Project Summary: Located within the HALO Zone and on the local bus route,this privately-funded project proposes 24 two-
bedroom units and 12 one-bedroom units,along with a common building that houses a management office and a covered
patio. In addition,there are two small storage buildings and a common playground area for residents.Target income levels
are 80-120%of Median Income. (Note:Six of the first-floor units are ADA compliant.)
Present for Applicant:Andy Cruz and Leo Cruz from Cruz Brothers Construction; Lisa Foyer from Twin Fork Permitting;
Karen Hoeg from Twomey Latham;and the architectural team from Cruz Brothers Construction (via Zoom)
Discussion:
• Role of financing—all privately funded.
• Company has existing management and maintenance teams for their portfolio, including some who live on
the North Fork that could be assigned to this project site.
• Management has a 24/7 hotline, and performs weekly maintenance check-ins with staff on call for more
frequent check-ins as needed.
• Previously presented to the Housing Advisory Commission and ARRC.
• Applicant listened to previous design feedback by increasing the square footage of the units and by adding:
interior storage along with additional storage buildings, defined outdoor space via patios/decks, and in-unit
laundry.
• Some concerns around interior layout, placement of windows, and flow of apartment interior to improve
quality of life for residents. (A particular issue was that the second-floor middle unit had limited windows.)
• The site layout is improved, but would benefit from several changes that were discussed, including:
relocating playground area to be further from railroad tracks, relocate management office closer to
entrance/exit, cut through the center landscaping barrier to allow for easier turnaround, include "bump-
outs" along central landscaping barrier to increase greenery and slow interior traffic flow through site.
• All apartments are currently proposed at being under 850 sf. Based on Town Code §280-29(B)(2)(a) and the
acreage of the proposed project site the yield could be up to 42 units. However,the yield would decrease if
the applicant increases the size of the units to be 850 sf or greater.
• Based on current proposed site design and rough estimates, the applicant would require 8.8 sanitary flow
credits. Currently,they have a sanitary engineer lined up to do sanitary calculations and overall design.
• Applicant is eager to work with the Town on making this project successful, and is open to feedback,
including working with ARC to improve design modifications.
• The Committee discussed the valuation index and rating for this project. The Committee members present
supported a recommendation to the Town Board that they elect to consider a change of zone for the
subject parcel.
Agenda Item: Next Steps&Follow-Up
• North Fork Villas Next Steps:
o Committee members will review the draft memo to the Town Board.
o Committee will then submit final memo to the Town Board.
o If Town Board agrees to proceed, they will schedule the concept for a work session. (Note: This step
is based on the AHRC Process approved by Town Board in Resolution 2022-747.)
o Applicant will schedule a Pre-Submission meeting with Planning Department to discuss Site Plan
Application requirements.
