W • WT LO • LOU Ic •E A G RE`"'�RVA1lot, Regular Meeting Minutes TOWN HALL MEETING ROOM (Via ZOOM Webinar) THURSDAY, DECEMBER 8, 2022 at 3:00 PM Attendees: Chairperson Ostroski, Vice Chairperson Surchin, Commissioner Wexler, Commissioner Santana, Commissioner Cubie, and Commissioner Woodhouse. Coordinator Kim Fuentes,Acting Town Attorney John Burke Work Session: 3:00 PM Pre submission Conferences: (30 Minutes allotted to each presentation) 3:00 P.M. — Frederic Scofield —to Amend a Certificate of Appropriateness #01.04.21.2 under Section 170-7(b) of the Southold Town Code at a registered landmark property to construct additions and alterations of a single family dwelling, located at 2355 Village-Lane, Orient, NY. SCTM #1000-26-1-6. • Marina Deconsilas from the office of Meryl Kramer, Architect appeared before the Commission to describe an amendment to prior approval by this Commission. • The Commission reviewed the Amended Architectural Plans dated November 9, 2022, (sheets A-101 &A-200) prepared by Meryl Kramer, Architect. • The dwelling will be raised an additional six (6) inches, adding three (3) inches to the exposed foundation, having a maximum of 21 inches of exposed foundation using fieldstone. A Motion was made to approve the Amendment and issue an Amended Certificate of Appropriateness by Commissioner Surchin and seconded by Commissioner Woohouse. AYES: Surchin, Wexler, Santana, Cubie, and Woodhouse (5-0). 3:14 P.M. —805 Navy Street, LLC -for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to install Solar Panel on a single family dwelling, located at 805 Navy Street, Orient, SCTM # 1000 25-3-1.9. • Brian Dorgan of GreenLogic, LLC, appeared before the Commission to describe his application and described the installation of the panels to be installed onto three surfaces on the rear of the dwelling a few inches above the surface of the roof. • Photos of the house were presented, showing that the house is modern, and not historical. • Members of the Commission will conduct a site visit. A Motion was made to set a public hearing for January 26, 2023 by Commissioner Surchin and seconded by Commissioner Cubie. AYES: Surchin, Wexler, Santana, Cubie, and Woodhouse (5-0). Page 2, Minutes of Meeting of the Historic Preservation Commission December 8, 2022 Regular Meeting Called to Order: 3:30 pm Pledge of Allegiance: Approval of Minutes: Motion to approve November 10, 2022 meeting minutes by Commissioner Chairperson Woodhouse, seconded by Commissioner Wexler.AYES: , Surchin, Wexler, Santana, Cubie, and Woodhouse. (5-0). Motion approved. PUBLIC HEARINGS: (2) 3:33 P.M. -Judy Woodard for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to install Solar Panels on single family dwelling and accessory building, located at 1945 Village Lane, Orient, NY. SCTM # 1000-25-3-11. • Judy Woodard, owner, and Kevin Orlando of Long Island Power Solutions appeared before the Commission to describe Solar Panel installation of the roofs of the single family dwelling and the accessory building/barn. • The Commissioners described their disfavor with the project because of visibility from the street at all angles, the installation of this technology is contrary.to the Commission's mission, and technology is not appropriate to the time period of the historical dwelling. Other members of the Commission were in favor and conveyed in their conversation that Solar Power should be encouraged. • There was a lengthy discussion about the future of solar panels on historical district homes and the need for consistency. • Ms. Woodard announced new NYS regulations to allow solar panels. • Janet Marcaria spoke to the Board about encouraging solar power. • It was suggested that the Commission look at rulings by the Federal and State governments relating to this technology on Historical Districts. • The applicant Amended her application to request installation of Solar Panels on the Accessory Barn, only. An application for the Single Family Dwelling will be submitted at a later time. A Motion was made to Close the public hearing by Commissioner Ostroski and seconded by Commissioner Wexler. AYES: Ostroski, Surchin, Wexler, Santana, Cubie, and Woodhouse (6-0). A motion was made to issue a Certificate of Appropriateness the Amended application to install Solar Panels on the roof of the Accessory Barn by Commissioner Cubie and seconded by Commissioner Santana. AYES:, Commissioners Wexler, Santana, Cubie, and Woodhouse; NAYES: Commissioners Ostroski and Surchin (4-2). 4:15 P.M. -Richard Hoblock for a Certificate of Appropriateness under Section 170-7(b) of Southold Town Code at a registered landmark property to install an air conditioning unit in the side yard, located at 595 Navy Street, Orient, NY. SUM No. 26-1-7. 2 Page 3, Minutes of Meeting of the Historic Preservation Commission December 8, 2022 • Richard Hoblock, owner, and Sandra Saiegh, applicant's representative, appeared before the Commission to describe the central air conditioner unit located in the side yard, shielded by a wire fence. • The Commissioners requested that the applicant install a solid fence to further shield the view of the air conditioning unit, and to submit photos once installation is complete. A Motion was made to Close the public hearing by Commissioner Ostroski and seconded by Commissioner Surchin. AYES: Ostroski, Surchin,Wexler, Santana, Cubie, and Woodhouse (6-0). A motion was made to issue a Certificate of Appropriateness to maintain the installation of the central air conditioner unit along side the single family dwelling in the side yard by Commissioner Surchin and seconded by Commissioner Wexler. AYES: Ostroski, Surchin, Wexler, Santana, Cubie, and Woodhouse (6-0). Old Business: 4:34 P.M. 1. Landmark Incentive— No activity. 2. Potential Awards or Request Historical Status, include individuals, non-profit organizations, etc. A potential individual was discussed. 3. HPC Handbook. Revision is currently in process. The Chairperson will send members a draft with all current markups, so members can comment. The handbook cannot be amended until, Code revisions are complete. 4. Add more Member(s) to the Commission. A potential individual was discussed. 5. Shiloh Baptist Church—Commissioner Cubie discussed an exploration meeting set with the Church Leaders. Members met with the Church Leaders to discuss the process. Commissioner Cubie announced that there is plenty of funding available for historic churches. History of the church is being gathered and members will meet again for a site visit. New Business: 1. Member were invited and agreed to visit the Moses Case House tour—Peconic Land Trust (Holly Sanford) Meeting Adiourned: 4:45 P.M. Motion to exit the public meeting and enter into Executive Session was made by Commissioner Ostroski seconded by Commissioner Surchin; AYES: Ostroski, Surchin, Wexler, Santana, Cubie and-Woodhouse. Motion approved. (6-0) Next HPC work session and regular meeting, with Zoom access, scheduled for January 26. 2023 at 4:30 PM in the Town Hall in the Town Hall Meeting Room with one public hearing scheduled. 3
