Regular Meeting Minutes
TOWN HALL MEETING ROOM
(Via ZOOM Webinar)
THURSDAY, FEBRUARY 23, 2023 at 3:00 PM
Attendees: Chairperson Ostroski, Vice Chairperson Surchin, Commissioner Wexler, Commissioner
Santana, and Commissioner Woodhouse.

Work Session: 3:00 PM
Pre submission Conferences: (30 Minutes allotted to each presentation)
3:04 P.M. —Judith Woodard —to Reapply for a Certificate of Appropriateness under Section
170-7(b) of the Southold Town Code at a registered landmark property to install roof
mounted solar panels on a single family dwelling, located at 1.945 Village Lane, Orient, NY.
SCTM # 1000-25-3-11.
• Judith Woodard, owner, and a Power Solutions representative, appeared before the
Commission to describe the proposed project.
• The Commission discussed NYS adoption of regulations to prevent inhibiting solar panels on
historic structures, and questioned whether on-ground installation would be feasible.
• During this pre-submission conference, two of the applicant's neighbors were invited to speak in
favor of the application.
• The applicant will return to our next meeting on March 23, 2023.for a pre-submission
conference.

Approval of Minutes: Motion to approve January 26, 2022 meeting minutes by Commissioner
Woodhouse, seconded by Commissioner Surchin. AYES: Commissioner Ostroski, Surchin,
Wexler, Santana, and Woodhouse. (5-0). Motion approved.
PUBLIC HEARINGS: (1)
3:39 P.M. - Susan and Doug Looze— For a Certificate of Appropriateness under Section 170-
7(b) of the Southold Town Code at a registered landmark property to legalize an "as built"
front porch alterations to an existing single family dwelling, located at 1100 Youngs Avenue,
Southold, NY. SCTM No. 1000-60-2-71.

• Jason Leonard, Representative, appeared before the Commission to describe the rebuilding of
the front deck/porch of the existing single family dwelling.
• The roof of the porch is propped up, the columns and railing will remain the same, and deck will
be replaced with Composite: Decorators Voyage khaya. Footings will be replaced, and framing
underneath deck will be rebuilt with new pressure treated wood.
A motion was made to issue a Certificate of Appropriateness to legalize "as built" front
porch alterations to an existing Single Family Dwelling by Commissioner Surchin and
seconded by Commissioner Woodhouse. AYES: Commissioners Ostroski, Surchin,
Wexler, Santana, and Woodhouse.

2. Potential Awards or Request Historical.Status, include individuals, non-profit organizations, etc.
No Activity
3. HPC Handbook. Revision is currently in process.
4. Add more Member(s) to the Commission. The Town Board adopted a resolution to appoint
Marina de Conciliis as a Member of the Commission
5. Shiloh Baptist Church —No activity reported.
New Business:
1. 850 Navy Street, Orient—Changes to Solar Panels.
• The applicant substituted an approved system with a new system. No visual changes to
the Solar Panels, other than the panels being slightly smaller.
• The Commission approved the changes.
A motion was made to Amend the Certificate of Appropriateness to AMEND the approval
for installation of Solar Panels to a Single Family Dwelling by Commissioner
Woodhouse and seconded by Commissioner Surchin. AYES: Commissioners Ostroski,
Surchin, Wexler, Santana,and Woodhouse.
2. Tim Frost of Orient spoke with the Commission to describe the changes to the steeple of
the Orient Congregational Church.
• Cellular Technology will be removed from the steeple, the fagade will not be affected, but
will continue as it exists. -
• The Commission members indicated that they should determine whether the structure will
be properly restored.
Meeting Adjourned: 4:08 P.M.
Motion to exit the public meeting and enter into Executive Session was made by
Commissioner Ostroski seconded by Commissioner Woodhouse. AYES: Ostroski, Surchin,
Wexler, Santana and Woodhouse. Motion approved. (5-0)
Next HPC work session and regular meeting, with Zoom access, scheduled for March 23.
2023 hearing scheduled in the Annex Building, Second Floor Conference Room.
