Kim Fuentes, Coordinator and Julie McGivney,Assistant Town Attorney Work Session: 3:00 PM Pre submission Conferences: (30 Minutes allotted to each presentation) 3:00 P.M. —Orient Realty, LLC —for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to legalize an as built hot tub on premises having a single family dwelling, located at 675 Skippers Lane, Orient, NY. SCTM #1000-24-2-1. • Peter Marron, Architect, appeared to represent the applicant. • The application has been amended to add all structures that have not been approved by this Commission, which include the screening of the air conditioner condenser, change of the wood shingle courses on the railing balcony and steel piping, and outdoor shower. • The Commission reviewed-photographs and elevations showing existing designs. • The Commission is satisfied with the hot tub consisting of a circle of cedar wood. • The Commission is satisfied with the outdoor shower. • The railing balcony, pipe rail guard and modesty wall were not approved as depicted. The Commission asks that revised drawings be provided for redesign of balcony by replacing top portion of shingle with apron, removing the top course, and lowering metal railing. • The framing around the condenser shall be redesigned with a lighter frame, not solid, stagger and spread out the mahogany wood screening. • The applicant will return to the next scheduled pre-submission conference on May 25, 2023 with revised drawings as suggested above. 3:48 P.M. —2440 Village Lane, LLC, Molly McNairy—for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to install a new Air Conditioner Condenser alongside a single family dwelling, located at 2440 Village Lane, Orient, NY. SCTM #1000-24-2-17.1. • Peter Marron, Architect, appeared to represent the applicant, explained that there is currently a plan to modify the attached garage and is currently used for storage of sports equipment. • Because of the property is in a FEMA flood zone, the condenser and the screening will need to be lifted 48 inches above grade. • The condenser can be seen from Village Lane attached to the right side of the house/garage. • A design was presented showing the screening made of cedar measuring 7 ft, 2 in. high by 4 ft, 10 in. wide. A Motion was made to set a public hearing for May 25, 2023 by Commissioner Ostroski and seconded by Commissioner Surchin. AYES: Commissioners Ostroski, Surchin, Wexler, Cubie, Woodhouse and de Consiliis (6-0). 4:00 P.M. — Laura Flavin —for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to install a fence surrounding an in- ground swimming pool upon residential property, located at 50705 Main Road, Southold, NY. SCTM #1000-70-1-7.1. • Laura Flavin, applicant, appeared to describe the proposed picket fence surrounding a proposed swimming pool. She indicated the picket fence design in a photograph. • A swimming pool was approved by this Commission in a prior application. The swimming pool is not plotted on the survey provided with a hand drawn location of the picket fence. • Ms. Flavin explained that the proposed fence will replace the existing post and rail fence and will be added to an additional location surrounding the pool. She indicated that the vendor assured her that the fence design conforms with the NYS Building Code. • Applicant has been advised to provide the HPC written documentation specifying dimensions and materials from the vendor for the fence for which she is requesting approval. • The Chairperson requested that the applicant return to the Building Department with a survey depicting the location of the swimming pool and fence. The Commission needs to see complete picture. • The Commission further discussed the window design that was approved in a prior Certificate of Appropriateness. The applicant explained difficulty with ordering the correct wooden windows. • The Commission agreed to move this matter to a public hearing. A Motion was made to set a public hearing for May 25, 2023 by Commissioner Ostroski and seconded by Commissioner Cubie. AYES: Commissioners Ostroski, Surchin, Wexler, Cubie, Woodhouse and de Consiliis (6-0). 4:21 P.M. — Henry Tomashevski —for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property for a 704 sq. ft. Accessory Barn upon residential property, located at 370 Tuckers Lane, Southold, NY. SCTM #1000-63- 5-5. • Henry Tomashevski, applicant, appeared to describe barn door design. • The Commission members stated that the building fagade is different than what was originally approved. • The prior door plan was a contemporary in design and the Commission asked for a more traditional barn door. The barn door was then approved, but the applicant changed the design without approval by this Commission, and the windows on both sides of the door have been removed. • The Commission found that the barn door and fagade to be acceptable and agreed to move this matter to a public hearing. A Motion was made to set a public hearing for May 25, 2023 by Commissioner Ostroski and seconded by Commissioner Surchin. AYES: Commissioners Ostroski, Surchin, Wexler, Cubie, Woodhouse and de Consiliis (6-0). Regular Meeting Called to Order: 4:34 pm Pledge of Allegiance: Page 3, Minutes of Meeting of the Historic Preservation Commission --April 27, 2023 Approval of Minutes: Motion to approve February 23, 2023 meeting minutes by Commissioner Wexler, seconded by Commissioner Surchin. AYES: Commissioner Ostroski, Surchin, Wexler, Cubie, Woodhouse and de Conciliis. (6-0). Motion approved. PUBLIC HEARINGS (1): 4:38 P.M. — Michael and Alison Ventura -for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to construct a porch addition to an existing single family dwelling, located at 1780 Village Lane, Orient, NY. SCTM #1000-24-2-19. • A motion was made by Chairperson Ostroski, seconded by Commissioner Wexler to Open the Public Hearing. • Peter Marren, Architect, was present to represent the applicant. He presented photographs and elevations describing the project as breakfast porch about six feet in size. The current door is homemade, and the same design will be built for the porch. • The project is described as having Garapa wood decking with roof, new windows identical to existing windows, Anderson Series A, per window schedule, and wooden door to match the front door. A motion was made to Close the Public Hearing by Commissioner Woodhouse, seconded by Commissioner Wexler. AYES: Commissioners Ostroski, Surchin, Wexler, Cubie, de Conciliis, and Woodhouse. A motion was made to approve a Certificate of Appropriateness to construct a porch addition with roof attached to a single family dwelling by Commissioner Wexler, seconded by Commissioner Woodhouse. AYES: Commissioners Ostroski, Surchin, Wexler, Cubie, de Conciliis, and Woodhouse. Old Business: 1. Code of Conduct—the Chairperson discussed standards. 2. Landmark Incentive— No activity. 3. Potential Awards or Request Historical Status, include individuals, non-profit organizations, etc. No Activity 4. HPC Handbook. Revision is currently in process. 5. Shiloh Baptist Church—Commissioner Cubie described a draft to determine eligibility and will reschedule a meeting with the applicants. New Business: None Meeting Adjourned: 4:52 P.M. Motion to exit the public meeting and enter into Executive Session was made by Chairperson Ostroski seconded by Commissioner Woodhouse.
