the Bill Register submitted by the Treasurer for the March 16, 2023 meeting and further
authorizes payment of the current bills.

RESOLUTION 2023-30
RESOLUTION APPROVING THE HIRING OF LUCASZ JAKUBOWICZ
TO CLOSE PARK GATES AND PROVIDE SECURITY
RESOLVED that the Board of Commissioners of the Mattituck Park District hereby
approves the hiring of Lukasz Jakubowicz to close the Park gates each evening and per
diem as needed for security and other related tasks at a pay rate of $23.00/ hour effective
March 1, 2023.

RESOLUTION FOR SOUTHOLD TOWN RECREATION DEPARTMENT
TO USE VETERANS MEMORIAL PARK BEACH FOR SWIMMING LESSONS
WHEREAS, the Southold Town Recreation Department has requested to use Veterans
Memorial Park Beach for swimming lessons during the 2023 season; and
WHEREAS, Southold Town will provide their own instructors and lifeguards for the
course; and
WHEREAS, lessons will be conducted between the hours of 9:00 AM and 11:00 AM
Monday through Friday,
RESOLVED that the Board of Commissioners of th,e Mattituck Park District hereby approve
the use of the west side of Veterans Memorial Park Beach by Southold Town Recreation
Department to conduct swimming lessons beginning July 3, 2023 and ending on July 16,
2023 for a fee of $275.00.

RESOLVED that the Board of Commissioners of the Mattituck Park District hereby set the
following 2023 summer season hours for Beach Attendants:
Breakwater Beach and Veteran's Memorial Park Beach: Beach Attendant hours will be
10:00 AM to 4:00 PM Saturday and Sunday beginning Memorial Day weekend until the
end of June 2023 then 10:00 AM to 4:00 PM seven days per week July through Labor Day.
Mattituck Yacht Club: Beach Attendant hours will be 10:00 AM to 4:00 PM on Saturday
and Sunday only beginning Memorial Day weekend through Labor Day.

RESOLUTION SETTING THE HOURS FOR LIFEGUARDS
FOR THE 2023 SUMMER SEASON
RESOLVED that the Board of Commissioners of the Mattituck Park District hereby set the
following 2023 summer season hours for Lifeguards:
Breakwater Beach and Veteran's Memorial Park Beach: Lifeguard hours will be 11:00 AM

RESOLUTION 2023-36
REINSTATING TWO TERMINATED EMPLOYEES AND ABOLISHING TWO POSITIONS
WHEREAS, due to the economy and efficiency inherent in the park district re-organization
of its maintenance program, including cost savings related to same, the Board of Park
Commissioners determined at its February 9, 2023 meeting that it was necessary to reduce
the number of employees in the titles of Manual Laborer (full-time) and Manual Laborer
(part-time); and
WHEREAS, the Board was subsequently advised that it was required to have specifically
articulated that decision in its February 16, 2023 resolution implementing that decision;
and
WHEREAS, as a result of the Board's initial determination, two positions were to have
been, and will now properly be, abolished.
NOW, THEREFORE, BE IT RESOLVED, that the Board's February 16, 2023 resolution
terminating two employees is hereby rescinded, retroactive to February 16, 2023, and
those employees are hereby reinstated with full back pay and benefits to that date; and
BE IT FURTHER RESOLVED, that the following positions are abolished, effective at the
close of business on March 16, 2023:

Approval of 02/09 & 16/2023 Meeting Minutes Presented via email
• Doris Aiello advised she has trouble hearing and inquired about whether K Byrne had
mentioned a discussion of rules respecting dogs at the beaches. K Byrne advised that
Jennifer Murray of Audubon Society would be making recommendations on signage at the
beaches to protect piping plovers. D Aiello asked what the recommendation was. K Byrne
and C Shashkin advised her that we don't know yet because she isn't here. C Shashkin
advised he had just texted J Murray to make sure she was still coming and that she was
also to speak about a nature trail at Breakwater.
Treasurer's Report (L Girandola)
Revenue and Expenses
• Total revenue for February YTD has reached $475k primarily from tax receipt
revenue. Tax receipts have reached 82% of the expected budget of $569k.
• Some activity has been processed for Room and Lodge rentals.
• Expenditures have reached 9.7% of the budget at $66.4k.

