These windows have a quick release mechanism which I believe has been demonstrated to you. The spirit of the code, I believe, is to allow quick and easy escape from a fire, with a specific size required for exit. It has been demonstrated, in my opinion, that this quick release which allows a legal sized opening, is as easy to operate as the standard locking device found on almost all double-hung windows. While I understand that this is a matter of interpretation, it is my opinion that the quick release of the lower sash constitutes the "openable parts of windows" as required by Section 714.1(b) of the Regu,l,ati,ons_„_o,fthe.
