The proposed wireless communications facilities are a necessary element of the new MTA Police Department radio network,identified as the Metropolitan Regional Radio System(the"MRRS")that provides an essential governmental function,namely supporting the safety of millions of our customers. The MTA has taken extraordinary steps to site the police radio towers in locations that have the least impact on the affected communities while maintaining the necessary coverage levels. The proposed sites are the only feasible alternative. A controlling line of case law confirms the applicability of the Section 1266(8)exemption in the context of transportation-related activities such as the installation and operation of police radio telecommunications towers.And it firmly establishes that such exemptions extend to contractors and licensees providing transportation-related services and facilities for the benefit of the MTA and its agencies. ("CityScape") in its capacity as telecommunications consultant for the Town, has considered the merits of an application submitted by Metropolitan Transportation Authority of New York ("MTA" or "Applicant") to modify and upgrade antennas and electronic equipment to an existing monopole-type support structure. The facility is owned by Crown Castle and is located at 21855 Country Road 48 in Cutchogue, see figure 1. The subject tower currently holds all current New York MSA licensed cellular-type operators (AT&T, Sprint/Nextel, T-Mobile/MetroPCS, and Verizon) mounted on the tower. The applicant has stated they propose to add equipment for their internal communications, which CityScape has confirmed. Additionally, the Applicant proposes to utilize a monolithic shelter at ground level and a diesel generator to provide emergency back-up electrical service within the existing ground compound area. The subject tower is a total elevation of one hundred eight (108) feet with antenna base for MTA mounted at the one hundred seven (107) foot elevation. The Applicant's antennas will extend above the tower top with a center of radiation level at one hundred seventeen (117) feet and one hundred nineteen (119) feet, see figure 2. The top mounted antennas consist of two (20) omni directional whip-type antennas. Page 2 Telecommunications Site Review New York- Equipment Upgrade The Applicant's final antenna configuration will consist of two (2) whip-type antennas the base of the antenna will be located at the same level, see figure 3. Interconnecting the antennas will be the one (1) 1.625 inch feed line for transmit, one (1) 0.875 inch feed line for receive and one (1) 0.5 inch feed line for TTA codex communications. The Applicant submitted an initial Structural Analysis Report dated August 11, 2016 and a supplemental Structural Opinion Letter dated March 14, 2017. The analysis states two (2) of the feed lines are to be mounted externally based on the fact that previous feed lines have been externally mounted, see figure 4. Previous upgrades at the facility, all for fourth generation (4G) upgrades, have included Sprint/Nextel in 2012, AT&T in 2013, T-Mobile in 2014 and Verizon Wireless in 2015. In 2013, the tower required modifications to remain in compliance and following the AT&T upgrades, the tower stress rating was 92.8%. T-Mobile upgrades that followed in 2014 included removal of unused equipment which resulted ion a tower rating reduction to88.6%. Thereafter, additional upgrades by Verizon in 2015 increased the structural capacity to 93.5% which in the allowable limit for the support structure at 105%. The underlying foundation was 73.2% out of an allowable maximum of 110%. The multiple tower stress ratings is important because the overall tower stress rating following the proposed MTA modifications will reduce the overall rating of the structure. The tower, when built was required to use the ANSI/ELVTIA-222 F, Series II, Exposure Category D, which is a higher standard because the tower is located near open water. In 2015, the IBC created an exception that changed the computation methodology for all towers located near open bodies of water. Exposure Category D was downgraded to 16 times the height of the tower. This is acceptable because the current distance that would require an Exposure D rating is 1,728 feet, and the tower is actually 5,187 feet from the closest open body of water, see figure 5. The Applicant's submitted an updated Structural Analysis Report dated March 14, 2017, which was conducted using the accepted ANSI/EIA/TIA-222-G standard and Exposure Category C, using Exception 5 of the 2015 IBC. The new tower