• The site repairs and maintenance line makes up $22.9k of this total and includes:
o Irrigation maintenance from Signature of $10.7k
o New gate at Vets from AG Fencing of $4.3k
o Fence removal from NF Fence of $4.2k
o Plumbing work from Certainty of $2.5k
o Snow removal from Ratsey, and other normal maintenance.
• In total, due to the high tax revenue collected and relatively low volume of
expenses, MPD reports excess revenue over expenses of $408.7k.
Balance Sheet
• Total Cash on hand at end of February is $693k, primarily held in the interest-bearing
account.
• Interest earned to date is $800 vs. $24 at same time last year.
• Liabilities consist of JP Morgan credit cards with an outstanding balance of $12k at
February.
D Geis asked about putting money into a CD and L Girandola said the conversation hasn't
been finished; he hopes to have this resolved by end of first quarter; it will be dependent
on how much is to be spent this season; he will be emailing recommendations.
K Byrne asked about the outstanding credit card balance and whether it was attributable
to expenditures from 2022. L Girandola said most of the 2022 expenditures have been
paid; this represents spending that had mostly occurred in February and will be gone by
the end of March, unless there are other credit card bills that come through.
• K Byrne welcomed the scouts and introduced himself, D Geis, L Girandola, S Kiely, C
Shashkin and J Schweibish and titles associated with all, to BS Troop 39. K Byrne advised
that commissioner Nicholas Deegan had a previous engagement and was unable to attend
this evening.
S Kiely asked the scout troop if they know what the MPD is, and why they're attending
this meeting and if anyone knew why and when the Park District was created. He
described how NYS created the park district, and what the 3 commissioners are elected to
do. He then asked why the scouts were attending the meeting and was told they were
there to earn their Citizenship Merit Badge. S Kiely suggested that the commissioners
should be applauded for their citizenship as they have to run for office, aren't paid for
their time, and work to ensure there are great beaches to go to and ballparks to play at,
that all are kept clean, and that the natural environment is cared for. He added that he'd
seen some scouts running through the beach grass before the meeting, which isn't good
for the environment.

K Byrne asked if all the scouts live in Mattituck, and was advised that though the troop is
based in Mattituck, there are members who reside in Cutchogue and Jamesport. K Byrne
told the scouts we have a huge and valuable resource in these parks and it is our job to
protect and preserve them. He added that that the scouts, as users of these ecologically
sensitive park properties, should be leading the challenge to help protect them.
Scout leader Ryan Case advised that part of the Citizenship Badge is to do 8 hours of
community service. The boys have chosen the Park District for their 8 hours, including a
2-hour beach clean-up around the beach at the lodge with another troop, and asked if
there were other places the MPD could use 40 boys for picking up trash. K Byrne
suggested Breakwater Beach, as it is where the most comments come from residents about
debris. Doris Aiello suggested the ball fields. K Byrne advised that a major cleanup has
just been done, with the remaining work to be done involving heavy things unsuitable for
the scouts to handle, and that the soccer fields at Aldrich are regularly maintained. K
Byrne also said the Love Lane inlet park is a potential spot for the scouts, and that it's
connected to the Town parcel and NYS-owned land that would also benefit.
S Kiely opened a brief discourse with the scouts on the definition of the term "citizenship"
ending with the comment that the MPD commissioners by volunteering their time to
oversee the care of the park properties and even create family-oriented events, deserves a
round of applause "because that's what citizenship is."
C Shashkin advised the scout leaders that there is a new lock on the chain across the
roadway at Bailie Beach lodge and requested that the padlock be hung on the post and
not dropped in the sand where it gets damaged. Conversation ensued about items stored
in one of the lodge closets and R Case advised it doesn't belong to the scouts, but they are
willing to clean it out. C Shashkin requested that Jamie Sledge of the Cub Scouts be
contacted in case anything in the closet belongs to them. C Shashkin told R Case that the
MPD was appreciative of the cleanup the scouts had done earlier in the year at the lodge.
• K Byrne welcomed late arrival Jennifer Murray and asked her to tell the scouts
something about herself. She introduced herself as the Town of Southold steward for
shorebird monitoring and listed the birds considered threatened or endangered. She has
been with the Town for 3 years and NYS Parks of the North Fork for the past 4 years. She
advised that Breakwater is one of the most important birding sites of the entire North Fork
and critical to keeping the birds healthy, while at the same time must allow for human
recreation. National Audubon has a campaign called "Share the Shore" and there are
ways for other organizations to get involved. Students have monitored nests, helped put

