Coordinator Kim Fuentes Work Session: 4:30 PM Pre submission Conferences: (30 Minutes allotted to each presentation) 4:32 P.M. -Jose Umana—to Amend a Certificate of Appropriateness #5.20.21.3, under Section 170-7(b) of the Southold Town Code at a registered landmark property to install roof mounted solar panels on two existing accessory garages (limit to one accessory structure), located at 51750 NYS Route 25, Southold, NY. SCTM # 1000-63-6-4. • Jose Umana, owner, appeared before the Commission to describe an amendment to a prior approval by this Commission. • Mr. Umana cancelled his prior contract and changed his project. He wishes to install solar panels upon only one accessory structure (garage). A Motion was made to approve the Amendment and issue an Amended Certificate of Appropriateness by Commissioner Cubie and seconded by Commissioner Wexler. AYES: Surchin, Wexler, Cubie, and Woodhouse (5-0). 4:42 P.M. —Judith Woodard — Reapply for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to install solar panels on a single family dwelling, located at 1945 Village Lane, Orient, NY. SCTM # 1000-25-3-11. • The applicant did not appear and will be rescheduled to meet with the Commission on February 23, 2023. 4:42 P.M. - Susan and Doug Looze— For a Certificate of Appropriateness under Section 170- 7(b) of the Southold Town Code at a registered landmark property to legalize an "as built" front porch alterations to an existing single family dwelling, located at 1100 Youngs Avenue, Southold, NY. SCTM No. 1000-60-2-71. • Caroline Statile, Representative, appeared before the Commission to describe the rebuilding of the front deck/porch of the existing single family dwelling. • The roof of the porch is propped up, the railing will remain the same, and deck will be replaced in-kind. Page 2, Minutes of Meeting of the Historic Preservation Commission January 26, 2023 A Motion was made to set a public hearing for February 23, 2023 by Commissioner Surchin and seconded by Commissioner Wexler. AYES: Commissioners Ostroski, Surchin, Wexler, Cubie, and Woodhouse (5-0). Regular Meeting Called to Order: 5:00 pm Pledge of Allegiance: Approval of Minutes: Motion to approve December 8, 2022 meeting minutes by Commissioner Wexler, seconded by Commissioner Woodhouse. AYES: Commissioner Ostroski, Surchin, Wexler, Cubie, and Woodhouse. (5-0). Motion approved. PUBLIC HEARINGS: (1) 5:00 P.M. — 805 Navy Street, LLC -for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to install Solar Panel on a single family dwelling, located at 805 Navy Street, Orient, SCTM # 1000 25-3-19. • Brian Dorgan of Greenlogic, LLC, appeared before the Commission to describe his application and described the installation of the panels to be installed onto three surfaces on the rear roof of the house. • Photos of the house were presented, showing that the house as modern and not historic. • Mr. Dogan further described the panels as 12.950 KW, sleek black in design, and will be installed with 3.4 inch gaps, 3 inches above the roof. A motion was made to issue a Certificate of Appropriateness to install Solar Panels on the rear roof of the Single Family Dwelling by Commissioner Cubie and seconded by Commissioner Woodhouse. AYES:, Commissioners Ostroski, Surchin, Wexler, Cubie, and Woodhouse. Old Business: 4:34 P.M. 1. Landmark Incentive— No activity. 2. Potential Awards or Request Historical Status, include individuals, non-profit organizations, etc. An award to Jan Nickelson was discussed. The Commission will send announcement to all media outlets and reach out to L.I. Preservation Groups. 3. HPC Handbook. Revision is currently in process. 4. Add more Member(s) to the Commission. A potential individual was discussed and a resume was sent to the Town Board. 5. Shiloh Baptist Church —Commissioner Cubie remarked that she reached out to the church members and is waiting for a response. New Business: The Commission Members voted to appoint the Chairperson Ostroski and Vice Chair Surchin. A motion was made by Commissioner Woodhouse, seconded by Commissioner Cubie. Motion to exit the public meeting and enter into Executive Session was made by Commissioner Ostroski seconded by Commissioner Cubie AYES: Ostroski, Surchin, Wexler, Cubie and Woodhouse. Motion approved. (5-0) Next HPC work session and regular meeting, with Zoom access, scheduled for February 23, 2023 hearing scheduled in,the Annex Building, Second Floor Conference Room. r 3
