Dear Mr. Russell,
Please accept this objection letter from the Marlene Lane Civic Association (MLCA). The
MLCA represents 50 homeowners on Marlene Lane in Mattituck. The purpose of this letter is
to voice our concerns related to a new building project that is proposing the construction of 75
one,two and three bedroom affordable rental housing units off the Main Road in Mattituck. It
appears that a zoning change must be approved by the Southold Town Board in order for this
project to move forward.
As residents of this fine community we would like to have our voices heard objecting to the
approval of this project. We do not want to stop anyone from joining the Mattituck community
but we also do not want to add to the negative results that this project may cause. These could
include but are not limited to the capacity of our school system,the environmental impact, the
addition of traffic on our already overloaded road,the unknown effects of our school and/or
property taxes, and any other negative effects to our community.
We are aware of and support the strict building and zoning requirements of the Town of
Southold. We especially support the building rules related to the purchase and sale of large
parcels of property including current farmland and uninhabited wooded areas. We support the
stringent zoning requirements since their ultimate goal is to preserve the beauty and
quaintness of our North Fork communities. We do, however, object to the exceptions to these
zoning requirements for this or other larger scale construction and building projects.
The southern-most border of this parcel is less than 600 feet from Peconic Bay and its
western border is less than 550 feet from Horton Creek/Lake. Clearly the water table and
water quality is impacted as will be the Osprey nesting and wildlife. What does it really mean
that the developer, Mr. Pawlowski, would "explore every option" to include an on-site sewage
treatment plant in this plan? It is cost prohibitive—an onsite sewage treatment plant would
cost millions to build, operate and maintain. The reeking odor would be ten times worse than
that of the Crescent Duck Farm in Riverhead at that certain time of day.
This area of Mattituck has been saturated with new complexes recently. There has been the
construction of CVS, 7-11, and the 35 affordable complex unit on Factory Avenue. It would
seem that our area has absorbed enough.
Under an agreement a couple of week ago, regarding the Heritage project in Cutchogue, that
developer Nocro, Ltd. has agreed to pay the Southold Town $2 million so that the developer
does not have to comply with the town's affordable housing standards. Mr. Russell stated that
the town would deposit the$2 million in the town's affordable housing fund to go toward the
construction of affordable housing elsewhere in Southold.
You cannot in good conscience overburden a community that has already endured too
much. Perhaps another community should be considered. Once again, as residents of this fine
neighborhood we would like to have our voices heard. We would appreciate a response from
you and would welcome an opportunity to discuss this further.
