Watching the mountains of sand and dirt being excavated for the Enclaves,we feel helpless. However,we wanted to call
your attention to another big business event venue that might have flown beneath your radar:the building known as the
Grange Rouge Artist Workshop at 56995 Main Road in Southold,SCTM #1000-63.-3-18.1.
We are writing to express our concern regarding the apparent intent of the owners to increase the intensity of use of
this property.According to their website under"Events", North Fork Table and Inn is able to accommodate 225 seated
guests on "the North Lawn" of their property. Photos on social media show parties at the artist workshop (see
below). Please help in preventing any such increased intensity until the required site plan review is completed and the
Planning Board approves any changes to the property's use.
As background, in a July 23, 2020 letter from then-Chair Wilcenski to Chief Building Inspector Verity,the Chair noted that
the proposal at that time was to convert an existing accessory barn building to an artist workshop and indicated the
proposal would not trigger the need for a site plan approval and review under SEQRA because the workshop was
proposed to be only"for occasional owner use,"would not be open to the public,would not have retail sales, and would
have adequate parking. In the letter the Planning Board requested that a determination be made that no site plan be
required at that time. The Planning Board letter noted that "...should the building be expanded or use intensified,the
Planning Board supports a determination that site plan approval be required at that time."
It now appears that the building owners are planning to increase the intensity of building use well beyond "occasional
owner use." Social media posts on Instagram and Facebook (see screen shots below) suggest that the building is being
marketed as an event space associated with the North Fork Table and Inn.Accompanying photos suggest either events
have already taken place or have been staged (perhaps for photo shoots), clearly signaling intent to use the space for
large events.
It appears to us that building use for events, or the intent to do so,violates the conditions the Planning Board set forth
in their July 23, 2020 letter. We respectfully request your reply indicating the steps the Planning Board and Building
Department will take to forestall such use until a site plan review can be completed.

Re: Site Plan Use Determination (SPUD): Grange Rouge Artist Workshop
SCTM#1000-63.-3-18.1
At their July 20, 2020 Work Session, the Planning Board met with Mr. Martin Finnegan,
Esq., where the above-referenced application was discussed. After hearing the proposal
for the conversion of an existing accessory storage building to an Artist Workshop as a
second principle use, it seems that the proposed use will not trigger the requirement for
site plan approval and therefore; no further review under SEQRA. With regard to the
letter submitted by Martin Finnegan on July 20, 2020, the Artist Workshop is proposed
for occasional owner use, will not be open to the public and with no retail sales,
adequate parking will be provided and the subject building is located over 164 feet north
of Route 25. Furthermore, this proposal within the Hamlet Business (HB) zoning district
is supported by the Southold Town Comprehensive Plan.
The Planning Board respectfully requests that the requirement for site plan approval be
re-examined, and that a determination be made that no site plan approval is needed at
this time.
Should the facility be open to the public for any reason, or should the building be
expanded or use intensified, the Planning Board supports a determination that site plan
approval be required at that time. Until that time, the Planning Board recommends that
the applicant provide all exterior lighting information to verify compliance with Chapter
172 of the Southold Town Code, satisfy all requirements from the Building Department,
Chapter 236, and obtain waste water approval from the Suffolk County Department of
Health Services.
