Our team has the experience, interdisciplinary expertise, and up-to-date knowledge of the State Environmental Quality Review Act to assist, advise, and guide the Southold Planning Board in their role as Lead Agency supervising the SEQRA review of the Strong’s Storage Buildings proposal. The result will be a thorough and efficient review and analysis of the potential impacts the proposed project. The H&H team will be led by Sarah Brown AICP. Sarah is a Principal Planner with more than 23 years of experience providing land use, zoning, development assistance and environmental services to villages, cities, and towns in New York State. She is an expert in understanding the State of New York’s environmental process and is well versed in SEQRA and its required documentation for all types of projects. He has 30 years of urban, transportation, land use, environmental, and transit planning experience and has managed projects across the country. Firm Profile & Resumes JOSEPH ‘LEE’ ADAMS, PE ASSOCIATE/CIVIL – WATER RESOURCES ENGINEER SUMMARY BIOGRAPHY Lee Adams is the Practice Lead of H&H’s Water Resources Group. He specializes in hydrologic & hydraulic analyses and modeling; highway drainage; stormwater management; scour analysis and countermeasure designs of existing bridges and for proposed structures over fluvial and coastal waterways; and state and federal permitting. He primarily works on infrastructure projects for public and private clients. Mr. Adams is experienced in all phases of project development, from concept development through the completion of construction, including design development, preparing construction contract documents, and providing engineering consulting services during project construction. In addition to bridge and highway projects, Mr. Adams is experienced with the inspection and permitting of dam rehabilitation/reconstruction projects. PROJECT EXPERIENCE Kosciuszko Bridge over Newtown Creek Replacement Design Queens, NY | New York State DOT Region 11 Hydraulic Engineer. Prepared bridge scour susceptibility analysis report and designing shoreline erosion protection as part of the replacement study for this major New York bridge. Developed models to analyze the Newtown Creek drainage basin for fluvial peak flows using TR-55 Urban Hydrology methodology and software, in addition to modeling and analyzing the tidal response of Newtown Creek per HEC-18 guidance. Also, modeled peak discharge design flows through the creek at the bridge using HEC-RAS river modeling software to determine design stream velocities and estimated vessel wave forces for rip-rap shoreline protection and pier protection during construction and post-construction phases of the bridge replacement project. English Creek Bridge Replacement Egg Harbor, Atlantic County, NJ | Atlantic County Planning & Engineering Project Engineer & Lead Design Engineer. Mr. Adams was responsible for designing a replacement for the existing slot drain and scupper systems. Design included the reconfigured bridge deck drainage system. Design also included a reconfiguration of the existing corrugated metal pipe and road inlet roadway collection system. H&H evaluated the proposal to rezone the 18-acre office building site zoned PUD to increase the allowable density for age-targeted apartment and townhouse units with independent and assisted living residences, memory care units, and related infrastructure on a site with wetlands and steep slopes. Project Understanding & Scope of Work Project Understanding The Southold Town Planning Board is seeking a consultant to prepare the Final Environmental Impact Statement in connection with the site plan application before the Planning Board involving the proposed construction of two buildings for boat storage on a 32.6-acre property with the Marine II and R-80 Zoning Districts. The Draft Environmental Impact Statement has been accepted for public review, with public hearings taking place on May 15, 2023 and June 5, 2023 and written comments being accepted until July 10. The project involves the removal of 135,000 cubic yards of sand, construction near Mattituck Creek, which is a tidal wetland, storage of 8,000 gallons of liquid propane, construction within the floodplain, the removal of 500+ trees, visibility from scenic resources, and excessive truck traffic from construction activities. Given the potential environmental impacts of the proposal, the Planning Board will need to take the SEQRA “hard look” to ensure that all impacts have been identified, analyzed, and mitigated to the fullest extent practicable. As noted in the RFP, over 160 people attended the first public hearing. The comments from the public hearing and written comment period will need to be inventoried, categorized, and responded to in the FEIS along with any further analyses that may be needed to be expanded on from the Draft Environmental Impact Statement. We have outlined our approach to the project in the following phases: Scope of Work This section incorporates and expands on the items listed under “Tasks” & “Deliverables” on page 3 of the RFP.
