HomeMy WebLinkAboutLP-06/13/2023 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, June 13, 2023 at 7:00 p.m. This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold Town Hall Annex, 54375 Route 25 (Main Road), Southold, New York. The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did not have access to a computer or smartphone, there was an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. It is expected that the Committee will enter into Executive Session* at some point after opening the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. Committee Minutes and Administration • Acceptance of LPC meeting minutes from May 30, 2023 MOTION made by Sam McCullough, seconded by Anne Murray, to accept the 5/30/2023 LPC meeting minutes. Motion carried: 4/0 (Eric and John abstained) • Next LPC Meeting Date: June 27, 2023 General Preservation • Review— Ranking and Prioritization of Land Preservation Open Space Applications The Committee discussed the need to finalize the Committee's draft guidelines for open space land preservation applications. Committee members suggested that a property's contribution to water quality protection and improvement should play a role in the prioritization of open space acquisitions. The Committee also discussed how open space stewardship, such as trail maintenance, requires more Town resources than development rights acquisitions. The Committee members plan to propose revisions to finalize the open space guidelines at a later date. Inquiries/Applications for Uses or Structures on Preserved Property • None Stewardship and Management • Reinhardt SCTM# 1000-102.4-5.3 Property subject to Town PDR: Concerns raised regarding use of property The Committee discussed concerns raised about storage containers, trailers, and other materials stored on the property. The Committee members noted that the storage containers' location on the property may be a violation of the Town Code and instructed Lilly to refer the property to Code Enforcement for further inspection and follow up. The Committee noted that the property is not in active agriculture, and that items observed on the property, including storage containers, wood, bricks, and trailers, are likely not related to agricultural production. Land Preservation Applications & Potential Applications: • EXECUTIVE SESSION- Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value Thereof MOTION made by Sam McCullough, seconded by Anne Murray, to enter into EXECUTIVE SESSION. Motion carried: 7/0 The LPC members entered into EXECUTIVE SESSION at 7:41 p.m. Meeting locked. o Lillian McCullough, Land Preservation Executive Assistant, gave updates on inquiries, new applications, appraisals and current applications. o Holly Sanford, Peconic Land Trust, discussed a new application. MOTION made by Doris McGreevy, seconded by Eric Keil, to exit Executive Session. Motion carried: 7/0 EXECUTIVE SESSION ENDED at 8:33 p.m. Land Preservation Applications & Potential Applications -OPEN SESSION MOTION made by Sam McCullough, seconded by Eric Keil, to recommend to the Town Board that the Town commission an appraisal for Application Number 2023-3 for the purposes of providing the market value of a development rights easement on all but 2.03±acres of the property, in accordance with a design as discussed by the Land Preservation Committee while in Executive Session, whereby the 2.03± acres will be prohibited from being further subdivided from the land subject to the easement and will remain linked to the larger parcel.
