SCTM# 1000-25-1-18 Owner: JOTAS, Corp./Joan Turturro RESOLUTION: WHEREAS, 1000 Village Lane, Orient, NY, is on the Town of Southold Registry of Historic Landmarks; and WHEREAS, as set forth in Section 170-6 of the Town Law(Landmarks Preservation Code) of the Town of Southold, all proposals for material change/alteration must be reviewed and granted a Certificate of Appropriateness by the Southold Town Historic Preservation Commission prior to the issuance of a Building Permit; and WHEREAS, the applicant's representative submitted a proposal on May 31, 2023, to construct foundation repairs and approve of six (6) feet high As-Built Wood Fence attached to an existing commercial building; and WHEREAS, the proposed foundation repair is depicted in Engineering Plans prepared by Louis Schwartz, LPE, dated April 26, 2023, and revised June 23, 2023; and WHEREAS, the "as-built" wood fence is depicted in photographs submitted by the applicant's representative received on May 17, 2023; and WHEREAS, the Commission has determined that pursuant to Chapter 170-4(E)(2) of the Southold Town Code, the Commission has the authority to determine that some proposals do not rise to the level of requiring a public hearing, as the proposal is de minimus in nature; and WHEREAS, the Commission has determined that the subject application is de minimus in nature and therefore does not require a Public Hearing, and Certificate of Appropriateness #6.22.23.3 HPC,JOTAS, SCTM No. 1000-25-1-18 WHEREAS, the applicant shall submit to the Commissioners photographs of the finished improvements upon completion; and WHEREAS, the Commissioners may conduct a site inspection of subject premises once improvements are completed; and FOUNDATION REPAIRS: NOW THEREFORE BE IT RESOLVED,that the Southold Town Historic Preservation Commission determines that Foundation Repairs as depicted in Engineered Plans prepared by Louis Schwartz, LPE revised June 23, 2023 meets the criteria for approval under Section 170-8 (A) of the Southold Town Code; and BE IT FURTHER RESOLVED,that the Commission approves the request for a Certificate of Appropriateness, subject to approvals by all involved agencies; and BE IT FURTHER RESOLVED, that any deviation from the approved plans referenced above may require further review from the Commission. MAY 3 12023 D , Thank- ouTOWN OFSOUTHOLD Y HISTORIC PRESERVATION COMMISSION Joan Chambers Concerning: 1000 Village Lane �aW�of- OrientcOR��p 1000-25-01-18 May 22, 2023 On or about April 16th the landscape contractor for the above named property noticed that the 12" wide skirt board on the lower edge of the siding on the south side of the building at 1000 Village Lane was rotting and the paint was peeling. He recommended to the owner that she replace the board. The owner asked her contractor to replace the board but when he removed the skirting he discovered that the foundation underneath the south east corner of the building was insufficient and about to fail. Photos of this foundation are attached to this correspondence. As soon as the skirt board was removed a neighbor informed the building department and a stop-work violation was issued. No work had commenced on the foundation. On May 9th I prepared and submitted an application to the Building Dept. for a Building Permit to repair the foundation and a copy of that application including a set of certified plans is attached to this narrative. It is my understanding that the Building Dept. issues a NOD when the building permit is reviewed with a request for a review by the HPC. You don't need a permit for a fence so how do we get a NOD for this? Just to make this a little more complicated the recent decision (#7637 dated July 11, 2022) by the ZBA made a provision that"The applicant shall maintain and repair/replace the existing solid wood fence along the rear property line."
