reference our earlier provided code sections for specific details; code scope is discussed i~ section 7810.6. Specificslly, application to existing buildings occurs when there is an addition (none has been built), when substantial renovation occurs (i.e., 50% or more of a building system, measured in units appropriate to that system, is replaced within any 12 month period), and when certain special conditions are met. Special conditions include interior surface wall renovations wherein overall insulating value of the wall must be brought to a minimum of R-10 (no interior wall renovations have been made), and 50% or more of the fenestration is replaced (old windows and doors remain at all openings). The analytical approach followed is the thermal rating method for one and two family buildings, provided in NYSECCC. This analysis may be used if the Randolph Residence Energy Assessment 1 building is one or two family, is detached, is less than 5000 gross square feet, is three stories or less, and glazing area to gross wall area is less than or equal to 23% for the 6000 degree day area of Suffolk County. Our field measurements show the building to have a gross square footage of approximately 3500 square feet. Glazing to gross wall area ratio is approximately 17%. This approach, however, is invalid as applied to the building's doors. Thermal rating method usage is applicable when door U values are .40 or less, or a storm door is in place. Door U values at the subject property are .51 and no storm doors are installed. If the code applied to this structure, non-compliance would be shown by the negative thermal rating value. U values in this analysis were developed from field observations coupled with data supplied by the American Society of Heating, Refrigeration, and Air Conditioning Engineers (ASHRAE). Table references apply to those published in the 1991 edition of NYSECCC. The analysis demonstrates that the most effective insulation enhancements would be achieved in the areas of roof, wall, and floor insulation. Storm windows or insulated glazing would boost fenestration energy efficiency. Performance of Heating Equipment A new circulating hot water, oil-fired, boiler is installed. It bears a DOE rating of 218000 BTUh. This equipment, by code, must have an annual fuel utilization efficiency (AFUE) of a minimum of 78%. No information on the AFUE was posted or available. Randolph Residence Energy Assessment 2 The installation must comply with NYSECCC since it represents an installation affecting more than 50% of a building system (i.e., heating system). A submission by Gordon K. Ahlers, P.E. indicates the new heating system is capable of heating the premises to approximately 55 degrees Fahrenheit. Presumably this is based on a heat loss calculation for the structure. The usual design criteria would call for heating the building interior to 72 degrees Fahrenheit with a winter design dry bulb outdoor temperature of 10 degrees Fahrenheit for Suffolk County. Control of Heating Equipment The installation is a three zone system. It appears each zone is regulated by an individual thermostat. No air conditioning is in place, so heating and cooling sequencing does not apply. Duct and Ventilation Systems Not applicable in this premises. Insulation of Piping Systems Copper piping is installed for the circulating hot water heating system. None of it is insulated. Insulation is required by NYSECCC and should be installed. Service Water Heating Domestic hot water is provided by an integral boiler coil installed in the heating boiler. This appears to violate the intent of NYSECCC, sections 7813.32 and 7813.33. Integral coils in heating boilers can provide domestic hot water only when used in conjunction with an unfired hot water storage tank insulated to at least R-6, and with a boiler AFUE of at least 78%. Hot water supply piping must also be insulated. Electrical Systems A new electrical service circuit breaker panel has been installed. It is a 120/240 nominal volt feed protected by a 200 ampere main circuit breaker. Because of limited access, full assessment was not possible. The system does include NYSECCC required individual separate electric meter. Lighting equipment and systems could not be examined. It appears likely that much, if not all, of the old systems remain in place and that the work provided a new service and additional distribution. Randolph Residence Energy Assessment 3 Conclusions While the building would certainly benefit from improvements in the efficiency of its thermal envelope, these cannot be mandated through NYSECCC in our professional opinion since no renovation to building envelope systems has been undertaken that would have fallen under the purview of the code. Installation of the boiler/heating and domestic hot water systems appears to have been done in violation of NYSECCC requirements. Corrective action should include evidence that the required AFUE is possible, insulation of all piping, installation of a domestic hot water storage tank, and demonstration that the 55 degree Fahrenheit indoor temperature value was a properly documented alternative indoor design condition. Since the 72 degree indoor design heating temperature is a maximum, it is possible that both owner and installer agreed on a smaller output heating plant for reasons of economy.
