Minutes & Discussion Notes from Meeting held
Tuesday, May 30, 2023 at 7:00 p.m.
This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold Town
Hall Annex, 54375 Route 25 (Main Road), Southold, New York.
The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did not
have access to a computer or smartphone, there was an option to listen in via telephone.
Comments from the public may not be solicited nor received without an appointment. It is expected that the
Committee will enter into Executive Session* at some point after opening the Regular Meeting for the purpose of
discussing applications regarding proposed acquisitions of real property where publicity would substantially
affect the value thereof. The public is not allowed to attend, view, or listen to Executive Session.

Commencement
• All "Attendees" will be dismissed from this meeting upon the Committee's Motion to enter into Executive
Session.
• The meeting began at 7:14 p.m. with 4 LPC members present.
Committee Minutes and Administration
• Acceptance of LPC meeting minutes from May 16, 2023
MOTION made by Sam McCullough, seconded by Anne Murray, to accept the 5/16/2023 LPC meeting
minutes.

General Land Preservation
• The Committee reviewed draft internal guidelines for ranking and prioritization of open space land
preservation applications. The Committee members discussed how developing open space application
guidelines is more challenging because they are often more unique properties and require the Town to
commit resources for stewardship and management after acquisition. The Committee members
discussed several factors relevant to evaluating open space applications, including adjacency to
protected open space, public access, and the ability to expand existing open space trails. The
Committee tabled revisions to the draft open space guidelines for a future meeting.

The LPC members entered into EXECUTIVE SESSION at 7:30 p.m. Meeting locked.
o Lillian McCullough, Land Preservation Executive Assistant, gave updates on inquiries, new
applications, appraisals and current applications.
MOTION made by Sam McCullough, seconded by Anne Murray, to exit Executive Session.

EXECUTIVE SESSION ENDED at 8:03 p.m.
Land Preservation Applications & Potential Applications -OPEN SESSION
MOTION made by Kim Krupski, seconded by Sam McCullough, to recommend to the Town Board that
the Town commission an appraisal, for Application Number 2023-2, for the purposes of providing the
market value of a development rights easement on all but 2.17±acres of the property, in accordance
with a design as discussed by the Land Preservation Committee while in Executive Session, whereby
the 2.17±acres will be prohibited from being further subdivided from the land subject to the easement
and will remain linked to the larger parcel.
