MINUTES
THURSDAY,MARCH 9,2023 at 4:OOPM
TOWN HALL ANNEX CONFERENCE ROOM
AND VIA ZOOM BASED WEBINAR
Members Present:
Elizabeth Thompson,Chairperson;Ron McGreevy;Meryl Kramer;Jim Fredricksson;Mara
Cerezo,Town Planner; and Elizabeth Cantrell,Secretary were present. Umberto Fasolino was
present via Zoom.
The minutes for the meeting of January 12,2023 were approved.
Introduction•
All applicants will give a presentation consisting of drawings, exterior materials samples and
other information required by the Planning Department to the Committee. The Committee will
ask questions and make suggestions as part of a general discussion with each applicant. Final
recommendations from the ARC will be presented to the Planning Board in the ARC Meeting
Minutes,and be made part of the Planning file for that application. The Planning Board will
consider these recommendations,together with all comments from other agencies,and provide
the applicant with a comprehensive written list of its requested revisions.
New Site Plan Application:
PECONIC WATER SPORTS SCTM#: 1000-55-5-9.1
This Site Plan application is for the proposed creation of a two-story,7,535sq.ft. marine sales,
service,and storage facility with 19 parking stalls on a 37,123sq.ft.parcel in the General
Business "B" Zoning District located at 46770 Route 48,Southold.
Robert Stromski of Stromski Architects P.C. presented the proposed site plan and design
drawings for committee review. Following their presentation,committee members discussed
the proposed with the applicants which led to the following recommendations:
o The Site is located prominently on route 48 in a context of small,clustered,low rise retail
spaces.
• The proposed building includes sales,service&storage space totaling 10,360sf.
The ARC views this project as retail space that is well above the maximum 8,000sf
allowable under "Retail Building Standards for B Districts" 280-48(A)(2)(a).

• The proposed building massing is too large for this location and not compatible with
nearby development. Exterior elevations need more articulation for better pedestrian
scale. Warehouse-type 30ft high structures for boat sales,service&storage should be
located near other similar structures,near water,and/or screened from major view
shed.
• The proposed exterior materials and finishes include:
-Roof-standing seam metal,color"Cool Shell Gray'
-Siding-2 types:
-1-18" x 60" fiber-cement board in stack bond,24ft high,color "Gray"
-Vertical corrugated metal panels,33ft high,color"Cool Ocean Blue"
-Openings-8' x 8' Cal-Wal translucent panels
-Doors &Windows-21/2'w anodized aluminum frames,natural finish
• The Architectural Review Committee notes that pre-finished standard corrugated metal
siding is not an allowable building material in B Districts. Also,this may apply to the
large cement board siding.
• The buffer area on Route 48 should include more landscaping to prevent area from
being used as overflow parking or boat storage.
• Exterior signage and lighting plan with exterior light fixture specifications should be
include in final Architectural Review Committee submission.
ARC recommends that this preliminary project submission be disapproved,and requests that
the applicant revise and resubmit the project.