rating, following the proposed MTA addition, will be 78.8% out of a maximum 105%, see figure 6. The new rating will be of sufficient capacity to maintain the existing and proposed equipment for the subject tower, with potential additional tower capacity for future carrier upgrades and modifications. ("CityScape") in its capacity as telecommunications consultant for the Town, has considered the merits of an application submitted by Metropolitan Transportation Authority of New York ("MTA" or "Applicant") to modify and upgrade antennas and electronic equipment to an existing monopole-type support structure. The facility is owned by Crown Castle and is located at 21855 Country Road 48 in Cutchogue, see figure 1. The subject tower currently holds all current New York MSA licensed cellular-type operators (AT&T, Sprint/Nextel, T-Mobile/MetroPCS, and Verizon) mounted on the tower. The applicant has stated they propose to add equipment for their internal communications, which CityScape has confirmed. Additionally, the Applicant proposes to utilize a monolithic shelter at ground level and a diesel generator to provide emergency back-up electrical service within the existing ground compound area. The subject tower is a total elevation of one hundred eight (108) feet with antenna base for MTA mounted at the one hundred seven (107) foot elevation. The Applicant's antennas will extend above the tower top with a center of radiation level at one hundred seventeen (117) feet and one hundred nineteen (119) feet, see figure 2. The top mounted antennas consist of two (20) omni directional whip-type antennas. Page 2 Telecommunications Site Review New York- Equipment Upgrade The Applicant's final antenna configuration will consist of two (2) whip-type antennas the base of the antenna will be located at the same level, see figure 3. Interconnecting the antennas will be the one (1) 1.625 inch feed line for transmit, one (1) 0.875 inch feed line for receive and one (1) 0.5 inch feed line for TTA codex communications. The Applicant submitted an initial Structural Analysis Report dated August 11, 2016 and a supplemental Structural Opinion Letter dated March 14, 2017. The analysis states two (2) of the feed lines are to be mounted externally based on the fact that previous feed lines have been externally mounted, see figure 4. Previous upgrades at the facility, all for fourth generation (4G) upgrades, have included Sprint/Nextel in 2012, AT&T in 2013, T-Mobile in 2014 and Verizon Wireless in 2015. In 2013, the tower required modifications to remain in compliance and following the AT&T upgrades, the tower stress rating was 92.8%. T-Mobile upgrades that followed in 2014 included removal of unused equipment which resulted ion a tower rating reduction to88.6%. Thereafter, additional upgrades by Verizon in 2015 increased the structural capacity to 93.5% which in the allowable limit for the support structure at 105%. The underlying foundation was 73.2% out of an allowable maximum of 110%. The multiple tower stress ratings is important because the overall tower stress rating following the proposed MTA modifications will reduce the overall rating of the structure. The tower, when built was required to use the ANSI/EIA/TIA-222 F, Series II, Exposure Category D, which is a higher standard because the tower is located near open water. In 2015, the IBC created an exception that changed the computation methodology for all towers located near open bodies of water. Exposure Category D was downgraded to 16 times the height of the tower. This is acceptable because the current distance that would require an Exposure D rating is 1,728 feet, and the tower is actually 5,187 feet from the closest open body of water, see figure 5. The Applicant's submitted an updated Structural Analysis Report dated March 14, 2017, which was conducted using the accepted ANSI/EIA/TIA-222-G standard and Exposure Category C, using Exception 5 of the 2015 IBC. The new tower rating, following the proposed MTA addition, will be 78.8% out of a maximum 105%, see figure 6. The new rating will be of sufficient capacity to maintain the existing and proposed equipment for the subject tower, with potential additional tower capacity for future carrier upgrades and modifications. ("CityScape") in its capacity as telecommunications consultant for the Town, has considered the merits of an application submitted by Metropolitan Transportation Authority of New York ("MTA" or "Applicant") to modify and upgrade antennas and electronic equipment to an existing monopole-type support structure. The facility is owned by Crown Castle