COUNCILWOMAN COCHRAN thanked the Fishers Island Ferry District for inviting the Town Board to the recent, christening ceremonies of the M/V RACE; POINT and for supplying passage for the Board. and 'guests to the Island today. SUFFOLK COUNTY LEGISLATOR GREGORY BLASS expressed his pleasure to be on Fishers, Island, which is part.'of the First. Legislative District in Suffolk. County. He has been 'working closely with the mosquito control program and the Suffolk County Department of Public Works relative to the resurfacing of the airstrip at Elizabeth Field. He will begin work With the Department of Consumer Affairs concerning out- of-state home improvement, contractors who have been involved in 'construction on the Island. N~Y.S. DEPT. OF ENVIRONMENTAL CONSERVAT. ION REGIONAL DIRECTOR HAROLD BERGER,thanked the. Board for inviting him to accompany them to Fishers Island and offered the services of Chuck Hamilton., ~.from his office, who would be happy to come to the Island at any time to assist the residents. SUPERVISOR MURPHY expressed his pleasure over the good cooperation between the residents of Fishers Island and the Town Board. He stated that just this week an excellent hook-up between the Town Police Department and Fishers Island was · accomplished through the help of Chief Winters and Justice Edwards. He said'that work will probably start right after Labor Day on the resurfacting of Elizabeth Air~ field; and the mosquito control program is working, very. well on Fishers Island. The- Department of Motor Vehicles Will fly in' twice a year for road tests and renewals-and Island residents will:have a six month extension for obtaining their'photographs for their'driver's license renewals. He thanked the State for their'efforts in:.this area. He advised that the Town will:be exploring' the possibility of appointing a part-time Building and. Code Enforcement inspector, for the Island which should be beneficial to the residents because of the large amount of construction taking pl.ace. I1~ PUBLIC NOTICES. .1... Beck and Associates, Er~giners a'nd Consultants, as authorized by resolution of the Southold _TOwn -Board on_ March. 26, 1985,. and _ _ WHEREAS., s~id.'Study _sl~ows that_ .acqUisi'tion and operation of the electric system would be ,feas~b~eif the_Tow~ COuId;.purchas~ a base amount, of 20.616 kilowatts of ~s ~o~r requirement of, Ne~ York Power Authority power at hydroelectric rates, and WHEREAS, said'resolution of March 26, 198§ authorized the Supervisor to make formal app.~ication to the Power Authority of the State of New ~ork for a contract allocation of ~e,n megawatts of hydroelectric"power and energy, now, therefore, be it RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs Supervisor Francis J. Murph¥..to apply to the Suffolk County Department of~ Real Estate.for--the purchase of the. folto~ving three parcels of property being offered fo~:~tax sale, ~sin9. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY asked for comments from the Fishers Island residents. JAN BURR spoke about research of the original deed to the Town from the Federal Goverment for the Old Parade Grounds, Which is a portion of the west end property of the airPort; Could be. conveyed to some sort of public trust for~Open spaces. TOWN ATTORNEY TASKER stated that the Town accepted this property on behalf of the Ferry District in the early :19'70'S and there, are severe, restrictions in the deed by the Federal Aviation AdministrationL He feels it :is'highly unlikely it would be conveyed by the Town to anybody. JONATHAN KING suggested the consideration of a land trust land grant to Nature Conservancy, which he feels would be in keeping with deed restrictions and FAA regulations. He would like to assist the Town in preserving the open space and conservation of that plot of land. JOHN THATCHER stated the Fisher Island. Conservancy, Inc. supports the ten acre - concept for the entire plot. VIE MEYER askec~ why the Avenue B drainage problem has not been taken care of? SUPERVISOR MURPHY said ir'will be in the works and he believes the work will be done this:fail. DEPUTY SUPERINTENDENT. OF HIGHWAYS JACOBS stated the engineering report has been done, prices'received and the work will be done in the fall. STEVE MALINOWSKI brought up the question of the old Parade Grounds again and requested Town Attorney Tasker to go over the deed restrictions. TOWN