Our goal is to help you achieve your objectives with preservation of the exterior remaining true to its original design, assuring that the continuum and continuity essential to a historic district or property is maintained. There is a process to achieving the best outcome. • All applicants are encouraged to have a Pre-Submission Conference whereby the application and renderings are reviewed, questions are asked, and recommendations made that will guide the applicant to a successful outcome. • If things are very straight forward and clear, a recommendation to go to a Public Hearing will be scheduled. • If it is necessary to better understand the project, a Site Visit may be suggested. This is a special accommodation, whereby one Commissioner or more will visit your property and have eyes on the ground able to assess your plans within the context of its location. • The Commissioners will report.back to the Commission, share their newfound knowledge and recommend either another Pre-Submission Conference or a Public Hearing. The Administrative Assistant to the HPC will contact the Applicant and make scheduling appointments. • If there is a Public Hearing, where the Commissioners believe a Site Visit is necessary, the Public Hearing will remain open until it may be resumed at a subsequent date. • Decisions are made because of research and negotiation that lead to a motion to grant a Certificate of Appropriateness. If the motion is not made, further work needs to be done to accomplish a mutual goal. • In the case of the granting of a certificate of appropriateness, the Historic Preservation Commission shall be empowered to impose reasonable conditions upon the applicant to ensure that the activity is conducted in a manner which is consistent with the spirit and intent of Chapter 170 of the Town Code. Incomplete or partial applications are not recommended. They lead to incorrect thinking and a lack of continuity. 2021-08-24 The HPC is required to have an architect on the Commission. This is the greatest benefit to an applicant. Their knowledge, perspective and experience often lead to the best outcomes that the applicant can have. Please consider this mandate as your best investment. In anticipation of your meeting with the HPC, listed below are standard questions you may wish to be prepared to address: 1. HtSTORicPRESERVATIONCOMMISgION PO Box 935 Cutchogue, NY 11935 Re: Roof drainage report-Cutchogue New Suffolk Free Library,Cutchogue, NY Dear Mrs. Winters: As requested, I made a visit to the library site on August 23, 2022,to review the drainage problems with you and to determine mitigation measures to alleviate the basement flooding which is occurring during significant rain events. I walked around the perimeter of the building to review the existing conditions. A heavy rainfall event occurred about 30 minutes prior the site visit. The library building consists of the original building which was a church located at the northern end of the property and the rear portion of the building which was expanded with a second-floor addition was added in 2008. The site is landscaped with an asphalt parking area on the west side of the building. The site generally slopes from east to west. There are stairwells to the basement on the west and south side of the building with mechanical fresh air pits on the west and east side of the building. As per our discussion,the basement egress stairs and mechanical pits are flooding during significant rain events and then overflowing into the basement causing significant damage to the finishes and mold damage. I identified several drainage problems during my site visit which will be described below: • The church building has a gable style roof with no gutters. Without gutters,the runoff generated from rain events drain directly off the roof and into stairwells, mechanical pits and onto the ground adjacent to the foundation. Picture# 1 &2: Church roof with no gutters. • The rear portion of the building is a gable roof with several dormers. Gutters are provided on this roof with the downspouts terminating at grade adjacent to the building. There are several upper roof leaders which drain onto the lower roofs. It appears that the upper leader is draining onto lower roof and causing the lower gutters to overflow with the additional runoff. py -'3 2023 � o TOLE OF so co MISSO, HISTORIC P VAT04 Picture#3: Gutter collecting a leader from the upper roof. Evidence of water on the siding indicates the gutter overflowed. • The grade along the east and south sides of the building is back pitched towards the building foundation (see pictures#4-6). There is evidence of standing water against the foundation at the southeast corner of the building (see picture#4). Standing water adjacent to a foundation will drain into the ground along the foundation wall and may leak into the basement through the joint between the footing and foundation wall. 2 ►III � ,�-� ��'�'': 11='. Picture#5: Grade pitching towards foundation. ,Inj w Y� - Picture#6: Grade pitching towards foundation at south side of building. • The basement egress stair on the west side of the building is open to the air and runoff from the roof above and rainfall is collecting at the bottom of the stair. At the bottom of the stair, there is a concrete slab landing with a sump drain. The landing is 3-4" below the basement door. During significant rain events, the sump is overflowing with the water ponding on the landing and then overflowing into the basement. The south basement stair is similar to the west stair except the runoff from the roof above is collected with gutters which directs the runoff away from the stairs. 3 S 1 If, Picture#7: West basement stairwell. Picture 8: Sump drain at the outside the west basement door. Recommendations: I have several recommendations to alleviate the basement flooding: 1. Install gutters on the church building and direct the leaders to precast drywells. I recommend installing two 8' diameter x 5' deep drywells in the lawn area of the front yard. The roof downspouts may be piped to the drywells with PVC pipe. By installing gutters, this will significantly reduce the amount of runoff entering the west basement stairs and mechanical pits and will also significantly reduce the amount of standing water around the base of the foundation. 2. For the rear portion of the building, the upper leaders should be piped directly down to grade. All downspouts should be connected to drywells. I recommend installing three 8' diameter x 6' deep drywells. By rerouting the leaders to drywells, this will significantly reduce the water ponding at the base of the foundation and potentially flowing into the basement. 3. Ideally, the grade around the building should be pitched away from the foundation at 2% pitch over 10 feet. Unfortunately, this isn't possible along the east and south sides of the building. I recommend installing area drains and piping them to drywells. The drains and downspouts may be connected to the same piping which directs the runoff to the drywells. 4. For the basement egress stairs and mechanical pits, I recommend removing the existing slab, installing a larger sump, and installing a minimum of 12"of gravel (as deep as you can go without undermining the building footings) around the sump to add additional drainage capacity.