fences up and done beach cleanup. If there's a large-scale cleanup to occur at Breakwater
Beach, it must occur before the fences go up, which is usually at the end of March or in
early April.
K Byrne asked J Murray to address the issues on the agenda. She expressed her agreement
with MPD policy respecting dogs on beaches and made her recommendation for a
proposed 1/z mile interpretative nature trail which she'd mapped out behind the volleyball
court at Breakwater Beach. Respecting dogs, J Murray inquired if it was the case that MPD
has not allowed pets year 'round and K Byrne said it was Park District policy, but advised
there is pressure and demand to allow dogs on park district property and a lack of
enforceability about the rule; the board is working to amend policies to better reflect the
desires of the community. J Murray suggested allowing dogs at Breakwater in the off-
season but that a dog park there would not be a good idea. K Byrne informed her that a
dog park is going in at the former ball field at Peconic Bay Yacht Club. J Murray inquired
if dogs could be allowed on that beach in winter months and K Byrne answered in the
affirmative, adding that signage will be going up that dogs will not be allowed at
swimming beaches during protected beach hours, which can be enforced. J Murray said
Bailie Beach creek side has been suggested as an alternate for walking dogs, but it is an
area where birds forage and not recommended. She suggested that simple signs are the
best, i.e. walking close to the shoreline to avoid nesting birds. K Byrne said at Bailie Beach
we can post signage but can't enforce, however he and J Murray agreed that Bailie seems
to be without the problems of Breakwater Beach. D Geis said we need to address signage
for people to respect certain areas at Breakwater. J Murray has made recommendations to
the Town for signage to direct the public when there is no steward present which the MPD
could duplicate.
S Kiely asked J Murray to explain to the scouts what piping plovers are and why they need
protecting. J Murray gave a brief historical synopsis of their threatened extinction, a
description of the birds and that the US Fish & Wildlife Service, the DEC and
environmental organizations protect the species through symbolic fencing — posts and
string and flagging tape for visibility —to prevent people from stepping on ground nests
and/or the birds actually sitting on the camouflaged nests. S Kiely asked if the efforts of
piping plover people, over the years, have been successful. J Murray said the numbers are
slowly rising, but if they're taken off the endangered species list and fences no longer put
up, they could be in danger of going right back to where things were. Habitat loss and
storms have affected the population, as have fishermen - not just due to their presence but
because discarded fish attract predators and scavengers that are likely to raid the plover
nests.

D Geis suggested that the walking trail J Murray has laid out should not have access to
Breakwater Road to avoid any issues. J Murray agreed. K Byrne thanked J Murray for
coming to speak to the board. J Murray excused herself from the meeting.

were delayed because their distributor doesn't stock the kind of rail we're asking for. S
Kiely asked if there was an urgency — an emergency where it can't be tabled until the next
meeting. K Byrne said no. S Kiely asked if they are interested in bidding and C Shashkin
said they are. S Kiely recommended the resolution be tabled. K Byrne agreed.

TO UPDATE THE SURVEY OF WOLF PIT LAKE
RESOLVED that the Board of Commissioners of the Mattituck Park District has agreed to
enter into a contract with Peconic Surveyors, with offices located at 1230 Traveler Street,
Southold, NY 11971, for survey and mapping services to update the Wolf Pit Lake survey
with metes and bounds description for a proposed easement over a private property that
enjoins it, for the total cost of $1,600 with an $800 retainer.
RESULT: Motion by K Byrne, seconded by D Geis, all in favor and motion carried
unanimously to approve Resolution 2023-37.

Shashkin and K Byrne contact email for coordinating a cleanup at Wolf Pit Lake.
C Shashkin advised scout leaders that any garbage from the scout cleanup needs to be
left by MPD garbage cans.
• C Shashkin asked about salary for lifeguard manager and assistant; was advertised in
Suffolk Times, no responses. L Girandola advised $8,400 for the manager position. C
Shashkin asked about salary for the junior manager and K Byrne said "commensurate with
experience" and it will be hourly using the same scale as the lifeguards. C Shashkin asked
if the assistant manager would also be responsible for sitting on the lifeguard stands as
well. K Byrne said it is strictly an administrative position.
• Conversation ensued respecting Aldrich, the soccer club access, the bathroom and
access. K Byrne suggested they have access through the garage.
• K Byrne addressed the utility closet's open window, and the need for a vent into the hall
through the door. C Shashkin will go to Amagansett Lumber to discuss the vent and a
window. K Byrne advised no window is needed, the opening should be closed up.
Meeting adjourned at 7:10 PM
• S Kiely advised meeting had to be reopened respecting drainage easement agreement
with the Town.

RESOLUTION 2023-38
RESOLUTION AUTHORIZING THE MATTITUCK PARK DISTRICT TO ENTER INTO A
DRAINAGE EASEMENT AGREEMENT WITH THE TOWN OF SOUTHOLD
RESOLVED that the Board of Commissioners of the Mattituck Park District has authorized
the commissioners to enter into a drainage easement agreement with the Town of
Southold to address flooding that occurs along Park District property located at 11280
Peconic Bay Boulevard, for constructing a drainage facility in a 10' x 100' area as
reflected in a survey that is made part and parcel to the drainage easement agreement, and
that the Town shall be responsible for all installation and maintenance of same.
RESULT: Motion by K Byrne, seconded by D Geis, all in favor and motion carried
unanimously to approve Resolution 2023-38.
K Byrne motioned to close the meeting, D Geis seconded