ATTORNEY TASKER stated the deed restricts the entire parcel to be used for airport purposes, and to change the use would require FAA approval. He is not aware of any other purpose it could be put to, other than the permission which was received to put the new sewage disposal facility underground in that location. He has not posed the question of transferring this property to the Town Board, but ~ the point is~nioot~without FAA approving the plans first, if in'deed they would. I/ ~?. CHERRY RAFFERTY made further inquiries on this 'subject and SUPERVISOR MURPH~ said there must be further research before a public debate is held, to determine what the. gi~idelines will be. JOHN CLAVIN spoke about the increased taxes for the Fishers Island Garbage District with respect to the new sewage disposal facility. He said the Fishel~s Island residents pay taxes for the Town Landfill in Cutchogue, and ~hy doesn't the Town pick up the cost for the new facility? SUPERVISOR MURPHY explained that that Would be a Garbage District decision if they wish to divesi themselves of the facility, but suggested a meeting of the District, Town Board and DEC be heid t~ see what the b~ direction would be. COUNCILMAN TOWNSEND said'~the-Town does not have a Garbage District on the main- land, it is tied up in Public Works and Whole Town charges. SUPERVISOR MURPHY said this:matter has just recently .come to his attention, and at the request of other Board members, the proposal will:be placed on the August '13th Town Board agenda for discussion. CHARLES.FERGUSON, a resident of Crescent Avenue, asked how the Town proposes to fix that rapidly deteriorating road? He has been repairing it himself for 40 years. TOWN ATTORNEY; TASKER informed Mr. Ferguson that. Crescent Avenue is not a Town Road., If'the residents of Crescent Avenue wish to dedicate the road to the Town they muCt bring the road to Highway Specifications and then submit it for dedication. Another alternative' Would be a Road Improvement Dis[rict whereby the road Would be turned over to the Town, 'improved, .and the residents on Crescent Avenue Would be taXed for the cost Of same. JUST. ICE EDWARDS stated that two years ago he received a list of approximately :400; signs (stop,. yield, etc.) to be placed ali over Fishers Island. These signs have not been installed. Why? SUPERVISOR MURPHY advised that this' may have, been a NYS Department of Trans- portation recommendation. DON PAGEL,. NY.S-DOT,. Traffic & Safety, responded that the DOT ,received grant money a couple of years ago and a. consultant was hired to come up with a list of signs, and Fishers Island was included in the study. DEPUTY SUPERINTENDENT OF HIGHWAYS JACOBS said'he was aware of the grant program,and Fishers Island was included. The study was done in four sections. Signs were supplied for two of the sections, both on. the mainland, and there are two sections remaining to be installed, one on the mainland and one on Fishers Island. He will investigage the progress of this project. JUSTICE EDWARDS inquired as.:to who would be the proper individual to give final approval to the bill of the two-contractors working on the Fishers Island Mosquito Control Program so they may receive their final payment at the end of the summer? JOHN THATCHER stated that he assumes either he or his. co-chairman ~for.the:project., Edwin'Horning, Could sign the. voucher attesting the work has been done. The controversy over the old PARADE GROUNDS was again' b~ought uP for discussion with TOWN ATTORNEY TASKER reiterating his earlier answers. JOANNE WALL questioned why the land couldn't be turned back to the Federal Govern- ment and then the property turned into a historic site? SUEPRVISOR MURPHY said.'the question should be di,scussed at a special meeting of the. various representatives when sufficient information is 'availa:ble. BERNADETTE WALSH asked if there are wetlands included in that parcel and JOHN THATCHER replied that the thinks' there are. There being no 'further questiOns from the residents of Fishers Island, SUPERVISOR MURPHY thanked all present for attending .the meeting and particiPating and announced that the ferry. Would leave for Long Island at 3:'00 P.M. On motion of Councilwoman Cochran, seconded by Councilman Stoutenburgh, it was RESOLVED that this/Town Board' meeting be and hereby is adjourned at' 2:07 P.M. Vote of the Town Board: Ayes: .
