A meeting of the Southold Town Conservation Advisory Council was held Wed., May 10,
2023 in the Town Hall Conference Room and via Zoom.

CALL TO ORDER
John Stein called the meeting to order at 4:30PM.
REPORTS
Carol Brown attended a LI Sound Study forum on May 10th regarding coastal erosion. She
distributed a packet "Reducing Risk: A Guide to Addressing Bluff Erosion in the Atlantic
Coastal Plain" to several of the members. Carol stressed the need to start taking
advantage of the resources available to protect the shorelines and bluffs.
Caroline Burghardt attended the Board of Trustees meeting held on April 19th. The
application made on behalf of 1800 Hyatt Road was Tabled pending a further discussion
on setbacks. Roberts Premiere Development, LLC was approved with a 15' non-turf buffer

and revised plans. The application made on behalf of Brick Cove Marina was approved
with no lighting and shortened paths.
CLIMATE SMART COMMUNITIES
John Stein will invite Andrew Manitt, Climate Smart Communities Liaison from Molloy
College, to a CAC meeting sometime after June 15tH
TRUSTEE LIAISON REPORT
Trustee Liz Gillooly presented the idea of developing a flyer alerting new waterfront
property owners of their responsibilities living on the water and asked the CAC members
for their input. This project may require Town Board approval.
Trustee Gillooly met with Maria DeLuca from the Group for the East End to discuss the
need for more osprey poles on town properties. She'll revisit this with the CAC at a future
Board of Trustees work session.

RUIGROK remove top sandbag. Install 68 If. seaward of the embedded sandbags a rock
revetment. The boulders will weigh a max. of 2.5 tons per If. for a total weight of 170 tons.
Install a filter fabric under and landward of boulders. Place approx. 315 cy. of clean fill to
reconstruct the slope and install one layer of jute, pinned with 6" fasteners and plant
American Beach Grass.

construction of a new two-story single-family 40.5 sf. X 46.9 sf. dwelling and demolition
and removal of existing foundation and structures. Installation of a new I/A sanitary
system.

RESOLVED to NOT SUPPORT the application of 1160 SNUG HARBOR, LLC to
demolish all existing structures on the property, including the existing dwelling with wood
deck and raised concrete patio, remove spa on a concrete pad, remove shed on east side
of property and a gravel driveway on west side of property. Construct new two-story
dwelling, two-car garage and covered porch with basement staircase, stone patio on
grade in rear yard on west, stone patio on grade on east, walkway from covered porch to
outdoor shower on west side of house. A/C mechanicals and generator on east side of
house, new I/A sanitary system in the front yard, walkway on west to gravel parking area
and gravel driveway, walkway from front door to the gravel driveway on east and gravel
driveway for 2 cars in the front yard on east side. Previously approved existing stone
splash pad landward of bulkhead, and proposed 10' non-turf buffer landward of the

RESOLVED to SUPPORT the application of JOHN ELENTERIO & JUAN JARAMILLO
for the removal and replacement of 67 If. of existing timber bulkhead with new vinyl
bulkhead in same location as existing and raised height of 8" above existing. Project
includes the removal of existing timber deck landward of bulkhead and installation of 6'
wide stone/gravel walk along the landward side of bulkhead to act as non-turf buffer. In
addition, a 90'X 18" tall timber landscape retaining wall will be installed parallel to property
line landward of the proposed non-turf buffer.

RESOLVED to NOT SUPPORT the application of PATRICK BROWNE & ANN MARIE
BROWNE for the partial demolition of portions of the existing single-family dwelling. The
garage will remain in place with exterior roof and siding replaced and connected to the
main residence with habitable space. Reconstruction of the existing residence within the
same footprint along the seaward side of the residence and the installation of two bay
windows on the seaward side of the residence and primarily enlarged on the landward
side of the residence. New stoops, exterior patio with outdoor kitchen and porches and
new I/A sanitary system. Installation of a 10' wide non-turf buffer on the landward side of
the top of bluff.

per extension supported with 8' dia. CCA piles and thru-flow decking leading to the
relocated 3'X 12' aluminum ramp, which shall be permanently attached to a proposed 4'X
16' fixed "T" section pier.

fixed walkway with thru flow decking, 3'X 14' aluminum ramp, 6'X 20' floating dock with
marine grade decking. Install 5 (5) sets of 6" dia. green heart pilings at 8' OC for fixed
walkway and two (2) 8" dia. green heart pilings to anchor floating dock.

entire roof. There will be a new 319 sf. deck added on the east side and the addition to the
west is 175 sf.

the "T" will have thru-flow decking on its entire surface to match existingAn addition to
dock extension, proposed water and electric from the existing residence out to the
seaward end of the existing fixed dock.

RESOLVED to SUPPORT the application of CAROLINE TUSCANO to Amend Wetland
Permit#9799 for the proposed landscape plan and the removal of two (2) trees.
Landscape area 4,790 sf., and trim branches on one side of the Red Cedar for walkway.

John Chandler will attend the next Board of Trustees meeting scheduled for Wed., May