and is located at 21855 Country Road 48 in Cutchogue, see figure 1. The subject tower currently holds all current New York MSA licensed cellular-type operators (AT&T, Sprint/Nextel, T-Mobile/MetroPCS, and Verizon) mounted on the tower. The applicant has stated they propose to add equipment for their internal communications, which CityScape has confirmed. Additionally, the Applicant proposes to utilize a monolithic shelter at ground level and a diesel generator to provide emergency back-up electrical service within the existing ground compound area. The subject tower is a total elevation of one hundred eight (108) feet with antenna base for MTA mounted at the one hundred seven (107) foot elevation. The Applicant's antennas will extend above the tower top with a center of radiation level at one hundred seventeen (117) feet and one hundred nineteen (119)feet, see figure 2. Page 2 Telecommunications Site Review New York- Equipment Upgrade The Applicant's final antenna configuration will consist of two (2) whip-type antennas the base of the antenna will be located at the same level, see figure 3. Interconnecting the antennas will be the one (1) 1.625 inch feed line for transmit, one (1) 0.875 inch feed line for receive and one (1) 0.5 inch feed line for TTA codex communications. The Applicant submitted an initial Structural Analysis Report dated August 11, 2016 and a supplemental Structural Opinion Letter dated March 14, 2017. The analysis states two (2) of the feed lines are to be mounted externally based on the fact that previous feed lines have been externally mounted, see figure 4. Previous upgrades at the facility, all for fourth generation (4G) upgrades, have included Sprint/Nextel in 2012, AT&T in 2013, T-Mobile in 2014 and Verizon Wireless in 2015. In 2013, the tower required modifications to remain in compliance and following the AT&T upgrades, the tower stress rating was 92.8%. T-Mobile upgrades that followed in 2014 included removal of unused equipment which resulted ion a tower rating reduction to88.6%. Thereafter, additional upgrades by Verizon in 2015 increased the structural capacity to 93.5% which in the allowable limit for the support structure at 105%. The underlying foundation was 73.2% out of an allowable maximum of 110%. The multiple tower stress ratings is important because the overall tower stress rating following the proposed MTA modifications will reduce the overall rating of the structure. The tower, when built was required to use the ANSI/EIA/TIA-222 F, Series II, Exposure Category D, which is a higher standard because the tower is located near open water. In 2015, the IBC created an exception that changed the computation methodology for all towers located near open bodies of water. Exposure Category D was downgraded to 16 times the height of the tower. This is acceptable because the current distance that would require an Exposure D rating is 1,728 feet, and the tower is actually 5,187 feet from the closest open body of water, see figure 5. The Applicant's submitted an updated Structural Analysis Report dated March 14, 2017, which was conducted using the accepted ANSI/EIA/TIA-222-G standard and Exposure Category C, using Exception 5 of the 2015 IBC. The new tower rating, following the proposed MTA addition, will be 78.8% out of a maximum 105%, see figure 6. Page 3 Telecommunications Site Review New York- Equipment Upgrade The Applicant did not submit calculations to assure compliance with all FCC standards regarding human exposure to Radio Frequency energy. Cityscape does not believe new calculations are necessary or required because the subject power levels with the mounted antenna elevation on the monopole are a sufficient distance from general human presence, which the FCC has determined, is greater than theoretical calculations necessary. The Applicant's frequencies operate in a range outside of the Town's wireless services and should not be an interference concern to the Town's public safety communications as long as the operator complies with applicable federal interference rules. All designs and plans for the proposed new facilities were developed according to accepted practices of RF propagation engineering, structural capacity and the persons completing all work are sufficiently qualified within their disciplines. I certify that to the best of my knowledge all of the information included herein is accurate at the time of this report; therefore CityScape recommends approval with the following conditions: 1. The proposed emergency power generator shall conform to the Town's noise limit of 45db; and, 2.
